This was a common concern among members of the Steering Committee for the "Vietnamese People Prioritize Using Vietnamese Goods" Campaign in Nam Dinh province at the conference summarizing the implementation of the campaign in 2024 in the province, organized by the Provincial Steering Committee on December 23rd.

According to the assessment of the Steering Committee for the "Vietnamese People Prioritize Using Vietnamese Goods" campaign in Nam Dinh province, in 2024, all levels and sectors in the province, especially the member agencies of the Steering Committee, will continue to promote and diversify propaganda activities about the purpose and practical significance of participating in the campaign to all segments of the population in the province.
State management in implementing the campaign has been strengthened and implemented synchronously by departments and agencies in the province across specific areas, such as issuing mechanisms and policies to overcome difficulties; promoting administrative reform; creating conditions and encouraging businesses to produce and trade; supporting the business community in accessing and expanding markets; and strengthening state management of product quality and markets.
Specifically, the Provincial Department of Industry and Trade has been coordinating the implementation of 17 local industrial promotion programs; the Department of Agriculture and Rural Development has successfully organized the One Commune One Product (OCOP) program, and to date, the entire province has recognized 494 OCOP products with 3 stars or higher.
According to the assessment of the Steering Committee for the "Vietnamese People Prioritize Using Vietnamese Goods" campaign in Nam Dinh province, the campaign is increasingly receiving positive support from society; helping local consumers gradually change their behavior and prioritize purchasing and consuming Vietnamese branded goods.
The campaign has also helped businesses in the province to better understand their rights and responsibilities, aiming to produce products that the market needs, with guaranteed quality, appropriate prices, and competitiveness.
However, according to the Steering Committee of the "Vietnamese People Prioritize Using Vietnamese Goods" Campaign in Nam Dinh province, the implementation of the campaign in the locality still reveals some limitations. In particular, leadership, direction, and coordination in the campaign's implementation have not received adequate attention in many places; some agencies, units, businesses, and localities have not fully understood the significance of the campaign, remaining indifferent and detached, mainly delegating responsibility to the standing agency, leading to implementation that is merely superficial.
The majority of businesses in the province are small and medium-sized enterprises. Investment in advertising, promotion, and brand building, as well as investment in new equipment and technology to improve product quality, is limited, resulting in limited competitiveness with domestic and foreign goods.
In particular, despite the efforts of relevant agencies to prevent it, counterfeit, smuggled, and substandard goods remain prevalent. A significant portion of local consumers are still concerned about the price and quality of domestically produced goods; and the preference for foreign goods persists among a segment of high-income earners.

Recognizing that the "Vietnamese people prioritize using Vietnamese goods" campaign has practical purposes and significance, and that it is necessary to maintain and improve its effectiveness, the Steering Committee of Nam Dinh province has determined that in the coming time, the implementation of the campaign in the province will focus on strengthening propaganda about the campaign; enhancing the role and responsibility of all levels, sectors, localities, agencies, units, and businesses in organizing its implementation.
State management agencies continue to promote administrative procedure reform, support establishments and businesses in investing in technological changes, production processes, applying scientific and technical advancements, reforming administrative procedures and advanced quality management programs; promote production through value chain linkages, associated with traceability, brand building, product quality declaration, registration of intellectual property rights and geographical indications to continuously enhance the competitiveness of products.
Review and supplement relevant documents, and issue practical and appropriate policies and mechanisms to encourage and motivate businesses to expand production and product markets.
Strengthen trade promotion activities and connect supply and demand in the domestic market.
Intensify efforts to combat smuggling and trade fraud, especially in the months before, during, and after the Lunar New Year.
Support programs, promote product brands, and highlight exemplary groups and individuals who have successfully implemented the campaign from the provincial level to the grassroots.
The Vietnam Fatherland Front and other political and social organizations should strengthen propaganda and mobilization efforts to encourage cadres, members, and the people to prioritize purchasing and using Vietnamese goods, considering this as one of the important political tasks of their organizations.
The Provincial Steering Committee proposed and recommended that the Standing Committee of the Provincial Party Committee strengthen the leadership and guidance of Party committees at all levels in thoroughly understanding the 7 tasks and solutions for implementing the campaign in accordance with the spirit of Directive No. 03-CT/TW dated May 19, 2021, of the Party Central Committee.
We propose that the Provincial People's Committee supplement policies and mechanisms to create favorable conditions for businesses to develop production; strengthen inspection and supervision to combat smuggling, counterfeit goods, fake goods, and substandard goods, and protect the interests of businesses and consumers.
There are mechanisms and policies to encourage organizations, individuals, and businesses to invest in and directly participate in the application of high technology, smart agriculture, and automation in agricultural production; deep processing; support for potential establishments/businesses to participate in leading the supply chain; prioritize the allocation of appropriate resources to promote production development through supply chain linkages; build and protect trademarks and brands; strengthen trade promotion and support product consumption.
