Mobilizing about 230 trillion VND for epidemic prevention and control

Reporting on the achievements in mobilizing, managing, and utilizing resources for COVID-19 prevention and control, the Chairwoman of the National Assembly's Social Affairs Committee and Deputy Head of the National Assembly's Supervisory Delegation, Nguyen Thuy Anh, stated: As of December 31, 2022, the total amount of money mobilized to directly serve the prevention and control of the epidemic and implement social welfare policies was approximately 230 trillion VND. Over 11.6 trillion VND was mobilized for the COVID-19 Vaccine Fund. Approximately 259.3 million doses of COVID-19 vaccine were received. Monitoring has shown that the management, use, payment, and settlement of resources for epidemic prevention and control have been fundamentally carried out in accordance with the issued policies and guidelines. This includes supporting people, workers, employers, and businesses affected by the COVID-19 pandemic; implementing policies and regulations for frontline forces and other forces participating in epidemic control; purchasing COVID-19 vaccines; supporting research and testing of COVID-19 vaccines; purchasing test kits; purchasing medical equipment, supplies, medicines, and biological products; paying for examination, emergency care, and treatment of COVID-19 patients; screening, admission, and medical isolation; supporting the construction, repair, and upgrading of COVID-19 treatment facilities, isolation facilities, and field hospitals…

Besides the achievements, the Monitoring Team also pointed out shortcomings and limitations in the mobilization, management, and use of resources for COVID-19 prevention and control, such as: The current legal system does not fully cover and regulate all emerging relationships and situations. The management, use, payment, and settlement of funds for epidemic prevention and control from the state budget during and after the peak period of epidemic prevention and control were slow, giving rise to many difficulties and obstacles that have not been resolved promptly and definitively. The management and coordination of social resources were sometimes limited and confusing in organization and implementation, resulting in low efficiency. There were serious violations in the mobilization, management, and use of resources for epidemic prevention and control...

Through its oversight activities, the supervisory delegation recommended that the National Assembly issue a resolution to amend, supplement, or enact new laws related to primary healthcare, preventive medicine, civil defense, and emergency situations; develop and refine projects to implement assigned tasks in Party documents related to primary healthcare and preventive medicine; abolish, amend, supplement, or enact new guiding documents for the implementation of laws on the procurement of medicines, medical equipment, supplies, biological products, and chemicals to ensure consistency with the Law on Bidding and the Law on Prices; and develop and refine projects to implement assigned tasks in Party documents related to primary healthcare and preventive medicine.

Complete the implementation of the solutions stipulated in Clause 2, Article 5 of Resolution No. 80/2023/QH15 dated January 9, 2023, of the National Assembly on continuing to implement a number of policies in the prevention and control of the Covid-19 epidemic and the use of drug and drug raw material registration certificates that expired from January 1, 2023, to December 31, 2024.

Urgently review, compile, and categorize outstanding issues and obstacles in the management and use of resources serving the prevention and control of the Covid-19 epidemic, specifically regarding tasks such as: payment and settlement of costs for SARS-CoV2 testing services based on actual volume of services performed under the ordering mechanism but without a contract.

Furthermore, it is necessary to strengthen the capacity to provide primary healthcare and preventive healthcare services, ensuring that primary healthcare facilities fully perform their functions of initial health care, medical examination, treatment, disease prevention and control, and health promotion, thereby ensuring that all citizens receive healthcare in the community. The goal of universal health coverage should be pursued; the financial and payment mechanisms of the health insurance fund should be reformed to increase spending on primary healthcare; and the functions, tasks, and organization of commune, ward, and town health stations should be clearly defined to match the size and structure of the population, socio-economic conditions, and access to healthcare services for people in urban and rural areas.

The operation of commune health stations is linked to promoting comprehensive individual health management, managing chronic diseases, non-communicable diseases, community nutrition, and conducting medical examinations and treatments according to the family medicine model, combining traditional and modern medicine, and integrating military and civilian medicine; linking school health activities with commune health stations. Private health facilities, health services in agencies and businesses, and other organizations and individuals are mobilized to participate in providing primary healthcare and preventive health services in accordance with the law and to connect with grassroots health facilities in individual health management.

Relevant organizations and individuals must strictly implement the conclusions and recommendations of inspection, auditing, and investigation agencies. They must promptly resolve all cases related to Viet A Technology Joint Stock Company in accordance with the Politburo's policy on classifying and handling violations by organizations and individuals.

During the discussion, the majority of National Assembly deputies expressed agreement with the contents of the National Assembly's Supervisory Delegation's Report on the mobilization, management, and use of resources for COVID-19 prevention and control; and the implementation of policies and laws on primary healthcare and preventive medicine. They also proposed continued investment in human resources, material resources, and financial resources to develop the primary healthcare system; and attention to solutions to increase income, ensure adequate salaries, allowances, and benefits, and promote personal development for healthcare workers in general, and primary healthcare workers in particular, commensurate with the specific nature of their work and the demands of the new situation…
