Check schools on bids, projects, and extra-budgetary revenues

Textbook selection is a content included in the inspection regulations of the Department of Education and Training of Ho Chi Minh City.

Accordingly, the Department of Education and Training of Ho Chi Minh City stipulates that the Head of the Department of Education and Training of Thu Duc City and districts establish inspection teams to inspect the responsibilities of principals of kindergartens, primary schools, and secondary schools in implementing programs, projects, and bidding packages under their management, the implementation of the 2018 General Education Program; the assurance and use of minimum teaching equipment according to the program, the selection and use of textbooks and reference books in educational institutions.

In addition, it is necessary to inspect the organization of primary school admission; school and class transfers; review and organize the recognition of junior high school graduation according to the regulations and instructions of the Ministry. Inspect the extra teaching and learning; manage, collect and use extra-budgetary revenues; implement regulations on publicity and implement the grassroots democracy regulations in educational institutions in the area. Inspect the implementation of citizen reception, settlement of complaints, denunciations, recommendations, reflections and prevention and combat of corruption and negativity according to regulations.

As for schools, the Department of Education and Training requires principals to decide to establish an internal inspection team to inspect the performance of assigned tasks by leaders of units and departments of educational institutions; the performance of assigned tasks by teachers, organizational and teaching discipline; activities of child/student care and nurturing departments; school psychological counseling and life skills education activities, extracurricular activities; financial work, assets and non-budgetary revenues.

The Department of Education and Training requires schools to internally inspect the implementation of publicity and democracy regulations at the grassroots level; receive citizens, resolve complaints, resolve denunciations, handle recommendations and reflections, and prevent and combat corruption and negativity according to regulations.

From September, a series of inspections and examinations of the management and revenue and expenditure at the beginning of the school year will be carried out at the Department of Education and Training, kindergartens, primary schools, and secondary schools under the Department of Education and Training, and high schools and educational institutions under the Department of Education and Training. According to the leaders of the Department of Education and Training, the inspections and examinations aim to monitor the organization of revenues, the management of revenues and expenditure at the beginning of the school year at educational institutions, and to examine the mobilization of funding for education and the operating costs of the parent-teacher association.
