The draft Decree regulating salary policies and allowances for teachers was announced by the Ministry of Education and Training on November 2. Accordingly, the Ministry proposed a specific coefficient for public preschool teachers' salaries of 1.25, and for general teachers of 1.15. Teachers who teach disabled students, integrated students, and boarding schools have a coefficient of 1.2-1.3.
Teacher salary calculation formula = Basic salary x Current salary coefficient x Specific salary coefficient.
For example, a grade II, level 4 kindergarten teacher has a current salary coefficient of 3.33. After adding a special coefficient of 1.25, the new salary is calculated as follows: 2.34 (base salary) x 3.33 x 1.25 = 9.74 million VND per month, an increase of nearly 2 million compared to the current salary.
Kindergarten teachers grade I, level 8 will be the group with the highest new salary, up to 18.66 million VND per month, an increase of 3.73 million VND compared to the current level. The rest, the common increase is 1-2 million VND.
With a special coefficient, teachers' salaries will be the highest in the salary scale system for administrative and career sectors as prescribed in the Law on Teachers.

Earlier in September, the Ministry drafted a Circular regulating the codes, appointments and salary scales for public teachers. At each level, they are divided into three groups: teachers, principal teachers and senior teachers, similar to state employees. Currently, teachers are ranked III, II and I.
In which, the salary coefficient for preschool teachers remains unchanged, from 2.1 to 6.38.
For general education level, the coefficient of teachers and main teachers (formerly grade III and II) is still from 2.34 to 6.38.
Only the group of senior teachers (formerly Grade I) will be increased, from a coefficient of 4.4-6.78 to 5.75-7.55. With a base salary of 2.34 million VND, this group will receive a minimum of 13.4-17.66 million VND per month, an increase of about 2-3 million VND compared to present. When the special coefficient is added, the total salary of this group will increase by 4.4-5.2 million.

In addition to the specific salary coefficient, the draft Decree has a number of allowances with specific calculation levels. In particular, the job responsibility allowance is mentioned for the first time, ranging from 0.1 to 0.3 for teachers who work as consultants, hold the position of team leader, deputy team leader, or perform core tasks from 5 days/month or more...
The Ministry said this proposal is to suit the practical activities of teachers, ensuring their rights, because currently positions such as group leader and deputy group leader are not leaders, so they do not receive allowances.
Another type is mobility allowance, applied at a general rate of 0.2 for teachers who are assigned to teach in inter-schools and have to move to branches or school locations.
Mobility allowances are currently only applied to teachers and staff working in areas with particularly difficult socio -economic conditions, who are working full-time on literacy and education for 15 days or more per month. However, the Ministry assesses that based on actual work requirements, many teachers currently have to move between schools to teach. This is the basis for the Ministry to propose adding these groups to enjoy mobility allowances.
In addition, teachers still receive allowances for heavy, toxic, and dangerous work with a coefficient of 0.1-0.4, similar to present.

According to the Ministry's calculations, the monthly budget for the special salary coefficient is 1,652 billion VND; mainly for preschool and primary school teachers because this group makes up the majority. With allowances, the cost is about 5.5 billion VND per month.
Nationwide, there are more than 1.05 million preschool and primary school teachers receiving state salaries. Teachers' salaries currently range from 4.9 to 15.87 million VND per month, depending on the level of education. After adding allowances, the total is about 6.6 to 30 million VND.
Compared to the average salary of 7.7 million VND of workers in 2024, the Ministry assessed that the income of many teachers is not guaranteed, especially those who are new to the profession. This is one of the reasons why 40,000 teachers quit their jobs in the three years 2020-2023.
Meanwhile, the country is still short of more than 100,000 teachers, and a series of new policies require the education sector to recruit more. The Ministry hopes that new policies on salaries and allowances will help the education sector retain teachers, attract recruitment to improve quality, and achieve national strategic goals.
