The Ho Chi Minh City People's Committee has just issued a plan to strengthen the assurance of road traffic order and safety in the new situation in order to effectively implement Directive 10/2023 of the Prime Minister .
One of Ho Chi Minh City's key tasks in the coming period is to tighten discipline, strengthen inspections, investigations, and strictly handle violations of the law, misconduct, and negative behaviors of state management agencies and law enforcement forces in the field of traffic. All officials and Party members who violate traffic laws must be reported to their respective agencies and units.
The Ho Chi Minh City People's Committee requested to focus on detecting and strictly handling violations that are the main causes of serious traffic accidents such as speeding, alcohol and drug violations, vehicle expansion, and overloading.
Regarding violations of alcohol concentration, the Ho Chi Minh City People's Committee noted that it must be dealt with resolutely, not to loosen management and control of alcohol concentration for economic and tourism development. Ho Chi Minh City Police must strengthen control of transportation activities, thoroughly eliminating the mentality of a part of the population of "waiting for the peak to end" and then reoffending.
In addition, coordinate with research departments to contribute ideas to amend and supplement regulations in the direction of increasing fines and forms of punishment, especially for drivers with alcohol concentration and intentional violations, repeated violations; propose to add forms of punishment requiring community service, deducting points from driving licenses, etc.
The Ho Chi Minh City People's Committee also assigned the Department of Transport to conduct a comprehensive review of "black spots" and potential traffic accident risk points to propose solutions and roadmaps to overcome them, to be completed in the third quarter of 2023.
