The 16th session of the 18th Provincial People's Council passed three important resolutions.

The Provincial Party Secretary and Chairman of the Provincial People's Council, Hoang Trung Dung, requested the People's Committee of Ha Tinh province and all relevant units and localities to focus on implementing the resolutions of the Provincial People's Council seriously, effectively, and in accordance with regulations.

The meeting was chaired by the Provincial Party Secretary and Chairman of the Provincial People's Council, Hoang Trung Dung, and the Vice Chairmen of the Provincial People's Council, Tran Tu Anh and Tran Van Ky.

On the afternoon of October 20th, the 18th term of the Ha Tinh Provincial People's Council held its 16th session to consider several issues within its jurisdiction.

Attending the session were Chairman of the Provincial People's Committee Vo Trong Hai, members of the Provincial Party Standing Committee, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia, leaders of the Provincial People's Committee and delegates of the Provincial People's Council.

In his opening remarks at the session, the Provincial Party Secretary and Chairman of the Provincial People's Council, Hoang Trung Dung, emphasized: At this session, the Provincial People's Council will focus on discussing and approving the following contents: Adjusting the plan for relending ODA loans and preferential foreign loans in 2023; adjusting some contents of Resolution No. 94/NQ-HĐND dated November 11, 2021, of the Provincial People's Council on the allocation of investment capital for concentrated rural clean water supply projects from the National Target Program for New Rural Development; deciding on the investment policy and supplementing the medium-term public investment plan using local budget funds; and adjusting the public investment plan using local budget funds for 2023.

Based on the proposal report of the Provincial People's Committee and the verification reports of the Provincial People's Council committees, the above contents are urgent and necessary, including some that would delay progress if waiting until the end-of-year session. Therefore, they must be considered and decided upon by the Provincial People's Council in accordance with regulations to meet the requirements of socio-economic development.

The Chairman of the Provincial People's Council requested that delegates study and contribute their opinions to the draft reports and resolutions; the Provincial People's Committee and heads of departments and agencies, according to their assigned functions and duties, should report and explain further the issues of concern to the delegates so that the Provincial People's Council can consider and decide on them.

Next, delegates listened to presentations by the Director of the Department of Finance, Trinh Van Ngoc, and the Director of the Department of Planning and Investment, Tran Viet Ha, on the following proposals: adjusting the 2023 public investment plan using local budget funds; adjusting some contents of Resolution No. 94/NQ-HĐND dated November 11, 2022, of the Provincial People's Council on the allocation of investment capital for concentrated rural clean water supply projects from the National Target Program for New Rural Development in the 2022-2025 period and 2022; and deciding on the investment policy and supplementing the medium-term public investment plan using local budget funds for the 2021-2025 period.

Following the presentation of the draft resolutions, the Head of the Economic and Budget Committee of the Provincial People's Council, Nguyen Thi Thuy Nga, presented the verification report.

The session also discussed several issues related to reports and draft resolutions, and unanimously agreed to issue them. Accordingly, the delegates voted to approve three draft resolutions.

Three resolutions were adopted at the 16th Session:

- Resolution on adjusting the public investment plan using local budget funds for 2023

- Resolution on adjusting some contents of Resolution No. 94/NQ-HĐND dated November 11, 2022 of the Provincial People's Council on the allocation of investment capital plan for centralized rural clean water supply projects from the National Target Program for New Rural Development in the period 2022-2025 and 2022.

- Resolution on deciding the investment policy and supplementing the medium-term public investment plan using local budget funds for the period 2021 - 2025.

At the closing of the session, the Provincial Party Secretary and Chairman of the Provincial People's Council, Hoang Trung Dung, requested the Provincial People's Committee, all levels, sectors, localities, and units to focus on implementing the resolutions of the Provincial People's Council seriously, effectively, and in accordance with regulations.

Review the targets and tasks for 2023 to implement solutions focusing on leadership and direction to successfully carry out socio-economic development tasks and ensure national defense and security. The focus is on accelerating the disbursement of public investment capital for key projects; concentrating on removing difficulties and obstacles to support investors in promptly implementing committed projects; and strengthening measures to increase budget revenue.

Focus intensely on implementing the National Target Program for building new rural areas. Direct Loc Ha and Ky Anh districts to review and complete the criteria to be recognized as standard-achieving districts in 2023; focus on directing the communes in Huong Khe district that have not yet met the standards.

Effectively implement social welfare programs; complete the plan to support the construction of housing for policy beneficiaries, especially housing funded by the Ministry of Public Security 's fundraising efforts. Proactively develop response plans for natural disasters and floods in light of complex and unpredictable weather patterns.

The Standing Committee of the Provincial People's Council has planned to hold its year-end regular session with many agenda items. The Provincial People's Committee and relevant units and localities are requested to focus on preparing to ensure quality and timely progress.
