Quang Tri Industrial Promotion towards green and sustainable industrial development

Proposing 2 national industrial promotion projects in 2026

In recent times, industrial promotion activities in Quang Tri have made an important contribution to supporting the development of rural industrial establishments, increasing productivity, improving competitiveness and creating more jobs for local workers.

According to the Quang Tri Province Center for Industrial Promotion and Trade Promotion (Center), in 2025, with the national industrial promotion fund, the Center was assigned by the Ministry of Industry and Trade to implement a project to support the construction of a demonstration model of clean coal production techniques at the 99 Green Coal Company Limited, with a total budget of 1 billion VND. However, because the enterprise could not complete the project on schedule, the Company requested to stop implementing the project. Currently, the Center is reviewing and selecting a suitable alternative.

Regarding local industrial promotion, the Center has consulted and provided capital for the first phase to 20 rural industrial establishments with a total budget of 2.6 billion VND. The main supported areas include: industrial wood furniture production, vegetable noodles, spring rolls, sausages, herbal salted chicken, medicinal plant products, incense, bedding, etc. Of which, 19 establishments were supported in applying advanced machinery and equipment, one establishment was supported in designing packaging models and one establishment was supported in building a showroom to promote OCOP products.

In addition, the Center has coordinated with relevant units to check and review the list of industrial promotion plans for the first phase of 2025, organize acceptance, liquidation and disbursement to beneficiaries in accordance with regulations. Currently, the Center is synthesizing and appraising 6 provincial industrial promotion projects for the second phase of 2025, and at the same time consulting on documents for 4 units that have been considered for financial support. The list of enterprises registering for support for the third phase of 2025 is also being reviewed and compiled.

Regarding the 2026 plan, the Center has developed and sent to the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) for approval of 2 projects including: a demonstration model of energy pellet production techniques at VBE Quang Binh Joint Stock Company (recommended budget of 1 billion VND) and application of high-speed peeling lines in wood processing production (450 million VND).

Ensure capital disbursement on schedule and to the right subjects

Despite many positive results, industrial promotion activities in Quang Tri still face many difficulties. According to the Center, the change in administrative organization model towards a two-level government has caused some businesses and units that benefit from industrial promotion policies to not adapt in time, not fully grasp the process or clearly identify new contact points in the process of requesting support.

Most businesses and production facilities still operate on a small, family scale, lacking connections and cooperation and lacking the financial and management capacity to expand production. The quality of rural industrial products in some facilities is still limited, with monotonous designs, lacking competitiveness and failing to meet the increasing demands of domestic and foreign markets.

Effective implementation of industrial promotion policies not only requires the initiative of state management agencies, but also requires improving the internal capacity of enterprises, along with close coordination of local authorities in guiding, propagating and supporting policies.

In the last three months of the year, the Quang Tri Center for Industrial Promotion and Trade Promotion will continue to review enterprises and production facilities to register for additional national industrial promotion plans for 2025 and 2026. At the same time, the Center will complete the dossiers of additional industrial promotion projects for 2025 and the project for 2026 to submit to the Department of Industry and Trade for consideration and appraisal.

The Center will also advise and guide local industrial promotion capital support units in the third and fourth phases, and coordinate inspection and appraisal to ensure that capital is disbursed on schedule and to the right subjects.

In order for industrial promotion activities to not be interrupted and to be implemented more effectively in the coming time, the Center recommends that the Department of Industry and Trade soon issue guidance documents and specific coordination mechanisms, in accordance with the two-level government model, to help localities proactively implement, avoiding disruptions in the process of supporting businesses and production facilities.
