After a productive, urgent, and highly responsible working session, the 2024 Culture Conference, themed "Policies and Resources for the Development of Cultural and Sports Institutions," concluded successfully on the morning of May 12th, completing its entire agenda.

On the morning of May 12th, at the Quang Ninh Provincial Conference Center, the National Assembly's Committee on Culture and Education, in coordination with the Ho Chi Minh National Political Academy, the Central Propaganda Department, the Ministry of Culture, Sports and Tourism, and Quang Ninh province, organized the 2024 Culture Conference with the theme: "Policies and Resources for the Development of Cultural and Sports Institutions".
Politburo member and Standing Vice Chairman of the National Assembly Tran Thanh Man chaired the activities of the National Assembly Standing Committee, and the National Assembly attended and delivered a keynote address at the seminar.
Attending and chairing the seminar were Politburo member, Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council Nguyen Xuan Thang; Central Committee members: Deputy Prime Minister Tran Hong Ha; Chairman of the Committee on Culture and Education Nguyen Dac Vinh; Minister of Culture, Sports and Tourism Nguyen Van Hung; and Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Quang Ninh Nguyen Xuan Ky.
The conference received numerous papers and presentations from central and local agencies, experts, scientists, and businesses. The conference was attended by over 300 delegates representing the National Assembly's Ethnic Council and Committees, agencies under the National Assembly Standing Committee; representatives of central ministries, departments, and organizations; representatives of provincial and city People's Committees and National Assembly delegations; representatives of cultural and sports institutions at the central and local levels; experts, scientists, and managers; and representatives of several associations and businesses operating in the cultural and sports sectors.

In his concluding remarks summarizing some key issues at the Workshop, Standing Vice Chairman of the National Assembly Tran Thanh Man stated that the Workshop acknowledged the achievements in the construction and development of cultural and sports institutions, while also pointing out obstacles and shortcomings in the implementation process. The Workshop identified, discussed, and agreed upon solutions to improve institutions and policies and ensure resources for the development of cultural and sports institutions.
Regarding institutional and policy improvement, the Standing Vice Chairman of the National Assembly emphasized the need to establish appropriate goals and a roadmap for perfecting the system of legal documents regulating cultural and sports institutions, ensuring consistency, uniformity, and feasibility; reviewing legal documents, supplementing and amending relevant legal provisions to clarify the concept and content of "cultural and sports institutions" and "cultural and sports facilities" as a basis for building and applying investment, management, exploitation, and operation policies, and facilitating the construction and integration of a nationwide network of cultural and sports institutions.
"The research should focus on perfecting investment policies for the development and operation of cultural and sports institutions, including public investment policies, public-private partnership investment policies, and social mobilization policies; preferential policies and investment support, especially regarding land, taxes, and credit capital in the construction of cultural and sports facilities, to encourage economic sectors to participate in investment and development," the Standing Vice Chairman of the National Assembly emphasized.

Regarding the planning of cultural and sports facilities, the Standing Vice Chairman of the National Assembly proposed perfecting the plan in a way that is synchronized, modern, distinctive, effective, ensures fairness, and meets the needs of the people; allocating land for cultural and sports facilities in convenient locations suitable to actual conditions; paying attention to building and developing cultural and sports facilities for youth, children, workers, people with disabilities, and the elderly. At the same time, specific targets for the development of cultural and sports facilities should be added to the overall socio-economic development plan of the locality; and the targets in strategies, plans, and projects related to cultural and sports facilities should continue to be effectively implemented.
The Standing Vice Chairman of the National Assembly emphasized the need to strengthen leadership, direction, and guidance; innovate the content and methods of organization, improve the quality and effectiveness of activities; build and replicate exemplary organizational models suitable for different regions, target groups, and age ranges; and develop priority policies in mountainous, island, border, remote, and ethnic minority areas. He also stressed the importance of strengthening inspection, auditing, and supervision of public assets in general, and public assets in cultural and sports facilities in particular.
The Standing Vice Chairman of the National Assembly also mentioned prioritizing the allocation of funds in a focused and targeted manner, following a specific roadmap and objectives; gradually increasing the level of state budget spending on cultural development in general, and the development of cultural and sports institutions in particular; valuing and implementing socialization with the motto "The State and the people work together"; and mobilizing resources to participate in building grassroots cultural and sports institutions. In addition, it is necessary to continue reviewing and improving regulations on criteria and conditions for restructuring the apparatus, ensuring efficiency and improving the quality and effectiveness of operations; and to research and revise the remuneration system for artists and performers participating in traditional art forms.

Earlier, speaking at the conference, Deputy Prime Minister Tran Hong Ha assessed that the conference had helped the Government evaluate and identify issues related to mechanisms and policies to unlock resources and make culture a driving force; and to economicize culture through the development of cultural heritage, products, and tourism.
Agreeing with the opinions and discussions at the Workshop on the current state of cultural and sports institutions, especially the existing problems, their causes, and solutions, the Deputy Prime Minister stated that it is necessary to continue institutionalizing and concretizing the Party's guidelines, policies, and viewpoints on culture and sports. At the same time, it is necessary to further clarify the meaning of the concept of "cultural and sports institutions"; and the accompanying mechanisms and policies that demonstrate the role of the state.
According to the Deputy Prime Minister, cultural and sports institutions must be considered a crucial part of the social infrastructure. Therefore, it is necessary to define evaluation criteria to incorporate into planning at the national, regional, local, and grassroots levels. In addition, it is necessary to study the model of cultural institutions in heritage cities and towns like Hoi An.
"The current issue is the role of the state, the participation of society, businesses, and the people in developing cultural and sports institutions to both build a spiritual foundation and contribute to the culturalization of the economy, social cohesion, and the development of the economy, tourism, and services," the Deputy Prime Minister explained.
In addition, the Deputy Prime Minister suggested the need for a "law" related to cultural and sports institutions. In this law, the state would play a leading role, prioritizing resources for important tasks such as the targeted program for the development of Vietnamese culture and people. Furthermore, it is necessary to attract greater participation from the private sector and society in building cultural and sports institutions.
