Speaking at the workshop, Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung affirmed that in the resistance war against France in general and the Dien Bien Phu campaign in particular, the Party Committee, government and people of all ethnic groups in Tuyen Quang province made many contributions as both the rear and the frontline.

The workshop organized a roundtable discussion with 5 invited guests, discussing the following topics: contributions as both the rear and the frontline of the Tuyen Quang army and people to the victory of the Dien Bien Phu Campaign; diplomatic activities of President Ho Chi Minh and our Party in the Tuyen Quang resistance base during the resistance war against French colonialism; decisions of the 2nd National Congress of the Party that had an impact on the victory of the resistance war against France in general and the Dien Bien Phu Campaign in particular; memorable memories of Dien Bien soldiers participating in the Dien Bien Phu Campaign.

Concluding the workshop, comrade Do Thu Huong, Principal of the Provincial Political School, emphasized that the workshop had presented many presentations and discussions of important historical significance, affirming the role and importance of the Resistance Capital Tuyen Quang with the Dien Bien Phu victory that was famous in five continents and shook the world.

The victory of the Dien Bien Phu campaign left many valuable lessons of theoretical and practical value for propaganda work in the new situation.
First of all, it is necessary to proactively grasp the current situation of ideological work, build practical propaganda and agitation content, closely follow the actual combat situation, and associate with each specific target group to serve the tasks of the campaigns well. At the same time, flexibly and creatively use propaganda and agitation forms in wartime conditions to promote patriotism and the determination to fight and win of our entire Party, army and people. Along with that, we need to be persistent, active, proactive, and diversify propaganda forms and measures...
Therefore, in order to apply the above lessons in the current situation, we need to focus on effectively implementing a number of solutions such as: continuing to thoroughly grasp and raise awareness of the importance of Party history propaganda and education; attaching the role and responsibility of Party committees, especially the heads of Party committees, in directing and organizing the implementation of Party history propaganda and education. At the same time, diversifying the content and methods of Party history propaganda and education; improving the quality of the team doing historical work, having mechanisms and policies to attract capable, highly qualified people with the right majors to serve the work...

Since President Ho Chi Minh returned to the country to directly lead the struggle for national independence, Tuyen Quang, along with the provinces of Bac Kan, Cao Bang, Ha Giang, Lang Son and Thai Nguyen in the Viet Bac region, became revolutionary bases. Then, from 1946, this place became the Resistance Capital for 9 years until the North was completely liberated in the fall of 1954. Among the 6 provinces in the Viet Bac region, Tuyen Quang was not only the place where President Ho Chi Minh, the Party Central Committee, ministries and branches were most active, but also the place where important events took place, decisive to the direction and success of the struggle for independence and the resistance against French colonialism of the Vietnamese people. Tuyen Quang deserved and fulfilled its role as the Center of the Capital of the Liberated Zone, the Resistance Capital throughout the length of the struggle for independence and the resistance against French colonialism of the Vietnamese people.

During the Winter-Spring strategic offensive (1953-1954) culminating in the historic Dien Bien Phu Campaign, together with the army and people of the whole country, local army forces and people of all ethnic groups in Tuyen Quang province made important contributions to effectively support the victorious campaign.
Firstly, the local army of Tuyen Quang province protected the safety of the base area, the safety of the Central area, the leadership and command center of the campaign.
Second, actively build and consolidate a strong armed force, ensuring both fighting to protect the locality and supplementing forces for the main units. In 1953-1954, Tuyen Quang province consolidated and supplemented troops, weapons, and equipment, built a battalion of 4 companies and 1 combat support platoon; launched a widespread propaganda campaign about military service throughout the province, and the recruitment work was tightly organized, ensuring both quantity and quality. In 1953, 500 new recruits were selected and trained to supplement the main force and local troops. In 1954, carrying out the task of recruiting new recruits to supplement the main force units performing special tasks, 481 new recruits were recruited.
Third, ensure smooth traffic and transportation in all situations.
Fourth, providing adequate human and material resources to serve the campaign. Entering the decisive moment of the Dien Bien Phu Campaign, Tuyen Quang mobilized nearly 2 million working days with a total of over 56,000 people, accounting for 43% of the province's population. Under bombs and bullets, the army and people of Tuyen Quang still promoted initiatives and technical improvements to ensure the clearance of roads and ferries in the shortest time... Tuyen Quang local troops were ready to provide adequate human and material resources to serve the campaign. The movement of "working as a civilian laborer is patriotism" took place vigorously, and groups of civilian laborers organized according to military organizations followed each other to the front. The army and people of all ethnic groups in the province devoted themselves to the victory of the resistance war, unanimously and voluntarily providing food and provisions for the frontline.

Contributing to the activities of the labor force nationwide, thousands of laborers in Tuyen Quang province participated in the Dien Bien Phu campaign, making a worthy contribution to the great victory of the nation. Following President Ho Chi Minh's encouragement, to ensure the mobilization of talented people, material resources, and financial resources for the resistance war that was entering its decisive phase, in 1953 the province mobilized 3 waves of laborers with 9,762 people to serve the Northwest Campaign, mobilizing 1,021,738 working days in the whole year. In 1954, 1,854,360 working days were mobilized. During the resistance war, just counting the service for the campaigns and the construction of bridges, roads, and ferries, Tuyen Quang mobilized up to 6,519,000 working days. With a population of 130,000 people, in 1954 the province mobilized up to 56,196 laborers (accounting for 43% of the population). That number shows the extraordinary efforts and great sacrifices of the people of Tuyen Quang for the resistance war and the revolution. The provincial labor force transported 6,486,955 kg of rice, 52,770 kg of buffalo meat, 914 kg of beef, 41,657 kg of pork, 10,890 kg of peanuts, 11,282 kg of green beans... of the province to the battlefield to serve the campaign. Not only directly supporting the front line, under the leadership of the provincial Party Committee, the provincial labor force also participated in the work of the army's rear, contributing to creating more strength for the resistance war.
