More than 1,000 houses were deeply flooded
According to preliminary statistics from localities, as of noon on December 4, about 1,705 houses were affected and flooded, and floodwaters continue to rise.
More than 1,000 households were deeply submerged in water and had to be urgently evacuated to safety. The most severe flooding was in the coastal communes and wards of Lam Dong province, such as: Ham Liem commune was flooded over a large area, 300 households were evacuated; Luong Son commune was flooded with about 400 houses, 25 households were evacuated; Lien Huong commune had 350 flooded households evacuated...
Damage to agricultural production occurred on a large scale, and localities are organizing inspections and damage assessments. In Lien Huong commune, more than 250 boats were swept out to sea. In addition, many traffic routes in many areas in the province were flooded, cut off, causing traffic jams.
Immediately after receiving the flood discharge notice from the management unit, localities organized forces and vehicles to evacuate people from high, deep, and fast-flowing flooded areas, ensuring food, drinking water, and essential necessities in the areas where people were evacuated and relocated, not letting people go hungry, cold, or lack drinking water....
Rainfall forecast in the coming time is to continue to be widespread, with moderate to heavy rain, and very heavy rain in some places. Rainfall is generally from 20-40mm, with some places being higher than 90mm.
On the morning of December 4, Lam Dong Provincial People's Committee urgently directed localities to promptly deploy support to evacuate assets and people from flooded areas, and localities to proactively "on-the-spot" measures. Deploy warning signs, stretch ropes, and barricades in dangerous areas, absolutely do not be negligent or subjective, closely monitor warning bulletins, forecasts of natural disasters and weather to regularly notify people to proactively prevent and minimize damage caused by bad weather phenomena, especially subsidence and landslides.
The Provincial People's Committee requested localities to increase forces to organize traffic guidance and regulation from afar to separate traffic flows, resolutely not allowing people and vehicles to enter areas with deep flooding, strong currents, and landslides. Mobilize forces to overcome landslides on traffic routes to ensure traffic flow.
Lam Dong evacuates people from flooded areas to safety
Due to the complicated flood situation, many areas in the East of Lam Dong province are flooded and at risk of deep flooding. Local authorities have urgently evacuated hundreds of households to safety.
On the morning of December 4, Mr. Tran Ngoc Hien, Chairman of the People's Committee, Head of the Civil Defense Command of Ham Thang Ward (Lam Dong Province) said that the locality is implementing an emergency evacuation order, requiring people in deeply flooded areas to move to safe gathering places and relatives' houses outside the danger zone.
Accordingly, the ward organized the evacuation of households in areas at risk of deep flooding in 6 neighborhoods including: Kim Ngoc; Kim Binh; Ung Chiem and Thang Hoa; Phu Thanh and Phu Hoa neighborhoods; Phu Thinh neighborhoods and Phu Xuan and Phu My neighborhoods. People were taken to safe places such as schools, churches and solid houses in the ward.
The "4 on-site" force was mobilized to the maximum and assigned to organize the evacuation of people. The ward police arranged forces to coordinate with the neighborhoods to carry out the evacuation work, protect people's property; organize traffic flow, guide traffic, and strictly control vehicles participating in traffic in flooded areas and roads.
The Ward Military Command arranged forces to participate in the rescue, provided life jackets and necessary items during the evacuation process; coordinated with the Neighborhoods to review and update the identification of key residential areas for evacuation. In addition, relevant departments and units undertook logistics work at temporary shelters and continuously informed the flood situation through the radio system so that people could proactively respond.
In addition, due to the impact of upstream rain, the amount of water flowing into Long Song Lake increased. To ensure safety, Long Song Lake increased the overflow discharge starting at 4:30 a.m. on December 4 with a discharge of 1,200 m3/s. Floodwaters rushed to Lien Huong estuary, causing 250 basket boats and fishing boats to break their anchors and drift out to sea.
Faced with that situation, Lien Huong Border Guard Station deployed all its forces with fishermen to pull and anchor the drifting vessels to the embankment, and mobilized fishermen's vessels to support the rescue. At the same time, it arranged forces to be on duty, closely monitor the development of the flood, deploy forces to support people and overcome the damage, ensuring safety in all situations.
