Construction begins on the Le Thanh Tan Kien social housing project after a 5-year wait for obstacles to be resolved.
After five years of pursuing legal procedures, the Le Thanh Tan Kien social housing project by Le Thanh Company has officially commenced construction.
On the morning of August 29th, Le Thanh Construction and Trading Company Limited held a groundbreaking ceremony for the Le Thanh Tan Kien social housing project in Tan Kien commune, Binh Chanh district, Ho Chi Minh City.
The project is being built on a scale of 5 hectares, with phase 1 covering 2.3 hectares, including: 4 blocks of 18-story social housing apartments and 2 blocks of commercial and service buildings.
The project will be implemented from now until 2026. Upon completion, Le Thanh Tan Kien will provide the market with 1,445 social housing units on a 49-year lease basis, with an average area of 45 m2. Up to 50 m2, suitable for the needs of low- and middle-income residents.

Speaking with a reporter from Baodautu.vn , Mr. Le Huu Nghia, Director of Le Thanh Company, said that the Le Thanh Tan Kien project is the brainchild of Le Thanh Company, with the desire to provide people with the opportunity to have a place to live and work, contributing to solving the housing problem for low-income people in Ho Chi Minh City.
"This is a project that Le Thanh has been pursuing for a long time, almost five years to complete the legal procedures. This is also the only social housing project in Ho Chi Minh City in 2024 that will have its groundbreaking ceremony," he said.
According to Mr. Nghia, Ho Chi Minh City has Resolution 98/2023/QH15 on special mechanisms that have helped businesses make progress in developing social housing. The city is also applying Resolution 98 to remove difficulties for businesses, and the Le Thanh Tan Kien social housing project is one of the projects that the city is paying attention to and providing complete support for.
“Besides this project, it is expected that within the next four months, the Le Thanh Tan Tao 2 project in Binh Tan District, owned by the company, will have its legal procedures resolved and construction can begin,” said Mr. Le Huu Nghia, adding that he hopes that in the future, with the mechanisms in the newly enacted laws, especially the Housing Law which has very good legal policies, this will be a strong point to accelerate social housing projects.
Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, also assessed that if the city did not have Resolution 98/2023/QH15 , it would be very difficult for the Le Thanh Tan Kien social housing project to definitively resolve the obstacles related to the procedures for approving the investment policy and adjusting the 1/2,000 scale zoning plan.
Speaking at the groundbreaking ceremony, Mr. Bui Xuan Cuong, Vice Chairman of the People's Committee of Ho Chi Minh City, highly appreciated Le Thanh Company's efforts and pursuit of the social housing segment in recent years, contributing to solving housing needs for people, especially low-income workers, helping people settle down and stabilize their lives.
Mr. Cuong stated that the city is entering a new cycle as it adjusts its master plan for construction until 2040, with a vision to 2060. The city will focus on reviewing and adjusting plans, including those related to housing development. This will create new conditions to attract investors to develop housing.
According to Mr. Cuong, the city's goal by 2030 is to build nearly 70,000 social housing units. From now until April 30, 2025, the city will focus on resolving difficulties and obstacles, as well as completing procedures to be able to start construction on an additional 5 to 6 social housing projects with a scale of approximately 6,000 units.
Furthermore, in the coming period, the City People's Committee will coordinate with relevant departments and agencies to complete the legal procedures and regulations on the development of commercial and social housing. At the same time, it will focus on resolving difficulties and obstacles related to the renovation of old apartment buildings and housing along and on canals and waterways. In particular, it will reform administrative procedures to create favorable conditions for investors to participate.
“The new laws related to housing investment, effective from August 1st, along with Resolution 98/2023/QH15 , hopefully will bring the city into a new development cycle, especially in the real estate market,” Mr. Cuong said.
