More than 150,000 school accounting clerks will be considered for promotion and salary increase.

Minister of Home Affairs Pham Thi Thanh Tra said that promotions for school staff will be considered, ensuring that they have the opportunity to receive better salaries when salary reforms are implemented.

Questioning the Minister of Home Affairs, National Assembly representative Trinh Minh Binh ( Vinh Long delegation) stated that school staff have an important position and role in organizing teaching and learning activities in schools. However, the current salaries of school staff are still very low.

"When implementing the new salary policy reform, what solutions does the Minister have to improve the salaries of school staff?", Representative Binh asked.

Responding to this issue, Minister of Home Affairs Pham Thi Thanh Tra assessed that "this is a very practical question." Currently, there are more than 150,000 school staff members, including treasurers, accountants, and administrative staff. The salary for school staff is still very low, not ensuring the minimum wage as stipulated by regulations.

In the coming period, the Ministry of Interior will request localities to conduct a comprehensive review of school staff to ensure compliance with Circular 16 of the Ministry of Education and Training ; and consider reviewing and rearranging the list of job positions in preparation for reforming salary policies for this group.

"They are civil servants and are not entitled to the 25% public service allowance, so they may be disadvantaged if a new salary reform is implemented. Meanwhile, localities, ministries, and sectors have not yet provided guidance on civil servant promotion exams," Minister Pham Thi Thanh Tra said.

The Minister also cited examples of accounting staff who have been civil servants for 10 years but have not yet been promoted. Going forward, the Ministry of Interior will review and consider promotions for civil servants in schools, ensuring that when salary reforms are implemented, they will have better opportunities for salary classification.

Minister of Home Affairs Pham Thi Thanh Tra also added that the list of job positions in preparation for salary reform has now been completed.

Accordingly, there are 866 positions in administrative agencies and organizations; 615 positions in public service units; and 17 positions for commune-level officials and civil servants.

In particular, regarding leadership positions, with the Politburo's Conclusion No. 35, there are now a total of 32 leadership positions from the central level to the commune level. "It can be said that we have taken the first step," according to the Minister of Home Affairs.

The Minister of Home Affairs stated that from 2016 to the present, following directives from the Central Steering Committee on personnel management of the Politburo, most ministries, sectors, and localities have basically implemented the development of job positions, but these are not yet complete and do not ensure a comprehensive and fundamental basis.

Regarding agencies under the Party, the Fatherland Front, and socio-political organizations, the Minister of Home Affairs requested the Central Organization Committee to provide guidance to ensure synchronization across the entire political system.

Regarding the National Assembly's agencies, the Minister of Home Affairs suggested that the Committee on Representative Affairs should implement the development of job positions to allow for salary payments based on job positions, in line with the spirit of salary reform from July 1, 2024.

The Ministry of Interior will advise the Government and the Steering Committee on the employment system in the State administrative system to promptly implement the necessary measures so that localities, ministries, and sectors can complete job positions as soon as possible in order to implement the salary reform roadmap.
