Another notable success is the very rapid state transition corresponding to the process of province and city arrangement and merger and streamlining of the state apparatus.
Last October, the ministries and branches were still being arranged, and in May this year, the province-city merger was implemented, but thanks to the quick and smooth transition, the exam was successfully organized on a large scale.

The police have identified 3 violators. 2 subjects used AI technology, took a photo of part of the exam questions and transferred it to the AI application to solve the questions. 1 subject used a camera attached to his sleeve, sent the questions outside and asked someone else to solve them.
So far, the police have worked with these candidates and initially admitted their wrongdoings.
In the near future, the authorities will consolidate the records to clarify further, based on the nature and level of consequences that occurred to handle.
It is predicted that in the near future, fraud using AI technology will become more sophisticated, requiring a synchronous solution.

18:05: Pilot high school graduation exam on computer from 2027
Deputy Minister of Education and Training Pham Ngoc Thuong said that according to the roadmap, this year the Ministry will try to issue a pilot project for high school graduation exams on computers. It is expected that the pilot will be held in 2027.
Besides, regarding the issue of exam grading after the merger of provinces and cities, Deputy Minister Thuong affirmed that he will strictly control the entire process.
Each exam session and grading must be summarized immediately to promptly detect abnormalities, such as too many high scores or too many low scores.

Professor Nguyen Ngoc Ha said that this year is the first year that the high school graduation exam is not based on the question bank.
The test matrix is randomly generated during the test preparation process, so no one knows the matrix in advance. When making the test, the software will generate a completely random matrix. This ensures objectivity in the test question preparation process.

Regarding the feedback on the math and English exam being too difficult, Professor Nguyen Ngoc Ha - Deputy Director of the Department of Quality Management, Ministry of Education and Training - said there were 2 bases for making the exam questions:
One is that the test puts the issue of assessing ability first. This is a new point and a change in many years. Perhaps the new features of the test make students confused.
Second, before the exam council started working, the Ministry of Education and Training organized a large-scale test trial in all three regions, essentially to assess students' abilities in order to adjust the difficulty of the exam.
All data on the test testing, especially the score distribution, has been thoroughly discussed among the test-making groups.
"Thus, when talking about difficulty, we must talk about the format structure and whether the exam closely follows the published reference exam," according to Professor Nguyen Ngoc Ha.

At the same time, the Ministry of Education and Training has trained very carefully in preventing high-tech cheating in the high school graduation exam, to warn of high-tech cheating using AI.
The exam has ensured differentiation, serving many purposes of use, specifically, achieving 3 goals, assessing general learning outcomes, assessing skills and being able to consider university admission. In the exam of each subject, many practical questions have been integrated.
The Ministry of Education and Training is expected to announce the results of the high school graduation exam at 8:00 a.m. on July 16. The Ministry is currently ready to ensure the information technology infrastructure to prepare for the announcement of the results.

By today, most of the candidates have completed the exam. They have been fully equipped with knowledge and skills to continue their new journey in life.

The 2025 high school graduation exam will take place on June 26-27. This is a special exam of historical significance as it is the first year of taking the exam according to the 2018 general education program and ensures the exam for students according to the 2006 general education program.
For candidates taking the 2018 program, instead of taking 6 subjects as before, the number of subjects is reduced to 4, including compulsory math and literature. In addition, students choose 2 subjects they have studied at school (chemistry, physics, biology, geography, history, economic and legal education, information technology, technology and foreign languages).
The official exam in 2025 also brings many notable changes. The number of exam sessions is increased to 2, in particular, each exam room can have up to 5 different subjects.
In addition, the number of exam codes for each subject will double compared to previous years with 48 exam codes (each exam session has 24 exam codes). Previously, the subjects (except literature) only had 24 exam codes.

This is also the largest exam ever, with the participation of more than 1.1 million candidates across 63 provinces and cities, held at 2,493 exam locations with more than 50,000 exam rooms.
It is expected that about 200,000 personnel will be mobilized to participate in the organization of the exam, such as officials, teachers in the education sector, police, military, medical, electricity forces, etc.
The Prime Minister has closely directed and promptly issued many telegrams and directives on the preparation and organization of the exam.
Not only that, organizing the exam poses different challenges and requirements when the exam takes place in the context of the whole country implementing a two-tier local government arrangement.
