Proposal not to report on handling of cases related to Covid-19 prevention and control work
Presenting the report, Chief Justice of the Supreme People's Court Nguyen Van Quang affirmed that immediately after the National Assembly's Resolutions were issued, the Supreme People's Court leadership directed the Courts at all levels to promptly grasp and implement the contents related to the Court's work as required. Every year, the Party Executive Committee and Chief Justice of the Supreme People's Court issue Resolutions and Directives to lead and direct the implementation of key tasks of the Court's work; in which, the Courts are directed to continue to maintain and effectively implement many solutions to improve the quality of handling and adjudicating all types of cases.
The implementation of the National Assembly's Resolutions has been drastic, synchronous, and effective. The proposed solutions, combined with innovation in leadership and direction methods, have helped the work of the Courts have many positive changes.

In a specific report, the Chief Justice of the Supreme People's Court said that the Courts had resolved 96.71% of cases and 92.82% of defendants for crimes related to land planning, management and use, exceeding the target assigned by the National Assembly by 8.71%. The quality of resolution and adjudication was guaranteed; 100% of cases were tried within the time limit prescribed by law.
The Courts have proactively coordinated with the prosecution agencies to urgently study the files, ensuring timely trials, correct people, correct crimes, and strict punishments for those who commit crimes against children. Ensuring the rate of trials and settlement of child abuse cases reaches over 90%; enhancing the training of knowledge and skills in resolving child abuse cases for Judges as stated in Resolution No. 121/2020/QH14, the Supreme People's Court has developed and submitted to the National Assembly for approval the Juvenile Justice Law Project.
Regarding the urgent task of handling cases related to the prevention and control of the Covid-19 epidemic as stated in Resolution No. 99/2023/QH15, the Courts have promptly handled the cases; ensuring the rights and obligations of the parties participating in the proceedings on the basis of open, transparent and equal litigation. The penalties applied to the defendants are guaranteed to be strict and in accordance with regulations.

Regarding the task of promptly and strictly adjudicating acts of evasion of social insurance and unemployment insurance as stated in Resolution No. 100/2023/QH15, the Courts have focused on protecting the rights of employees affected by enterprises evading social insurance payments; creating conditions for employees to present their claims for violated rights, ensuring fairness and democracy. The Courts have resolved 92.31% of cases and 82.65% of defendants related to evasion of social insurance payments and other acts of fraud and profiteering.
Chief Justice of the Supreme People's Court Nguyen Van Quang also stated that since most of the cases related to Covid-19 prevention and control have been handled and concluded by the authorities, it is proposed to stop preparing separate reports on this content.
It is recommended to allow the integration of reporting contents on the implementation of targets and requirements in many current Resolutions of the National Assembly related to the work of the Court into the Annual Work Report to avoid duplication and ensure systematicity in the work of synthesizing and monitoring implementation results.
Strengthening supervision of the settlement of suspended cases
Presenting the Report, Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien said that the People's Procuracy at all levels has actively and proactively coordinated with the Investigation Agency to verify and resolve 328 sources of information about crimes; exercised the right to prosecute and supervise the investigation of 211 cases/798 defendants; prosecuted and supervised the trial of 141 cases/655 defendants for crimes related to planning, management and use of urban land. Strengthened measures to ensure asset recovery; promoted the dissemination of land laws. Issued 19 petitions to relevant agencies and organizations.

Implementing Resolution No. 121/2020/QH14 of the National Assembly on strengthening the effectiveness and efficiency of implementing policies and laws on preventing and combating child abuse, the Supreme People's Procuracy has chaired and coordinated with ministries and branches to issue Joint Circular No. 01/2022/TTLT on receiving and handling cases of sexual abuse of people under 18 years old. At the same time, closely coordinating with the Investigation Agency to promptly collect evidence, protect and support child victims, and speed up the investigation process. The Investigation Agency has prosecuted 12,110 cases/12,483 defendants; the Procuracy has resolved 11,077 cases/12,342 defendants; tried 11,216 cases/12,416 defendants.
In response to the request to urgently and thoroughly handle cases and matters in the management and use of resources for Covid-19 prevention and control, especially violations and cases related to Viet A Technology Joint Stock Company, the Procuracy has coordinated to prosecute, investigate, prosecute and try 37 cases/248 defendants.
Implementing Resolution No. 109/2023/QH15 of the National Assembly on continuing to implement a number of the National Assembly's thematic supervision resolutions, the entire sector has focused on strengthening the supervision of Investigation Agencies at all levels in reviewing, evaluating, classifying and resolving temporarily suspended cases and cases. As a result, 38,456 sources of information on crimes and 26,424 cases/5,802 temporarily suspended defendants have been reviewed, classified and resolved.

The Supreme People's Procuracy issued a Program on practicing thrift and combating waste for the 2023-2025 period; streamlined the organizational structure; arranged and handled headquarters and assets after the merger; strengthened inspection and examination; accelerated the investigation, prosecution and trial of cases.
From the process of implementing the National Assembly's supervision resolutions, the Chief Prosecutor of the People's Procuracy said that some cases of child sexual abuse lack direct evidence; the victims are young and suffer psychological trauma, making it difficult to investigate. Collecting documents on fraud and evasion of insurance payments is still difficult due to the lack of cooperation of some businesses; workers are afraid of affecting their jobs, so they are not bold enough to report. The appraisal and valuation of some cases and incidents is still prolonged, leading to some cases having to return files for further investigation or temporarily suspending them.
