In the morning, delegates divided into groups for discussion, then gathered for a full-time discussion in the assembly hall. In a democratic, open, frank, constructive, objective, and responsible spirit, the provincial People's Council delegates and leaders of departments and agencies discussed, analyzed, and evaluated the achievements, shortcomings, limitations, and subjective and objective causes in implementing solutions and tasks for socio-economic development in 2023. The provincial People's Council delegates contributed opinions and proposed solutions for implementing socio-economic development tasks in 2024 and the 5-year plan 2021-2025, focusing on issues such as: breakthrough solutions to achieve the GRDP and GRDP per capita growth targets for 2024 and the entire 2021-2025 term; implementing the provincial planning; removing difficulties for businesses; supporting innovative startups; and developing the tourism and education sectors. Developing socio-economic conditions in ethnic minority and mountainous areas... The issues and recommendations of the provincial People's Council delegates were specifically explained by the leaders of the relevant departments and agencies.

In the afternoon, the session proceeded with an expanded question-and-answer session. Eight provincial People's Council delegates posed 10 questions to relevant departments and agencies regarding solutions for economic, cultural, and social development to achieve the goals and targets set forth in the Provincial Party Congress Resolution and the Provincial People's Council Resolution. The questions focused on issues such as: solutions for revenue collection; planning for construction and land use to promote bidding, auctioning, revenue collection, and land-use conversion; solutions for implementing agricultural policies and attracting the development of high-tech agriculture and the creation of unique products; promoting the disbursement of public investment; and promoting the disbursement of investment from various economic sectors. Heads of relevant departments and agencies participated in answering the questions posed by the provincial People's Council delegates.
Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the National Assembly Delegation for the province, delivered a speech at the session.
Speaking at the session, the Chairman of the Provincial People's Committee thanked and seriously considered the opinions of the Provincial People's Council delegates and voters in the province; at the same time, he reported, explained, and clarified some issues raised by the Provincial People's Council delegates at the session and of concern to voters. He clearly stated that the tasks set for 2024 and the following years are very heavy and important, requiring all levels, sectors, and localities in the province to promote the spirit of solidarity, cooperation, dynamism, innovation, and creativity, not backing down in the face of difficulties and challenges, with high determination, great effort, decisive action, and a focus on key areas. It is necessary to closely follow and effectively implement the Resolution of the 14th Provincial Party Congress; overcome difficulties, seize opportunities, and promote socio-economic development to achieve the set goals. The comrade expressed his wish that the Provincial Party Committee, the Standing Committee, and the Provincial Party Standing Board would continue to provide close and comprehensive leadership and guidance in all fields; that the Provincial People's Council, the Provincial Committee of the Vietnam Fatherland Front, political and social organizations, and all the people and voters in the province would continue to pay attention, accompany, support, and supervise the Provincial People's Committee to more effectively carry out the work of directing and managing to complete the goals and tasks set out in the plan for 2024, contributing to the successful implementation of the socio-economic development tasks for the 5-year period 2021-2025; striving to make Ninh Thuan a relatively developed province in the region and the country by 2025, fulfilling the trust and expectations of the delegates of the Provincial People's Council, officials, voters, and people in the province.
Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered the concluding remarks at the discussion session.
Concluding the discussions, questioning, and answering sessions, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the sense of responsibility, democracy, openness, frankness, willingness to learn, and objectivity of the provincial People's Council delegates and heads of relevant departments, agencies, and units. He requested the Provincial People's Committee to direct and supervise the implementation of tasks by departments, agencies, units, and localities with the directions and solutions discussed and agreed upon by the Provincial People's Council, determined to achieve the goals, targets, and tasks of socio-economic development of the province in 2024, and striving to achieve the development goals of the 2021-2025 five-year plan.
