On November 23, United Nations Special Envoy to Libya Abdulaye Bathily called on factions in the North African country to send representatives to a meeting aimed at finding a solution for national elections.

Bathily said that the main factions in Libya should identify the issues that need to be resolved in order to begin the voting process.
The factions that will participate in these negotiations include the Government of National Unity (GNU), the Presidential Council and the High State Council (HSC), all based in the capital Tripoli; the Libyan House of Representatives (HoR) and the Libyan National Army (LNA), both based in the eastern city of Benghazi.
Last month, HoR issued new legislation allowing elections to take place, but these documents were not accepted by other factions.
The United States, Britain, Germany, Italy, and France issued a joint statement supporting the move as an opportunity to “put Libya on the path to lasting stability.” Libyan Prime Minister Abdul-Hamed Dbeibah has consistently emphasized the need for general elections in the country as soon as possible.
Libya was unable to hold its planned general elections in December 2021 due to disagreements over electoral laws between the country's political parties. Since the 2011 coup that overthrew leader Moamer Kadhafi, Libya has been mired in chaos and remains deeply divided following a conflict between armed factions in the East and West since 2014.
Large-scale conflict temporarily halted after the parties reached a ceasefire agreement in 2020. However, to date, factions in Libya have yet to find a lasting political solution to resolve the conflict.
