Nearly 3.732 billion VND invested in the construction of Dong Phuc Industrial Park, Bac Giang province.
Deputy Prime Minister Tran Hong Ha recently signed Decision No. 258/QD-TTg dated February 10, 2025, on the investment policy for the construction and operation of infrastructure in Dong Phuc Industrial Park, Bac Giang province (the Project).
The decision clearly states that the investor of the Project is Dong Phuc Industrial Park Infrastructure Development Joint Stock Company.

The project covers an area of 354.63 hectares. The total investment capital is approximately VND 3,731.713 billion, of which the investor's contribution is approximately VND 559.757 billion. The project's operating period is 50 years from the date of the decision on land allocation, land lease, and land use conversion.
The project is implemented in Dong Phuc and Tu Mai communes, Yen Dung district, Bac Giang province.
The People's Committee of Bac Giang province directs the Management Board of Bac Giang Provincial Industrial Parks to specify the project implementation schedule in the Investment Registration Certificate, but not exceeding 48 months from the date of the decision on land allocation, land lease, or land use purpose conversion.
According to the Decision, the Ministry of Planning and Investment is responsible for the assigned tasks of appraising investment policies for projects and for carrying out state management of industrial parks in accordance with the law on investment and related laws.
Relevant ministries and agencies are responsible for the content of the appraisal of investment policies for projects within their functions and duties, in accordance with the law on investment and related laws.
The Ministry of Natural Resources and Environment is responsible for appraising the environmental impact assessment report of the project according to the provisions of environmental law, in which attention is paid to the discharge of waste from Dong Phuc Industrial Park and the environmental protection work of the investor during the implementation of the Project, ensuring compliance with water resources planning and not affecting the water source of Cau River.
Officially approved credit funding of 2,500 billion VND for the Huu Nghi - Chi Lang expressway.
The signing of a 2,500 billion VND credit agreement between TPBank and Huu Nghi - Chi Lang Expressway Joint Stock Company will help resolve the credit bottleneck for the Huu Nghi - Chi Lang border gate expressway PPP project.
This was affirmed by Mr. Luong Trong Quynh, Vice Chairman of the People's Committee of Lang Son province, at the signing ceremony of the credit agreement for the PPP project to invest in the construction of the Huu Nghi - Chi Lang border gate expressway between Huu Nghi - Chi Lang Expressway Joint Stock Company and Tien Phong Commercial Bank (TPBank), which took place in Hanoi this afternoon.

“As the competent state agency, we highly appreciate the cooperation between TPBank and Huu Nghi - Chi Lang Expressway Joint Stock Company in arranging credit financing for the Project. Along with creating all conditions for the investor and contractor to open the Huu Nghi - Chi Lang Expressway by the end of 2025, the People's Committee of Lang Son province will continue to propose to the Government to consider increasing the state's capital participation from 49% to approximately 70% of the total investment, contributing to improving the project's financial plan,” Mr. Luong Trong Quynh affirmed.
The leaders of Lang Son province pledged to work with the Ministry of Transport and the investor to implement plans to improve the flow of motorized vehicles on the Bac Giang - Lang Son expressway and the Huu Nghi - Chi Lang expressway when these projects are put into operation and recoup their investment in 2026.
“We highly appreciate the capabilities of Deo Ca Group – the leading unit in the consortium of investors – in resolving difficulties and obstacles at the Bac Giang – Lang Son BOT expressway project as well as at the PPP investment in the construction of the Huu Nghi Border Gate – Chi Lang expressway. Recently, the province also proposed to the Prime Minister to assign Deo Ca Group to study the investment in the Lang Son – Thai Nguyen expressway using the PPP method,” Mr. Luong Trong Quynh informed.
It is understood that, based on the appraisal and notification of credit financing; the significance and importance of the Huu Nghi - Chi Lang border gate expressway construction project, especially the capacity of the investors participating in the project, TPBank has officially signed a credit agreement with a total committed loan amount of 2,500 billion VND.
A representative from Huu Nghi - Chi Lang Expressway Joint Stock Company stated that, along with facilitating credit flow for the project, the credit agreement with TPBank not only demonstrates trust but also affirms the responsibility of both parties in promoting the development of transportation infrastructure, making a significant contribution to the economic development of the northern border gate area.
At the same time, this also serves as a foundation for businesses to continue addressing the challenge of raising capital for PPP projects in economically disadvantaged areas.
