Opening of the 19th Session of the 11th Provincial People's Council, term 2021-2026

On the morning of July 10th, the 11th Provincial People's Council, term 2021-2026, opened its 19th session - the regular mid-year session of 2024. Comrades Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; and Tran Minh Luc, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, presided over the session.

Attending the session were: Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the National Assembly Delegation of the province; Comrade Le Van Binh, Standing Committee member of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province; members of the Standing Committee of the Provincial Party Committee; and the Vice Chairmen of the Provincial People's Committee: Comrade Nguyen Long Bien and Comrade Le Huyen.

In his opening remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: The 19th session has many important contents that directly affect all aspects of the socio -economic life of the people in the province; he requested that delegates continue to study thoroughly; actively participate in discussions, and contribute specific and frank opinions to help the Provincial People's Council have a basis for making decisions and passing resolutions that are feasible, accurate to the practical situation, create important momentum for socio-economic development in the coming time, and create high consensus among voters and people in the province. During question-and-answer sessions and discussions, delegates demonstrated a sense of responsibility, raising issues for discussion and questioning in a focused, frank, democratic, impartial, objective, honest, and courageous manner to clarify and strengthen the accountability of state agencies in performing their duties, contributing to the timely and effective resolution of legitimate requests from voters and the people.

Following the opening remarks by the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, on behalf of the Provincial People's Committee, Mr. Le Huyen, Vice Chairman of the Provincial People's Committee, presented a summary report on the socio-economic development results of the first six months of the year and the key tasks for the last six months of 2024. In the first six months, the economy maintained stability and growth. The Gross Regional Domestic Product (GRDP) increased by 8.07% compared to the same period last year. Several key sectors and fields developed and contributed significantly to growth: The added value of agriculture, forestry, and fisheries reached VND 3,324 billion, an increase of 4.71%; industry and construction reached VND 4,484 billion, an increase of 12.15%; and the trade and service sectors continued to recover and grow significantly, increasing by 7.3%. State budget revenue in the province reached VND 2,411 billion, achieving 60.3% of the plan, an increase of 37.9% compared to the same period last year. Total social investment reached 7,740 billion VND, achieving 33.8% of the plan. Cultural and social fields received due attention and were implemented effectively.

The quality of education and training has improved. Efforts to protect, care for, and improve the health of the people have been intensified. Social security policies have been fully and promptly implemented. Care for policy beneficiaries and poor households has been carried out effectively. The province created 10,025 new jobs, achieving 62.66% of the plan, an increase of 0.8%; and provided vocational training for 4,921 people... The political security situation and social order remain stable.

In the last six months of the year, the Provincial People's Committee focused on directing and managing, overcoming difficulties, limitations, and shortcomings, striving to complete the goals and tasks of the Resolution of the 14th Provincial Party Congress, term 2020-2025, and the Resolutions of the Central Committee, the Provincial Party Committee, and the Provincial People's Council on the 2024 plan. Specifically, it focused on decisively directing the three breakthroughs according to the Provincial Party Committee's Resolution and six key sectors and fields prioritized for growth promotion: promoting investment, especially public investment; energy; tourism; processing and manufacturing industries; high-tech agriculture; and urban economy. Accurate forecasting of the situation and proactive development of scenarios were undertaken to promptly adjust development orientations with appropriate and feasible solutions. The restructuring of the economy continued, linked with the innovation of the growth model. In agricultural development, it directed the production of the summer-autumn and main crop seasons according to the situation; Proactively prevent and mitigate natural disasters, droughts, and floods; accelerate progress and improve the quality of new rural development criteria in a sustainable and effective manner.

The industrial and construction sector focuses on effectively implementing the Provincial People's Committee's Plan on the implementation of the Power Development Plan VIII; accelerating the progress of the project to establish an inter-regional renewable energy industry and service center in Ninh Thuan; and effectively implementing the urban economic development project, with a focus on building Phan Rang - Thap Cham into a smart city, creating momentum for the province's socio-economic development. For the trade and service sector, tourism development will become a key economic sector; emphasis will be placed on improving service quality; accelerating the implementation of key, large-scale, high-class tourism projects; and investing in tourism infrastructure. In addition, the investment and business environment will be significantly improved; the provincial planning for the period 2021-2030, with a vision to 2050, will be effectively implemented; and solutions for budget revenue collection will be strictly managed and implemented. Managing resources and the environment... Paying attention to and doing well in the cultural and social fields, taking good care of the people's lives; ensuring national defense and security.

On the first day of the working session, delegates heard reports from the leaders of the Economic and Budget Committee and the Culture and Social Affairs Committee of the Provincial People's Council summarizing the review of the results of the 2023 socio-economic reassessment, the situation of implementing socio-economic tasks in the first six months of 2024; and the results of the Provincial People's Council's thematic supervision on "Results of implementing policies and laws on tourism development in the province, 2021-2023".

Leaders of the Vietnam Fatherland Front Committee of the province reported on the Front's participation in government building and summarized the opinions and recommendations of voters and the people. Leaders of functional departments and agencies reported on 15 draft resolutions related to socio-economic development; the Provincial People's Council Committees reported on the results of their review of the draft resolutions submitted at the session. The Standing Committee of the Provincial People's Council reported on the draft resolution on the Provincial People's Council's monitoring program for 2025.

Tomorrow (July 11th), the 19th session of the 11th Provincial People's Council will continue its work, conducting the following sessions: a focused discussion in the assembly hall on the socio-economic situation, and questioning and answering questions.
