Meeting of the Subcommittee on Documents of the 20th Provincial Party Congress

On the morning of August 30, under the chairmanship of Provincial Party Secretary Thai Thanh Quy, the Subcommittee on Documents of the 20th Provincial Party Congress, term 2025-2030 held a meeting to deploy preparations for the Documents of the 20th Nghe An Provincial Party Congress. Attending the meeting were Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong; comrades in the Provincial Party Standing Committee; members of the Subcommittee on Documents of the 20th Provincial Party Congress, members of the Editorial Team, and the Editorial Team's Support Unit.

Overview of the meeting.

At the meeting, the subcommittee members listened to and gave their opinions on the preliminary outline of the Political Report of the 20th Provincial Party Congress, term 2025-2030; the plan to prepare the Political Report of the Documents Subcommittee; the Working Regulations of the Documents Subcommittee; the announcement of the assignment of tasks to the Subcommittee members; and the Decision to establish an Editorial Team to assist the Documents Subcommittee.

Comrade Nguyen Dinh Hung - Member of the Provincial Party Executive Committee, Chief of the Provincial Party Committee Office presented the draft report contents to the Document Subcommittee.

Comrade Phan Duc Dong, Member of the Provincial Party Committee, Secretary of Vinh City Party Committee spoke at the meeting.

Regarding the preliminary outline of the Political Report, opinions are concerned with the construction method; determining the development perspective. In particular, the adherence to and concretization of the goals, tasks, and solutions of Resolution No. 39 of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045; Resolutions No. 36 and 137 of the National Assembly on piloting and supplementing a number of specific mechanisms and policies for the development of Nghe An province; and the Prime Minister's Decision approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, in the outline.

Concluding the meeting, Comrade Thai Thanh Quy, Secretary of the Provincial Party Committee, Head of the Congress Document Subcommittee, noted a number of contents regarding the working regulations of the Subcommittee, the assignment of tasks to members, and the plan for preparing the political report. The establishment of the Editorial Team requires an open mindset, attention must be paid to selecting people who have a deep understanding of the work, a full range of fields, and even inviting experts to participate. The Editorial Team also needs to have regulations to be flexible and ensure resources in its operations.

Regarding the plan, Head of the Subcommittee Thai Thanh Quy requested to rebuild the details and suggested that by the end of March 2025, there must be a fourth draft to collect opinions from forums, grassroots congresses and the People; by the end of August 2025, the political report must be completed for approval. The Provincial Party Secretary noted that in the assessment, it is necessary to highlight profound changes during the term such as: solidarity and unity, focused investment, key points... to summarize for the next term. In determining the direction, it is necessary to refer to and study the Government's set of indicators to build a system of indicators suitable for Nghe An province. The concretization of the goals, tasks, and solutions of the Resolution of the Politburo, the National Assembly, and the Provincial Planning must be extremely flexible...