According to Mr. Do Minh Phu, Chairman of TPBank, in the past period, the bank has provided approximately 7,000 billion VND in credit for BOT transportation projects, with the two largest loans being for the Cam Lam - Vinh Hao section of the North-South Expressway BOT project and the PPP project to invest in the construction of the Huu Nghi Border Gate - Chi Lang Expressway.
Both projects are primarily invested in by Deo Ca Group, with the Cam Lam – Vinh Hao expressway currently generating very good revenue.
“Road BOT projects are a high-risk investment area due to the long payback period and the financial plan being heavily influenced by external factors, making banks very hesitant to lend. TPBank's participation in financing transportation infrastructure projects, including the Huu Nghi - Chi Lang expressway, is both a responsibility of a national enterprise and stems from a strong belief in Deo Ca Group, even though we have only met Mr. Ho Minh Hoang in person three times,” said Mr. Do Minh Phu.
Investing in a highway must ensure that the highway is viable. The cash flow of the project comes from the flow of people and vehicles. The project to build the Huu Nghi - Chi Lang border gate expressway is 60 km long, with a total investment of over 11,000 billion VND, passing through the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city.
The project is under the authority of the People's Committee of Lang Son province, and the consortium of Deo Ca Construction Company - Deo Ca Group - Construction Company 568 - Lizen Company is the investor.
Currently, Lang Son province has handed over 392.15/557.82 hectares of land (equivalent to 70.32%), and 355.58/557.82 hectares (equivalent to 63.76%) of the handed-over land is accessible for construction.
To ensure the project is completed on schedule, contractors have mobilized 907 personnel and 439 pieces of equipment, deploying them simultaneously across 39 construction sites. The project enterprise aims to open the route in 2025, with an expected output of 4,623.53 billion VND.
Hanoi is considering approving a proposal for the investment and construction of three major bridges across the Red River.
On the morning of February 11th, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired the regular online meeting for February 2025 to consider several issues to be submitted to the Hanoi People's Council session and according to the 2025 work program of the Hanoi People's Committee.

Attending the meeting were members of the Standing Committee of the Hanoi City Party Committee: Standing Vice Chairman of the Hanoi People's Committee Le Hong Son, Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan; Vice Chairman of the Hanoi People's Committee Vu Thu Ha; and Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City Nguyen Sy Truong.
At the meeting, the Hanoi People's Committee reviewed and approved the submissions from the Hanoi People's Committee to the Hanoi People's Council regarding three Group A projects: the investment project for the construction of Tu Lien Bridge and approach roads at both ends (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); the investment project for the construction of Ngoc Hoi Bridge and approach roads at both ends; and the investment project for the construction of Tran Hung Dao Bridge.
The Hanoi People's Committee also considered and approved the Hanoi People's Committee's submission to the Hanoi People's Council for the issuance of a Resolution on criteria for deciding on the bidding process to select investors for land-use investment projects in Hanoi; and considered and approved the Hanoi People's Committee's submission to the Hanoi People's Council for the issuance of a Resolution on adjusting the GRDP growth target of Hanoi in 2025.
The meeting also considered and approved the Decision amending and supplementing a number of articles of the Regulations on coordinating the management of multi-level marketing business activities in Hanoi City, issued together with Decision No. 27/2019/QD-UBND dated December 16, 2019, of the People's Committee of Hanoi City.
In addition, the Hanoi People's Committee will consider and approve the Decision promulgating the set of economic and technical norms for public service activities using state budget funds in the field of Industry and Trade of Hanoi City; consider and approve the Hanoi City Investment, Trade, and Tourism Promotion Program for 2025; and consider and approve the Decision promulgating the price framework for management and operation services of apartment buildings in Hanoi City.
The bank proposed arranging financing for the highway expansion project worth 38,693 billion VND.
The project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway, spanning 98 km, has a total investment of 38,693 billion VND and will be implemented under a Public-Private Partnership (PPP) model, specifically a Build-Operate-Transfer (BOT) contract.
"We have submitted a proposal to the Ministry of Transport to become the financing arranger for the consortium of investors led by Deo Ca Group to carry out the project." "The investment project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway" was confirmed by Mr. Do Minh Phu, Chairman of the Board of Directors of TPBank, at the signing ceremony of a 2,500 billion VND credit agreement for the Huu Nghi - Chi Lang expressway project on February 10th.

According to Mr. Do Minh Phu, if approved by the competent authorities, TPBank will be the focal point to work with other credit institutions (through syndicated loans with domestic and international credit institutions) to jointly finance the project when the consortium led by Deo Ca Group is selected as the investor for the expansion project of the Ho Chi Minh City - Trung Luong - My Thuan expressway.
