Specifically, the National Assembly has passed laws and resolutions related to education , such as: the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education; the Law on Vocational Education; and the National Assembly's resolution on some specific and outstanding mechanisms and policies to achieve breakthroughs in the development of education and training.
This aims to create a complete legal basis for perfecting the legal framework of the national education system and to create breakthroughs in education and training development...
Furthermore, the National Assembly considered and enacted the Law on Population; the Law on Disease Prevention; and a resolution on some breakthrough mechanisms and policies for the protection, care, and improvement of people's health. This is an important step, clearly demonstrating the State's responsibility in protecting, caring for, and improving people's health.
In addition, the National Assembly also passed the Law on Tax Administration; and the Law on Personal Income Tax, which raises the tax-exempt revenue threshold for household and individual businesses to 500 million VND/year and allows this amount to be deducted before calculating tax based on a percentage of revenue.
Simultaneously, the corresponding VAT-exempt revenue threshold was adjusted to 500 million VND. New regulations on personal allowance deductions were also introduced...

It also allows the Government to approve the feasibility study report for phase 2 of the Long Thanh International Airport project within its authority without having to report to the National Assembly for approval...
In his closing remarks at the session, National Assembly Chairman Tran Thanh Man stated that the volume of legislation passed at the 10th session was very large, accounting for nearly 30% of the total number of laws and normative resolutions issued during the entire term. The laws and resolutions passed both promptly met practical requirements and created a legal framework for the new period.
Along with legislative and supervisory work, the National Assembly considered and decided on many strategic issues of great importance. In particular, this session of the National Assembly conducted a thorough and comprehensive review of the work of state agencies during the 2021-2026 term; and considered and decided on personnel matters in accordance with regulations.
At the same time, the National Assembly thoroughly discussed the draft documents to be submitted to the 14th National Congress of the Party, contributing intellect, dedication, and ideas for the country's development towards the goal of becoming a developing country with modern industry and high middle income by 2030, the 100th anniversary of the Party's founding. By 2045, the 100th anniversary of the nation's founding, it aims to become a developed country with high income.
Following the session, the National Assembly requested the Government, ministries, sectors, and localities to promptly and comprehensively implement the laws and resolutions passed by the National Assembly. The goal is to successfully achieve the growth targets and other socio-economic development objectives and tasks, ensuring national defense, security, and foreign relations for the period 2026-2030. The aim is also to better care for the lives of the people, especially in areas severely affected by natural disasters, storms, and floods.
Ho Chi Minh City has been granted many groundbreaking mechanisms and policies.
The National Assembly has passed resolutions amending and supplementing several articles of Resolution No. 98/2023 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City.
Notably, the resolution allows Ho Chi Minh City to pilot a number of unique and unprecedented mechanisms and policies regarding investment management; finance and state budget; urban management, resources, and environment... An important aspect of the resolution is the list of priority projects and policies to attract strategic investors.
The resolution includes 11 priority project groups to attract strategic investors. Notably, it includes projects for the construction and operation of integrated entertainment and resort complexes, encompassing accommodation services for tourists meeting at least 5-star standards, high-end resort services, and comprehensive shopping and entertainment services along the Saigon River, Dong Nai River, and coastal corridors, aiming to create momentum for socio-economic development with investment capital of 30,000 billion VND or more... The resolution also introduces unprecedented mechanisms and policies to help Ho Chi Minh City attract strategic investors.
Furthermore, the resolution permits the establishment and operation of the Ho Chi Minh City Free Trade Zone. A free trade zone is a geographically defined area established to pilot superior, groundbreaking mechanisms and policies aimed at attracting high-quality investment, finance, trade, and services to promote exports, industry, research and development (R&D), and high-quality human resources.
The resolution also stipulates many unprecedented mechanisms and policies regarding the management of science and technology, innovation; and the organizational structure of the government...
The National Assembly also passed a resolution amending and supplementing several articles of Resolution No. 136/2024 on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang City; and a resolution piloting some specific mechanisms and policies to implement large and important projects in the capital city.
The adoption of these resolutions aims to create a flexible legal framework, helping to promote the rapid and sustainable development of special urban areas. At the same time, it strengthens decentralization, empowers local authorities, accelerates the implementation of important projects, effectively mobilizes social resources, and improves the quality of urban governance.
This is also a strategic step to create scalable pilot models, contributing to new impetus for the socio-economic development of the entire country.

The term of institution building
It can be affirmed that the 15th National Assembly was a term of "institutional building." Our policy decisions did not follow the old pattern, that is, adding laws, supplementing provisions, or perfecting legislative techniques.
Conversely, the 15th National Assembly began to shift towards a mindset of creating space, innovating governance models, restructuring the apparatus, freeing up the market, promoting technology, reorganizing institutions, and even building legal frameworks for entirely new areas such as digital transformation, artificial intelligence, technological heritage, big data, and cybersecurity and culture.

Members of the National Assembly have demonstrated a high sense of responsibility, working together with the Government to institutionalize the Party's policies, meeting the urgent needs of reality, and creating a legal framework for the country's development.
