Signing of the Coordination Regulations between the Provincial People's Council Ethnic Committee and the Provincial Border Guard Command

In implementing the 2024 work program, on the afternoon of February 28th, the Ethnic Affairs Committee of the Provincial People's Council and the Border Guard Command of Nghe An province signed a cooperation agreement for the period 2024-2026.

Attending the signing ceremony were members of the Provincial Party Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Nguyen Cong Luc - Commander of the Provincial Border Guard Command; Lo Thi Kim Ngan - Standing Member and Head of the Ethnic Affairs Committee of the Provincial People's Council; Colonel Le Nhu Cuong - Political Commissar of the Provincial Border Guard Command, along with leaders of specialized departments and divisions of the Provincial People's Council and the Provincial Border Guard Command.

Nghe An is the province with the largest area in the country; 11 out of 21 district-level units are located in mountainous areas and have ethnic minority populations accounting for 14.76% of the total provincial population; including 27 communes with 257 border villages and hamlets with a large ethnic minority population - which is the main operational area of ​​the Nghe An Border Guard in ensuring border security and promoting socio-economic development.

This is also a target and area that the Ethnic Affairs Committee of the Provincial People's Council pays attention to in order to advise the Provincial People's Council on the issuance of policies and coordinate with all levels and sectors in implementing the policies and guidelines of the Party, the State, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee regarding ethnic minority and mountainous areas.

In the past, although no cooperation program has been signed, the Ethnic Affairs Committee of the Provincial People's Council and the Provincial Border Guard Command have proactively coordinated and exchanged information in carrying out their respective political tasks related to the management and protection of national security in border areas and ensuring social order and safety; combating various types of crime, especially drug trafficking and human trafficking; and implementing ethnic policies, contributing to the socio-economic development of ethnic minority communities in border areas of the province.

At the conference, the two sides exchanged and discussed key areas of cooperation and signed the Regulations on Coordination of Work between the Ethnic Affairs Committee of the Provincial People's Council and the Border Guard Command of Nghe An province, for the period 2024 – 2026.

Speaking at the signing ceremony, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council - affirmed: In recent times, the Border Guard of Nghe An province has actively and diligently implemented many good practices and innovative models that have strongly spread throughout society and the community, caring for and protecting border security and improving the material and spiritual lives of people in border areas. The Ethnic Affairs Committee of the Provincial People's Council has also proactively advised the Provincial People's Council to issue many policies and guidelines on ethnic minorities to overcome difficulties, improve education, eradicate hunger and poverty, and improve the lives of ethnic minorities to become increasingly prosperous.

The Vice Chairman of the Provincial People's Council also expressed his hope that, through the signing of the cooperation regulations, the two agencies will cooperate better, make greater efforts, create synergy, spread and perform the political tasks of each agency even better; promote socio-economic development in ethnic minority areas in the province in general and in the border areas of Nghe An in particular, ensuring prosperity and happiness for the ethnic minorities, and fostering a stronger sense of responsibility among them in fulfilling the task of protecting border security.

At the conference, the two agencies agreed on specific areas of cooperation across five key sectors, as follows:

Coordinate the implementation of documents on managing and protecting sovereignty and territorial integrity; protecting security, order, and social safety; and combating crime in ethnic minority areas in border regions.

Coordinate the formulation of recommendations on policies and guidelines related to the management and protection of sovereignty and territorial integrity; the protection of security, order, and social safety; and the socio-economic development of ethnic minority communities in border areas.

Coordinate the monitoring and surveying of the implementation of laws and policies on ethnic minorities; projects, programs, and plans for socio-economic development in ethnic minority and mountainous areas, in conjunction with the management and protection of national sovereignty and border security.

Coordinate efforts in building a national border defense system, a national border defense posture, and a people's security posture in border areas inhabited by ethnic minorities.

Coordinating the exchange of information helps to enhance the role and responsibilities of each agency in fulfilling its assigned functions and tasks.