It is known that Deo Ca Group has been selected by the Ministry of Transport as the investor proposing the project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway (PPP) with a total estimated investment of VND 38,693 billion, of which the investor's equity is expected to be approximately VND 5,804 billion (expected 15% of the total investment), and loans and other legally mobilized capital is expected to be approximately VND 32,889 billion (expected 85% of the total investment).
Investing in the expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway aims to reduce traffic congestion and, combined with other existing transportation projects in the area, will create a complete transportation network in the Southern Key Economic Zone.
The project also contributes to completing the highway network in the Mekong Delta region, helping to meet transportation needs from the Western provinces to Ho Chi Minh City, the Southeast region, and other provinces and cities nationwide; creating opportunities and impetus for regional spatial development with a synchronized system of technical and social infrastructure, connecting economic centers, international border gates, and seaports; enhancing competitiveness, creating momentum for linkages, and promoting regional cooperation and development; contributing to national defense and security, and the country's economic development.
“Recognizing the significance and importance of the Project, based on the success of Deo Ca Group in participating in and rescuing the Trung Luong - My Thuan BOT expressway project (phase 1), which had been stalled for many years and brought it into effective operation, and with the synchronized connection plan for expanding the entire Ho Chi Minh City – Trung Luong – My Thuan expressway proposed by the Investor, TPBank believes that the Project, once implemented, will be highly effective,” the head of TPBank stated.
As of February 10th, TPBank had provided approximately 8,000 billion VND in credit financing for BOT transportation projects, including two expressway projects invested by Deo Ca Group: Huu Nghi - Chi Lang and Cam Lam - Vinh Hao.

According to the latest proposal from the investor, the PPP project to expand the 98 km Ho Chi Minh City - Trung Luong - My Thuan expressway is divided into two component projects.
Component Project 1: Investment in expanding the Ho Chi Minh City – Trung Luong – My Thuan expressway using the PPP method, including expanding the Ho Chi Minh City - Trung Luong section to 8 lanes and 2 emergency stopping lanes; and expanding the Trung Luong - My Thuan section (including the My Thuan 2 bridge section) to 6 lanes and 2 emergency stopping lanes. The total investment is VND 42,063 billion.
Component Project 2: Land clearance for the completion phase of the 10-12 lane section of the Ho Chi Minh City – Trung Luong expressway under the public investment method with a total investment of VND 6,968 billion.
Nearly 1.8 trillion VND invested in the construction and operation of infrastructure for the My Thai Industrial Park in Bac Giang province.
Deputy Prime Minister Tran Hong Ha recently signed Decision No. 260/QD-TTg dated February 11, 2025, on the investment policy for the construction and operation of infrastructure in My Thai Industrial Park, Bac Giang province.
The decision states: Approval of the investment policy for the project to build and operate the infrastructure of My Thai Industrial Park, Lang Giang district, Bac Giang province, and approval of the investor as Vietnam-Australia Steel Joint Stock Company.

The project's objective is to invest in construction and business of industrial park infrastructure, with a project area of 159.97 hectares; investment capital of VND 1,798.3 billion, of which the investor's contributed capital is VND 300 billion.
The project's operating period is 50 years from the date of the decision to allocate land, lease land, or change land use purpose.
Project implementation locations are in My Thai commune, Voi town and Duong Duc commune, Lang Giang district, Bac Giang province.
Regarding the project implementation schedule, the Deputy Prime Minister instructed the People's Committee of Bac Giang province to direct the Management Board of Industrial Parks of Bac Giang province to specify the project implementation schedule in the Investment Registration Certificate, but not exceeding 30 months from the date of the decision on land allocation, land lease, or land use purpose conversion….
Expanding the planning to welcome Gia Binh Airport.
The Ministry of Transport (MOT) has recently issued Official Letter No. 1107/BGTVT-KHĐT to the Ministries of National Defense, Public Security, Planning and Investment, Finance, Construction, Natural Resources and Environment, Industry and Trade, Culture - Sports and Tourism, and the People's Committee of Bac Ninh province regarding their participation in providing feedback on the revised Master Plan for the Development of the National Airport and Airfield System for the period 2021-2030, with a vision to 2050, following a simplified procedure.
Referring to Clause 5, Article 54a of the Planning Law, in order to ensure a complete basis for finalizing the dossier and considering approval in accordance with regulations, the Ministry of Transport requests the aforementioned agencies to study and provide feedback on the dossier for adjusting the airport system planning as proposed by the Civil Aviation Authority of Vietnam.

