In the document sent to the People's Committees of provinces and centrally-run cities, the Ministry of Home Affairs stated: Implementing Decision No. 1000/QD-CTN dated June 13, 2025 of the President on gift giving on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), the Ministry of Home Affairs provides additional guidance on a number of points as follows:
Regarding the subjects specified in Clause 1 and Point a, Clause 2, Article 1 of Decision No. 1000/QD-CTN: Each person shall receive only 01 gift from the President . In case a person is confirmed to be eligible for two or more gift levels, he/she shall receive 01 gift with the highest level. If eligible for the same gift level, he/she shall receive 01 gift with that level.
Regarding the subjects specified in Point b, Clause 2, Article 1 of Decision No. 1000/QD-CTN: The representative of the martyr's relative is the only person among all the surviving relatives who is entitled to receive 01 gift. In case the representative of the martyr's relative is also the recipient of the gift according to the provisions in Clause 1 and Point a, Clause 2, Article 1 of Decision No. 1000/QD-CTN, the representative of the remaining relatives of the martyr shall be appointed to receive 01 gift for the representative of the martyr's relative.
In case there is only one living relative of a martyr, and that sole representative is eligible for gift giving as prescribed in Point a, Clause 1 and Point a, Clause 2, Article 1 of Decision No. 1000/QD-CTN, that person will receive an additional gift for the representative of the martyr's relative.
In case there are 2 or more surviving relatives of martyrs who are eligible for gifts according to the provisions of Point a, Clause 1 and Point a, Clause 2, Article 1 of Decision No. 1000/QD-CTN, one person will be appointed to receive 1 gift as the representative of the martyr's relatives.
Subjects specified in Point c, Clause 2, Article 1 of Decision No. 1000/QD-CTN: In case a martyr has no relatives, the person worshiping the martyr will receive a gift from the President, for each martyr, the person worshiping the martyr will receive 01 gift.
The Ministry of Home Affairs notes: The President's gifts to policy beneficiaries are given in cash. The giving of gifts to people with meritorious services must be carefully combined with visits and encouragement from local agencies, unions and organizations to each beneficiary. The Chairman of the People's Committee of the province or centrally-run city directs the Director of the Department of Home Affairs to coordinate with local agencies to organize propaganda and implement the giving of gifts from the President to policy beneficiaries in a timely and complete manner before June 30, 2025, to avoid errors and negativity.
The budget for paying gifts from the President in localities is guaranteed by the Central Budget and is arranged in the 2025 state budget expenditure estimate to implement the Ordinance on Preferential Treatment for People with Revolutionary Contributions for localities.
The budget for gift giving to policy beneficiaries in the army and the people's police is guided by the Ministry of National Defense and the Ministry of Public Security.
