According to Tran Anh Tuan, Vice Chairman of the Provincial People's Committee and Head of the Board of Directors' Representative Committee of the Social Policy Bank (SPB) branch in Quang Nam , during the 10 years of implementing Directive 40, Party committees and authorities at all levels have prioritized leadership and guidance over policy credit activities.
The Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have directed relevant agencies to integrate the implementation of policy credit programs closely aligned with the socio -economic development orientation of the locality, and to accelerate the implementation of national target programs for sustainable poverty reduction, new rural development, and development of ethnic minority and mountainous areas.
As of June 30th, the total outstanding balance of policy credit in Quang Nam reached VND 7,842 billion (an increase of VND 4,628 billion compared to 2014). The quality of policy credit remained stable and sustainable. Throughout the province, 3 district-level units, 153 out of 241 commune-level units, and 3,271 out of 3,407 savings and loan groups had no overdue loans.
By June 30th, the total local budget funds transferred to the Social Policy Bank reached VND 772.6 billion (an increase of VND 697.8 billion compared to 2014, accounting for 9.8% of the total funds, with an average growth rate of 25.7%).
The Social Policy Bank branch in Quang Nam has coordinated with local authorities and socio- political organizations to mobilize resources to supplement its capital.
Total policy capital mobilized through organizations, individuals, and savings and loan groups reached VND 1,248.7 billion (an increase of VND 1,109.7 billion compared to 2014).
The structure of policy credit capital has shifted towards "diversification of resources" with the motto "The State, businesses, and the people work together."

The Fatherland Front and socio-political organizations focus on disseminating the Party and State's policies on policy credit to all segments of the population; and improving the effectiveness of supervision over policy credit.
Farmers' associations, veterans' associations, women's associations, and youth unions closely coordinate with the Social Policy Bank and local authorities to focus on guiding the selection of loan applicants; urging the recovery of overdue debts, and consolidating and improving the quality of policy credit.

Directive 40, implemented over the past 10 years in the province, has affirmed its role as a "guiding principle" for policy-based credit activities. It serves as a bridge for credit disbursement, a lever for promoting and closely linking the Party, the people, and the government in the sustainable socio-economic development.

Ms. Bui Thi Tuyet Nhung, Director of Best One Cooperative (An Phu Ward, Tam Ky), said that policy-based credit has always been a valuable support throughout her entrepreneurial journey.
Access to preferential loans, along with other resources, enabled her to invest in modern workshops, machinery, and technology for processing products from noni fruit.
To date, Best One's OCOP products, including dried noni slices, noni powder, noni tea bags, noni capsules, fresh noni soaked in honey, noni juice concentrate, pineapple-flavored noni juice concentrate, noni wine, etc., are available in Da Nang, Ho Chi Minh City, Hanoi, and are now penetrating international markets.
Mr. Tran Trung Hau, Vice Chairman of the People's Committee of Tam Ky City and Head of the Board of Directors' Representative Committee of the Social Policy Bank of Tam Ky City, stated that Directive No. 40, implemented in the area over the past 10 years, has fundamentally changed the perception of policy credit among Party committees, government agencies, individual Party members, and the people.
The entire political system has strongly engaged in creating unity and consensus throughout society in the implementation of policy credit. This has promoted sustainable poverty reduction, rural development, human resource development, social security, political stability, and local socio-economic development.

According to Mr. Le Hung Lam, Director of the Social Policy Bank branch in Quang Nam, as of June 30th, the total preferential loan disbursement over the 10 years of implementing Directive 40 reached 15,362 billion VND, with nearly 410,000 poor households, near-poor households, and policy beneficiaries receiving loans.
Significantly, 135,000 households have risen above the poverty line; nearly 68,000 jobs have been created; 30,000 disadvantaged students have received loans for their studies; and 107,000 rural water supply and sanitation projects have been constructed.
"After 10 years of implementation in the province, Directive 40 affirms the correct policies of the Party and the State, meets the aspirations of the people, and strengthens the people's trust," Mr. Lam said.