"Due to time constraints, the Ministry of Transport wants to receive comments before February 10, 2025. After this deadline, if the agencies have not submitted their comments, the Ministry of Transport will understand that they agree with the content of the revised airport system planning document," stated Official Letter No. 1107/BGTVT-KHĐT signed by Mr. Nguyen Duy Lam, Deputy Minister of Transport.
Previously, in Official Letter No. 93/TTg-CN dated January 24, 2024, Deputy Prime Minister Tran Hong Ha agreed in principle to adjust the Master Plan for the Development of the National Airport System for the period 2021-2030, with a vision to 2050, to include Gia Binh Airport in the plan through a simplified procedure as proposed by the Ministry of Transport, and with the opinions of the Ministry of Natural Resources and Environment and the Ministry of Planning and Investment.
The Government leaders have instructed the Ministry of Transport to urgently prepare and approve the revised planning in accordance with the procedures and regulations of the law on planning, ensuring the completion of phase II investment in Gia Binh Airport as directed by the Prime Minister in Notice No. 562/TB-VPCP dated December 18, 2024, from the Government Office.
"The Minister of Transport is authorized to decide on the adjustment of the Master Plan for the Development of the Inland Port System for the period 2021-2030, with a vision to 2050, in accordance with the correct procedures and regulations, to consider and add an inland port at Gia Binh Airport, ensuring synchronization with the progress of Gia Binh Airport's implementation," Deputy Prime Minister Tran Hong Ha directed.
In Notice No. 562/TB-VPCP, Prime Minister Pham Minh Chinh instructed the Ministry of Public Security and relevant ministries and agencies, in parallel with the implementation of Phase I, to urgently complete the investment dossiers and procedures for Phase II of the Gia Binh Airport Construction Project to ensure early implementation, synchronization, and the construction of a multi-purpose airport with specialized functions equivalent to level 4E.
It should be added that the most important highlight of the proposal from the Vietnam Civil Aviation Authority is the recommendation to the competent authority to adjust the National Airport System Planning (amending Clause 1, Section II, Article 1 of Decision No. 648/QD-TTg dated June 7, 2023, on approving the Master Plan for the Development of the National Airport and Airfield System for the period 2021-2030, with a vision to 2050).
Specifically, by 2030, the national airport system will include Gia Binh International Airport, reaching level 4E, with a capacity of approximately 1 million passengers per year and 250,000 tons of cargo per year. By 2050, the national airport system will further expand to include Gia Binh International Airport, reaching level 4E, with a capacity of 3 million passengers per year and 1 million tons of cargo per year.
Thus, the airport system after adding Gia Binh International Airport in the period 2021-2030 will include 31 airports, of which 15 are international airports and 16 are domestic airports; the vision to 2050 will include 34 airports, of which 15 are international airports and 19 are domestic airports.
In addition, the Civil Aviation Authority of Vietnam continues to propose research, surveys, and assessments of the feasibility of planning several airports serving national defense and security; some important locations for emergency response and relief; locations with potential for tourism and service development; and other locations where airports can be built and operated. A report will be submitted to the Prime Minister for consideration of inclusion in the planning when conditions are met, including a thorough assessment of needs, technical requirements, investment resources, and related impacts…
Dong Nai province plans to borrow 2 trillion VND from banks to invest in infrastructure.
On February 11th, the People's Committee of Dong Nai province and the Department of Finance held a meeting to discuss the draft resolution to be submitted to the Provincial People's Council regarding the local government's borrowing and debt repayment plan for 2025.
According to the draft resolution prepared by the Dong Nai Provincial Department of Finance, this year, Dong Nai plans to borrow 2,000 billion VND from credit institutions to invest in 8 transportation infrastructure projects in the medium-term investment plan for the period 2021-2025.
Specific projects include: upgrading roads 25C and 25B; roads 773 and 770B; constructing resettlement areas for the Bien Hoa - Vung Tau Expressway Project…
Speaking at the meeting, Vice Chairman of the Dong Nai Provincial People's Committee Duong Minh Dung emphasized that this year the Government has assigned the province a target of ensuring growth of over 10%.
Furthermore, with Long Thanh Airport scheduled to become operational in 2026, Dong Nai province must invest in transportation infrastructure connecting to the airport.
Mr. Dung stated that, through research, the province has found that borrowing from credit institutions is more advantageous than issuing local government bonds.
Therefore, the People's Committee of Dong Nai province unanimously agreed to submit a resolution to the Provincial People's Council to borrow 2,000 billion VND from banks to invest in 8 transportation infrastructure projects.
