
On the evening of September 7th, Prime Minister Pham Minh Chinh chaired a meeting with ministries, agencies, and organizations to review and further promote the implementation of the Lao Cai - Hanoi - Hai Phong railway project, including the construction status, appraisal and publication of standards and regulations for high-speed railways, and the allocation of capital for railway projects.
Also attending were Deputy Prime Minister Bui Thanh Son, Deputy Prime Minister Nguyen Chi Dung, Acting Minister of Foreign Affairs Le Hoai Trung, Minister of Construction Tran Hong Minh, and leaders of ministries, sectors, and agencies under the Government.
According to Resolution 187/2025/QH15 of the National Assembly, the Lao Cai - Hanoi - Hai Phong railway line has a total length of approximately 419 km, starting at the border crossing point in Lao Cai and ending at Lach Huyen station in Hai Phong city. The total investment for the project amounts to over 203,000 billion VND.
The project has simultaneously implemented land clearance in 20 localities through which the route passes, making good preparations for the large-scale construction phase expected from 2026, ensuring the commencement of construction on December 19, 2025.
The project aims to build a new, modern, and integrated railway line to meet domestic and international transport needs between Vietnam and China; promote rapid and sustainable socio-economic development; strengthen connectivity within the domestic and regional railway networks; and integrate environmental protection, climate change adaptation, and national defense and security.
The effective implementation of this railway line will make a significant contribution to realizing the major goals set forth in the Party's 13th National Congress documents and resolutions, creating a breakthrough in the country's industrialization and modernization.
After hearing reports and discussions from delegates, concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the efforts of ministries and agencies with positive progress; he assigned the Ministry of Agriculture and Environment to proactively implement tasks related to land, forests, and the environment for the Lao Cai - Hanoi - Hai Phong railway project; and instructed the Ministry of Foreign Affairs and the Ministry of Construction to coordinate with the Chinese side to prepare for the meeting of the Vietnam-China Railway Cooperation Joint Committee, emphasizing that the preparation must be very specific, including the selection of consultants.
The Prime Minister instructed the Ministry of Construction to urgently prepare a feasibility study report to commence the Lao Cai - Hanoi - Hai Phong railway project on December 19, 2025; to coordinate with the Ministry of Science and Technology to complete the publication of standards and regulations in October as prescribed by law; to coordinate with the Ministry of Agriculture and Environment on matters related to route alignment, land, forests, and the environment; and to coordinate with localities to proactively clear land in accordance with the National Assembly's Resolution.

Emphasizing the spirit of "nothing is impossible," the assignment must be "six clear": clear person, clear task, clear time, clear responsibility, clear authority, and clear output. The Deputy Prime Ministers are assigned to directly oversee specific related areas, the Government Office monitors and supervises, and the Prime Minister requires ministries and agencies to report weekly on assigned tasks. Difficulties and obstacles should be resolved within their authority, and if beyond their authority, they should be reported to higher authorities for consideration and decision.
