Lam Dong does not consider transferring Cam Ly Hydropower Plant Project

Lam Dong province is not considering transferring the Cam Ly Hydropower Plant Project.

The People's Committee of Lam Dong province will not consider transferring the project or changing the investor from Viet Hung No. 1 Construction Joint Stock Company to Cam Ly Hydropower Company Limited to implement the Cam Ly Hydropower Plant Project.

On May 6th, the Lam Dong Provincial People's Committee announced that it would not consider transferring the project or changing the investor from Viet Hung No. 1 Construction Joint Stock Company to Cam Ly Hydropower Company Limited to implement the Cam Ly Hydropower Plant Project, as proposed by the Department of Planning and Investment.

The reason given by the Provincial People's Committee is that it does not meet the conditions for transfer as stipulated in Clause 1, Article 46 of the Investment Law and Decision No. 1834/QD-UBND dated August 28, 2019 of the Provincial People's Committee on investment policy.

The Provincial People's Committee requests Viet Hung Construction Joint Stock Company No. 1 to urgently contact relevant departments, agencies, and localities to complete compensation and land clearance work, establish procedures for land lease, change of land use purpose, and other related procedures to implement the project according to regulations; and to focus resources as committed to invest in the Cam Ly Hydropower Plant project components as stipulated in the approved investment policy decision.

The Provincial People's Committee also requested Viet Hung Construction Joint Stock Company No. 1 to submit an investment monitoring report as required; and assigned the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development, the Department of Industry and Trade, the People's Committee of Da Lat City, and other relevant departments and agencies to coordinate with the investor in carrying out compensation and land clearance, preparing land lease procedures, changing land use purposes, and other related procedures in accordance with regulations to serve as the basis for the investment in the Cam Ly Hydropower Plant.

The Provincial People's Committee assigns the Department of Planning and Investment to monitor and urge the investor to promptly implement the project and put it into operation in accordance with regulations; and to promptly report any arising issues to the Provincial People's Committee (if any).