By 2025, Dong Nai province aims for a 10% increase in GRDP; total state budget revenue exceeding 60,000 billion VND; and disbursement of public investment capital reaching over 95% of the assigned plan.
To achieve the set goals, the People's Committee of Dong Nai province will focus on prioritizing economic growth; accelerating the construction of key transportation infrastructure projects and projects with regional connectivity.
Therefore, in addition to public investment funds, the People's Committee of Dong Nai province will borrow capital from credit institutions to invest in infrastructure projects connecting to the airport and seaports.
Da Nang invests over 6,200 billion VND in building Hoa Ninh Industrial Park.
The People's Committee of Da Nang City has just issued a decision approving the investor for the project to build and operate the infrastructure of Hoa Ninh Industrial Park (Hoa Ninh commune, Hoa Vang district, Da Nang).
Accordingly, the Da Nang City People's Committee approved Thanh Binh Phu My Joint Stock Company (address: Phuoc Hoa Ward, Phu My Town, Ba Ria - Vung Tau Province) as the investor to implement the project.
The investment capital for the project to build and operate the infrastructure of Hoa Ninh Industrial Park is over 6,200 billion VND.
The basic construction progress and commissioning or operation of the Hoa Ninh Industrial Park shall not exceed 42 months from the date the land is handed over by the State.
The Hoa Ninh Industrial Park covers an area of over 400 hectares and is expected to create jobs for 40,700 workers when it becomes operational.
Hoa Ninh Industrial Park, Hoa Cam Industrial Park - Phase 2, and Hoa Nhon Industrial Park are three new industrial parks being developed in Da Nang.
The Hoa Ninh Industrial Park is planned with the goal of attracting investment in the comprehensive development of technical infrastructure to create a clean industrial park with minimal environmental pollution, modern and advanced technology, and to establish linkages with other industrial parks in Da Nang city.
Binh Dinh province is allocating over 3.2 trillion VND to upgrade Phu Cat Airport.
The People's Committee of Binh Dinh province has just issued a decision approving the investment plan for the construction of the second runway and related facilities at Phu Cat Airport.

Accordingly, the Investment Project is to ensure the exploitation needs of civil aviation aircraft and military flight activities to increase exploitation capacity, meeting the socio-economic development needs of Binh Dinh province; in accordance with Decision No. 1686/QD-BGTVT dated December 22, 2023 of the Ministry of Transport approving the Phu Cat Airport Planning for the period 2021 - 2030, with a vision to 2050.
Upon completion of the project, Phu Cat Airport will ensure it can receive Code C aircraft such as A320, A321 and equivalent (can receive Code E aircraft when needed).
Regarding the investment scale, the People's Committee of Binh Dinh province said that the project has main items including the construction of runway No. 2, code 33L-15R (located parallel, 215 m west of the existing runway) with dimensions of 3,048 m long and 45 m wide.
The taxiway system includes the construction of 3 taxiways connecting from runway 2 to the existing runway with a length of about 170 m and a width of 23 m; 2 quick exit taxiways from runway 2 to the existing runway, with a length of about 340 m and a width of 23 m; 2 taxiways connecting B2 and B5 from the existing runway to the parallel taxiway, with a length of about 206.5 m and a width of 23 m.
The project also builds a signal light system to ensure operations according to CAT II standards at the 33R end of runway and to ensure operations according to CAT I standards at the 15L end of runway 2, an automatic meteorological monitoring system, signs, a synchronous power station for operations; an airport drainage system, an airport beltway and a airport security fence system synchronized with the newly built runway 2.
The project has a total investment capital of 3,246 billion VND (of which compensation and resettlement support costs are 1,003 billion VND; construction costs are 1,560 billion VND) from the state budget managed by the province (including central support capital and other legal capital sources). The implementation period is from 2025 to 2028 and is implemented by the Binh Dinh Provincial Traffic Project Management Board.
According to the Binh Dinh Provincial Transport Project Management Board, regarding the project implementation plan, the province will complete the environmental impact assessment before April 2025, approve the feasibility study report in May 2025, complete the construction drawing design in July 2025 and aim to start construction before August 24, 2025.
At the field inspection at Phu Cat airport on February 8, 2025, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, requested the Provincial Transport Project Management Board to do a good job, thoroughly prepare the work, plans, procedures related to project implementation, and bidding for site clearance to avoid errors; carefully develop a plan for future construction implementation.
Mr. Tuan requested the Provincial Traffic Project Management Board to prepare plans for subcontractors, especially the leveling subcontractors and contractors related to equipment supply; when the construction starts and bidding is completed, the construction must be organized as quickly as possible.
