In recent times, the movement "All people unite to build a cultural life" associated with the movement of solidarity to help each other reduce poverty has been actively implemented by localities and units in Quang Ninh in accordance with the situation and tasks of each locality and unit. Many emulation movements have been deployed and have had a positive impact on all aspects of social life, contributing to maintaining and strengthening solidarity, tightening village relationships, helping each other develop the economy, and sustainably reducing poverty.
The movement "All people unite to build a cultural life" has truly entered life, spreading to every field in society, arousing the spirit of solidarity to help each other develop the economy, eliminate hunger and reduce poverty, build new rural areas, build civilized urban areas... Units and localities based on the practical conditions of the area and tasks, deploy many practical activities. Typically, the Provincial Military Command combines the movements "All people unite to build a cultural life" with "The Army joins hands for the poor - No one is left behind", "The Army joins hands to build new rural areas" and the campaign "All people unite to build new rural areas, civilized urban areas".
From the beginning of 2024 to present, the Provincial Military Command has advised the Provincial People's Committee to allocate the budget to visit and present gifts to 16,555 officers and soldiers on combat readiness duty in military areas stationed throughout the province on the occasion of the Lunar New Year with a total amount of 8.3 billion VND; visit and present gifts to 66 families of soldiers working in Truong Sa archipelago and KD1 platform. At the same time, coordinate with the provincial staff to support the construction of 200 great solidarity houses, present 100 gifts to cadres and people of all ethnic groups in Dien Bien province with a total amount of 10.2 billion VND; present gifts to 411 war veterans who directly participated in the Dien Bien Phu Campaign.
In addition, agencies and units also mobilized more than 2,200 officers and soldiers to help people repair and renew over 50km of inter-village roads, dredge more than 30km of intra-field canals; directed units to build 30 comrade houses, great solidarity houses, and gratitude houses with a total amount of 2.4 billion VND (exceeding the Military Region's target of 21 houses). In particular, the Provincial Military Command also organized the program "Spring in the borderlands and islands - Tet with deep military-civilian affection". At the program, the unit wrapped 3,303 banh chung cakes to give to policy families, poor households, and combat-ready forces on the occasion of the 2024 Lunar New Year and organized a "Zero-dong booth", giving 590 gifts to people in mountainous and border areas in Mong Cai, Hai Ha, Binh Lieu, etc.
The movement "All people unite to build a cultural life" has been deployed by the Provincial Fatherland Front Committee in conjunction with activities to ensure social security, including caring for the disadvantaged, achieving the goal of poverty reduction, improving the quality of life of the people, especially ethnic minority areas. Along with the implementation of Resolution No. 42/2024/NQ-HDND (dated September 23, 2024) of the Provincial People's Council on a number of measures to support overcoming the consequences of storm No. 3, 410 households have been approved to build new houses and repair houses, of which 92 are in ethnic minority and mountainous areas. Since the beginning of the year, the Fatherland Front has implemented a program to eliminate temporary houses and dilapidated houses, supporting 88 households, of which 36 are in ethnic minority and mountainous areas. In particular, to help people overcome the damage caused by storm No. 3, the Standing Committee of the Provincial Fatherland Front Committee has called for support from the people and received 166 billion VND in donations from 2,860 groups and individuals inside and outside the province. Up to now, 10.3 billion VND has been promptly allocated for the first phase of emergency support to 10,300 households in 13 localities.
Promoting the role of the trade union organization, the Provincial Federation of Labor organized the launching ceremony of "Workers' Month", honoring 95 outstanding provincial workers in 2023; visiting, presenting gifts and subsidies to nearly 2,000 workers, with a total amount of nearly 1.2 billion VND. Trade unions at all levels in the province also implemented many practical emulation movements, such as: “Improving welfare and benefits for union members and workers”, "Tet Sum Vay", "Tet Union Market", "Union Shelter"...
Along with the above units, over the past time Many units and localities in the province, based on their functions, tasks and local characteristics, have also implemented many practical activities and emulation movements to take care of social security and welfare, and implement sustainable poverty reduction programs, such as: "Women help each other develop the economy", "Shelter of love", "Raising economical pigs" of the Provincial Women's Union; "Helping children go to school - Adopted children of the Border Guard Station" of the Provincial Border Guard; "Humane Tet", "Humane Tet Market", "Tet for the poor and victims of Agent Orange" of the Red Cross...
With the sharing and concern of all levels, sectors and units, the material and spiritual life of the people in the province, especially in mountainous, border and island areas, has been significantly improved. Up to now, the province has only 25 near-poor households according to the Central multidimensional poverty standards; 8 poor households according to the province's multidimensional poverty standards.
There is only about 1 month left until the traditional Tet holiday of the nation, these days many activities to care for Tet for households in difficult circumstances, people with meritorious services, policy families... are being widely deployed with the motto of ensuring that every household and every person can enjoy spring and celebrate Tet "No one is left behind, no one is without Tet". Many new solidly built houses are gradually being completed in time to be given to households in difficulty during this Tet holiday; many programs and plans to visit, give Tet gifts to encourage people, officers and soldiers on duty on the border and islands of the province are being focused on. Organizations and enterprises also have specific plans to deploy activities to care for workers away from home, workers working in industrial parks, economic zones, companies, factories, and enterprises in difficult circumstances. Localities in the province have specific plans to visit, wish each other a happy New Year, and organize programs to celebrate the Party and spring, creating an exciting atmosphere for people to celebrate the traditional New Year of the nation happily, safely, and warmly.
