The Central Office for the South is a part of the Central Executive Committee of the Vietnam Workers' Party, directly leading the resistance war against the US to save the country in the South. The Central Office for the South always identifies the culture and arts in the bases and liberated areas on the battlefields of the South and the extreme South Central as the culture and arts of the resistance war, with units of the arts serving the resistance war such as: singing, dancing, music, painting, photography, cinema, information, press...

The consistent viewpoint of the Central Office for Southern Vietnam is that liberation culture and arts is an important front, with the task of serving the political and ideological work of the army and people of the South.
Liberation culture and arts have made important contributions to defeating war strategies and limiting the damage, defeating the imperialist policy of cultural enslavement in South Vietnam.

During the resistance war against the US, the Southern Central Bureau Base was located in Tan Bien, Tay Ninh , bordering Cambodia. This place once gathered many famous artists and writers such as: Tran Huu Trang, Ly Van Sam, Giang Nam, Hoai Vu, Nguyen Van Bong, Anh Duc, Ho Bong, Nguyen Quang Sang, Huynh Phuong Dong, Trang The Hy, Diep Minh Tuyen... artists who created many famous literary and artistic works, which are still passed down to this day.

During the meaningful meeting, the delegates enjoyed many musical compositions such as: Dong Co Vam, Song of the Tunnels, Song of 50 Years of Ho Chi Minh City Literature and Arts, bamboo flute solo Anh Van Hanh Quan, On the Road to Victory , the drama sketch Where there is an enemy, we just go... brought the delegates, the artists - soldiers back to the echoes of a time of war, where songs rose in the middle of the battlefield of the Southern Central Bureau Base - the center of the resistance war in the South.

At the exchange, musician Pham Minh Tuan, artist Hong Cuc, poet - critic Le Quang Trang, poet Tran Thi Thang, architect Khuong Van Muoi, director Nguyen Minh Tri, painter Phan Huu Thien... and young artist Dinh Nhat Minh, helped evoke many memories in each delegate. It is not simply the memory of a time of resistance, but also the precious spiritual heritage of the whole nation.

At the meeting, Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy said: "You are living witnesses of history, the ones who turned art into spiritual strength, turned songs, poems, dances, brushstrokes, into weapons contributing to the great victory of the nation. Although many people have fallen, leaving their youth on the battlefield, your names and contributions are forever engraved in the hearts of the people, of the City named after Uncle Ho. Your works are not only artistic heritage, but also spiritual heritage, an endless source of inspiration for today's generations of artists, who continue to create and serve the Fatherland through art...
Today's meeting is not only an opportunity to review the glorious years, but also a meeting of generations - where noble traditional values are continued, where "artists - soldiers" of yesterday pass on the flame of passion, patriotism and artistic ideals to the young artists of today. The city hopes and believes that the stories, memories and spirit of life of today's uncles and aunts will continue to be a strong inspiration, helping the young generation to firmly step on the journey of creativity, serving the country with their own hearts and talents".