Proposal to restore Ma Da bridge connecting Binh Phuoc and Dong Nai for about 5,130 billion VND
The People's Committee of Binh Phuoc province has just sent an official dispatch to the Ministry of Transport proposing a plan to restore Ma Da bridge to connect Binh Phuoc province and Dong Nai province.
Specifically, the People's Committee of Binh Phuoc province proposed to choose the traffic connection option between Binh Phuoc province and Dong Nai province as follows: from Dong Xoai city, follow DT.753 road, cross Ma Da bridge to Dong Nai province, follow local roads to Ring Road 4 through Bien Hoa city, Dong Nai province; the total route length is about 76 km.
“This is the shortest and fastest route option following the existing road directly connecting the Central Highlands provinces in general and Binh Phuoc in particular to Dong Nai province to Long Thanh airport and Cai Mep - Thi Vai deep-water port,” said Ms. Tran Tue Hien, Chairwoman of Binh Phuoc Provincial People's Committee.
According to the leaders of Binh Phuoc province, the above route is consistent with the planning of Binh Phuoc province for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 1489/QD-TTg dated November 24, 2023.
Once connected, the route will restore the route to serve the needs of transporting import and export goods, developing the economy, society, and national security of the two provinces of Binh Phuoc and Dong Nai as well as the Central Highlands region and the key economic region of the South.
Besides, it will contribute to effectively exploiting the potential land fund in the Southeast of Binh Phuoc province, taking advantage of the development of industry and services spreading from Binh Duong and Dong Nai provinces.
Regarding the impacts on Dong Nai Biosphere Reserve (according to actual surveys, there are only about 2 km of natural forest, the remaining 29 km is planted forest, mainly hybrid acacia trees), Binh Phuoc Provincial People's Committee proposed to study options for building elevated roads, overpasses, noise barriers, and open-air tunnels similar to the Ho Chi Minh Road through Bach Ma and Cuc Phuong National Forests to minimize impacts on Dong Nai Biosphere Reserve.
It is expected that the route will have a minimum scale of 4 lanes, in sync with the projects being implemented on routes such as: upgrading and expanding DT.753 with a length of 17 km to reach a road surface of 19 m, roadbed of 24 m; upgrading and expanding DT.761, DT.767 with a length of about 46 km to reach a road surface of 19 m, roadbed of 24 m; investing in an overpass of about 2 km, noise-proof walls and fences of about 2 km on each side...
The preliminary estimate of the total investment for the Ma Da bridge restoration project to connect Binh Phuoc and Dong Nai provinces is about 5,130 billion VND, including site clearance costs.
The People's Committee of Binh Phuoc province requested the Ministry of Transport to consider and agree on the traffic connection plan between Binh Phuoc province and Dong Nai province as above, ensuring compliance with the planning of Binh Phuoc province approved by the Prime Minister in Decision No. 1489/QD-TTg dated November 24, 2023; direction of General Secretary To Lam in Notice No. 117-TB/VPTW dated January 13, 2025 of the Central Party Office.
"The Ministry of Transport is requested to consider updating the above traffic connection plan between Binh Phuoc province and Dong Nai province into the Road Traffic Infrastructure Planning for the period 2021-2030, with a vision to 2050, which is being prepared by the Ministry," the leader of the People's Committee of Binh Phuoc province proposed.
Research to shorten PPP project appraisal process to no more than 2 weeks
The Government Office issued document No. 996/VPCP-CN conveying the directives of Prime Minister Pham Minh Chinh regarding the draft Decree amending and supplementing a number of articles of Decree No. 35/2021/ND-CP dated March 29, 2021, detailing and guiding the implementation of the Law on Investment under the Public-Private Partnership method.
Law No. 57/2024/Q15 amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding was passed by the 15th National Assembly at the 8th Session, effective from January 15, 2025, except for the provisions on the implementation of BT contracts (effective from July 1, 2025).
In Decision No. 1610/QD-TTg dated December 19, 2024, the Prime Minister assigned the Ministry of Planning and Investment to preside over the drafting of a Decree amending and supplementing a number of articles of Decree No. 35/2021/ND-CP dated March 29, 2021 of the Government detailing and guiding the implementation of the Law on Investment under the public-private partnership method, including: (1) PPP Project Appraisal Council; (2) PPP project process; (3) Investor selection process, (4) Methods and standards for evaluating bidding documents; (5) Termination of PPP project contract; (6) Transitional cases.
In fulfilling its assigned task, the Ministry of Planning and Investment has finalized the draft and submitted it to the Government for consideration and promulgation of a Decree amending and supplementing a number of articles of Decree No. 35/2021/ND-CP.
