
Large area, mainly mountainous, with many ethnic minorities, difficult socio -economic conditions... are the characteristics after the merger in Lao Cai province. Therefore, the communication work on social insurance and health insurance policies always requires more flexibility, dedication and closeness to the people than ever.
With the motto of “going to every alley, knocking on every door, checking every subject”, Social Insurance in Region XVII has effectively maintained communication forms that are close, easy to understand and suitable for practice. From commune loudspeakers, social networks, village meetings, markets, to small group communication... each Social Insurance officer has become an active propagandist.

The reality in communes such as Van Yen, Hanh Phuc, Bat Xat, Bac Ha... shows that the cooperation between the social insurance sector and the grassroots political system is the key for the policy to reach every household, especially in the highlands. For example, in Bac Ngam village, Xuan Quang commune, the rate of people participating in health insurance is over 90%.
Ms. Vu Thi Hien - Secretary of the village Party cell affirmed: We include propaganda content about health insurance and social insurance in every Party cell meeting and mass organization activity. Each cadre and Party member must be exemplary and take the lead in encouraging their relatives to participate in health insurance and social insurance, then the people will listen.
It is this connection that has created very real changes. The case of Ms. Phung Nay Phau, a Mong ethnic in Nam Cang village, Muong Bo commune is an example. Ms. Phau's family has 7 members, although she works in agriculture , every year she tries to save money to buy health insurance for the whole family.
"Thanks to the staff coming to my house to propagate, I also understood and bought health insurance cards for my whole family. With health insurance, whenever I get sick, I can rest assured to go to the hospital for treatment without worrying about the cost" - Ms. Phung Nay Phau said.

Or like Ms. Nguyen Thi Hue, Phuc Thinh village, Au Lau ward, who hesitated to participate in voluntary social insurance because she thought it was "difficult to have a pension". After many explanations from social insurance officers, Ms. Hue decided to participate in voluntary social insurance from the beginning of this year.
"The voluntary social insurance policy has more benefits than before, so I decided to participate. Later, I will have a pension and will not have to depend on my children," Ms. Hue shared.
After the merger into the new Lao Cai province, the work of statistics, review and adjustment of information on social insurance and health insurance participants was completed quickly. Contracts, databases and social insurance codes were all kept intact, ensuring continuity and benefits for the people.

By the end of June 2025, Social Insurance Region XVII had 164,263 people participating in social insurance, of which 122,645 people participated in compulsory social insurance and 41,618 people participated in voluntary social insurance.
In particular, the voluntary social insurance coverage rate reached 5.3% of the working-age workforce, exceeding the target assigned in Resolution No. 28-NQ/TW by 2025, reaching 2.5% of the working-age workforce participating in voluntary social insurance. Regarding the number of people participating in health insurance, there are nearly 1,450,890 people, reaching over 92% of the assigned plan; the health insurance coverage rate of the whole province reached over 88%.
The above results were achieved thanks to the close coordination between the Social Insurance sector and local authorities, units and organizations such as the Post Office, Women's Union, Farmers' Union... and especially the sense of responsibility and dedication of Social Insurance staff.
According to the assessment of the leaders of the Social Insurance sector, the mechanism of data connection, procedure simplification, electronic record reception, etc. has helped people access health insurance and social insurance benefits more conveniently than ever. Now, from remote areas, ethnic minority areas to urban centers, each health insurance card and each voluntary social insurance book are gradually becoming familiar, close and practical items for the people of Lao Cai.
The persistence and closeness to the people of the Social Insurance sector is the bridge that helps social security policies not only appear in documents, but also spread through beliefs and concrete actions.