After reviewing the draft Decree, Prime Minister Pham Minh Chinh suggested that the appraisal process should be shortened to no more than 2 weeks. The appraisal council should be smaller, with only experts and relevant agencies. In addition, there should be strong decentralization and responsibility assigned to localities.
Prime Minister requests early completion of investment procedures for Chu Lai Airport
The Government Office has just announced the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of Quang Nam Provincial Party Committee.
Regarding the proposal of Quang Nam province on investment and exploitation of Chu Lai Airport, the Prime Minister concluded to assign Quang Nam province to urgently and proactively implement the investment and exploitation of Chu Lai Airport according to its authority.

Quang Nam province presides over and coordinates with the Ministry of National Defense, the Ministry of Natural Resources and Environment, and the Ministry of Finance to review and resolve the handover of land area for socio-economic development to Quang Nam province in February 2025.
Quang Nam province also calls for investment in exploiting Chu Lai Airport according to the planning and orientation of forming an economic ecosystem and airport urban area. Strive to complete investment procedures in the first 6 months of 2025 and complete the construction of the airport within 2 years.
The Prime Minister also assigned the Ministry of Transport to urgently direct the completion of the Chu Lai Airport Planning for the 2021-2030 period, with a vision to 2050, and approve it according to its authority in the second quarter of 2025.
The Ministry of Transport, the Ministry of National Defence, and other relevant ministries and agencies will closely coordinate and support Quang Nam province in the implementation process. According to the Project for socialization of investment and exploitation of Chu Lai Airport, by 2030, investment will be made in building a passenger terminal with a capacity of about 10 million passengers/year and synchronous technical infrastructure works; a cargo terminal with a capacity of about 1.5 million tons of cargo/year. The need to mobilize capital for investment in Chu Lai Airport's infrastructure is about 11,000 billion VND.
According to the People's Committee of Quang Nam province, in the master plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, Chu Lai International Airport is planned to have a capacity of about 10 million passengers/year by 2030, and about 30 million passengers/year by 2050.
Southern Power Corporation aims to energize 50 power grid projects in 90 days

Each power project, especially key and urgent ones, requires the assignment and deployment of the most capable and dedicated personnel. Difficulties and obstacles encountered during implementation must be promptly resolved or reported to higher authorities for resolution in a clear, specific, and authoritative manner; preventing these difficulties and obstacles from becoming bottlenecks that affect project completion progress.
In particular, EVNSPC stops allowing officers and leaders to take leave abroad from now until April 30, 2025. In special cases, the Head of the Corporation and the heads of units must report to and receive approval from the Chairman/General Director.
Units mobilize employees to temporarily suspend overseas leave from now until April 30, 2025, except in urgent cases.

On February 13, 2025 in Hanoi, Vietnam Electricity Group (EVN), Power Project Management Board 3 and the Contractor Consortium: Lung Lo Construction Corporation, Song Da Corporation, LILAMA 10 Joint Stock Company, SCI E&C Joint Stock Company, Construction Joint Stock Company 47, Truong Son Construction Corporation and Vietnam Construction and Import-Export Joint Stock Corporation held the Signing Ceremony of Package 02XL-BA "Construction and installation of Bac Ai Pumped Storage Hydropower Plant - Phase 2, Phase 1 of Bac Ai Pumped Storage Hydropower Plant Project - Ninh Thuan Province".
Attending the signing ceremony were representatives of the State Capital Management Committee at Enterprises, the Department of Electricity and Renewable Energy - Ministry of Industry and Trade, leaders of Vietnam Electricity Group, leaders of Power Project Management Board 3 and the Joint Venture of contractors for package 02XL-BA.

The Bac Ai pumped storage hydropower plant project in Ninh Thuan province (the Project) was approved by the Prime Minister in the National Power Development Plan for the period 2021-2030, with a vision to 2050.
The project has a scale of 1,200 MW, comprising 4 turbine/pump-generator/engine units with a capacity of 300 MW/unit. The total investment for the Bac Ai pumped-storage hydropower project is approximately 21,100 billion VND, with funding arranged from loans and capital allocated by EVN.
The first generating unit is expected to start operating in December 2029, and the entire project is scheduled for completion in May 2031.
Package No. 02XL-BA is the main construction package of the Project with the scope of work including the following main works: (i) Construction and installation of main works: including Pressure tunnel, Upstream surge tower, Underground power plant and 500kV distribution substation, Discharge tunnel, Downstream surge tower, Downstream valve tower; (ii) Underground construction tunnels and access points; (iii) Construction and operation access roads; (iv) 22 kV construction power supply system; (v) Construction and domestic water supply system; (vi) Auxiliary works and construction camps.
Through a nationwide online bidding process, the consortium of contractors comprising Lung Lo Construction Corporation, Song Da Corporation, LILAMA 10 Joint Stock Company, SCI E&C Joint Stock Company, Construction 47 Joint Stock Company, Truong Son Construction Corporation, and Vietnam Construction and Import-Export Corporation won the bid for package 02XL-BA with a value of VND 4,334 billion.
The contract duration is approximately 81 months, with the commissioning of Unit 01 scheduled for December 2029, Unit 02 for April 2030, Unit 03 for August 2030, Unit 04 for December 2030, and the entire contract completed in May 2031.
Speaking at the signing ceremony, a representative of the Vietnam Electricity Group said that this is the first pumped storage hydropower project built in Vietnam and is one of EVN's key projects to be implemented in 2025.
During the investment preparation and project implementation process, EVN received close attention and guidance from the Government, the Ministry of Industry and Trade, the State Capital Management Committee at enterprises, along with the support and close coordination of the Ninh Thuan Provincial People's Committee and the provincial departments and agencies to develop a construction plan, select suitable contractors, and ensure the requirements for safety, progress, and quality of the project.
Vietnam Electricity Corporation assigned the Power Project Management Board 3 and the Joint Venture of Package 02XL-BA the task of managing the project and organizing construction to ensure compliance with quality and environmental requirements, focusing resources and equipment to accelerate progress, and striving to complete the project according to the set plan.

The Department of Planning and Investment of Ho Chi Minh City has just reported to the City People's Committee on the progress of implementing 28 public investment projects in the cultural and social fields in the list of typical emulation projects at the City level to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
Of the total 28 projects, 13 projects will start and be completed by April 30, 2025.

Regarding newly started projects, there are 6 projects including: renovating and repairing Phu Tho Sports Gymnasium; repairing Phu Tho Sports Training Center; renovating and repairing Phu Tho Swimming and Diving Club; repairing Hoa Lu Stadium; renovating the City Cemetery (Lac Canh); expanding the belt road and ramp of the City Martyrs Cemetery.
Although 13 projects were completed and started on April 30, 2025, after review, 15 projects in the cultural and social fields were not completed and started on April 30, 2025.
Of these, there are 4 projects that cannot be completed by April 30, including: Project to build a new Cu Chi Regional General Hospital; Project to purchase equipment for Hoc Mon Regional General Hospital; Project to purchase equipment for Cu Chi Regional General Hospital; Project to purchase equipment for Thu Duc Regional General Hospital.
For new projects starting construction, there are 11 projects such as the project to build the City Children's Palace; Phan Dinh Phung Stadium; renovate Thong Nhat Stadium; build the Southern Resistance Monument...
These projects are currently stuck with some planning procedures and investment policy adjustments, so they cannot start construction on April 30, 2025.
If the procedures are speeded up, 5 projects will be able to start construction in 2025. The remaining 6 projects are not expected to start construction this year.
Hanoi proposes to repair Vinh Tuy 1 bridge
The Hanoi City Traffic Infrastructure Maintenance Board has just reported to the Hanoi Department of Transport the inspection results of Vinh Tuy 1 Bridge and proposed repairs to ensure traffic safety.
Accordingly, Vinh Tuy 1 Bridge was inaugurated and put into operation in 2009. The inspection results showed that some damages had appeared such as cracks in the bridge girders; the bridge bearings on the main spans crossing the river had rusty steel bearings that had not been greased or painted; the bridge abutments and top walls had diagonal and vertical cracks.
To ensure the safety of the bridge structure, the Traffic Infrastructure Maintenance Board recommends repairing and treating concrete cracks; on piers and abutment walls, ensuring the requirements on the allowable limit of crack width in a corrosive gas environment to protect against corrosion for construction structures; repairing and replacing rubber expansion joints. On the bridge surface, the pavement is peeled off and the spans that show signs of rutting and unevenness appear on the bridge...
The Vinh Tuy 1 Bridge Project has a total investment of nearly 3,600 billion VND mobilized from the state budget. The 5.8 km long bridge includes a river crossing, roads at both ends of the bridge and different level intersections. Of which, the Red River crossing section is 3.7 km long, the cross-section of phase 1 is 19.25 m. The bridge has a reinforced concrete and prestressed reinforced concrete structure, the main bridge crossing the river has a cantilever structure with eight spans 990 m long.
