Rally in response to 35 years of Vietnam's response to HIV/AIDS, National Action Month for HIV/AIDS Prevention and Control in 2025 and World AIDS Day (December 1)

On the morning of November 30, 2025, at the stage of Hung Vuong Street, Luong Van Tri Ward, the Provincial People's Committee coordinated with the AHF (American AIDS Healthcare Foundation) in Vietnam to organize a rally to respond to 35 years of Vietnam's response to HIV/AIDS, the National Action Month for HIV/AIDS Prevention and Control in 2025 and World AIDS Day (December 1).

Attending the ceremony were Mr. Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, Head of the Organizing Committee of the National Action Month for HIV/AIDS Prevention and Control in 2025; leaders of departments, branches, communes, wards, provincial armed forces, medical units in the province; representatives of leaders of the Departments of Health, Centers for Disease Control of some neighboring provinces and more than 1,000 delegates who are union members, youth, students and people in the area.

On behalf of AHF, there were Mr. Chhim Sarath, Chief Representative of AHF Asia - Pacific region; Ms. Nguyen Thi Thu Hang, Chief Representative of AHF in Vietnam.

HIV/AIDS is a pandemic with far-reaching impacts, leaving long-term consequences for public health, socio -economic development and sustainable development of each country. In Vietnam, since the first case of infection was detected in 1990 to October 2025, the country has recorded 415,720 people infected with HIV, of which 367,260 are still alive. In recent years, with efforts to comprehensively and effectively implement HIV/AIDS prevention and control solutions, the HIV infection rate in the community in Vietnam has been maintained at a low level of below 0.3%.

For Lang Son province, from the first infection in 1993 to October 30, 2025, the whole province has detected 3,274 people infected with HIV/AIDS, of which 1,025 cases are still alive and under management. In the first 10 months of 2025 alone, there were 25 new infections. The epidemic has appeared in 64/65 communes and wards, spreading from urban areas to remote areas. All levels and functional sectors have been synchronously implementing solutions to prevent and control HIV/AIDS. The whole province currently has more than 900 patients receiving ARV treatment, reaching 88.7%, more than 1,264 people are treated for opioid addiction with Methadone; each year, more than 22,000 people are tested for HIV and tens of thousands of people are communicated and awareness raised.

At the ceremony, Mr. Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, launched the National Action Month for HIV/AIDS Prevention and Control in Lang Son Province in 2025, calling on officials, civil servants, armed forces, students and people of all ethnic groups in the province to actively participate and take practical actions for the common goal. He requested the United Nations agencies, international organizations and development partners to continue to accompany and provide technical and financial support, helping to consolidate and maintain effective models, creating opportunities for people, especially high-risk groups, to access services as quickly and as soon as possible.

He also requested all levels, sectors and people in the area to continue to maintain and expand effective solutions, determined to complete the 90-90-90 target by 2025, creating a solid stepping stone to achieve 95-95-95 by 2030 (95% of people infected with HIV know their HIV status, 95% of people diagnosed with HIV are treated with antiretroviral drugs and 95% of people infected with HIV who have been treated with antiretroviral drugs control the virus count at low levels to live healthy and reduce the risk of transmitting HIV to others); promote extensive, creative and appropriate communication for each target group, especially youth, adolescents and vulnerable groups, strengthen education on HIV infection prevention, the harmful effects of drugs and the benefits of early treatment; resolutely eliminate stigma and discrimination against people infected with HIV, ensuring that all people have equal access to health services; improve the quality and coverage of HIV/AIDS health services, from testing, ARV treatment, Methadone to prevention of mother-to-child transmission. After the launching ceremony, communes and wards carried out a variety of communication activities, parades, consultations, and provided friendly and accessible services, creating a strong spread in the community.

Speaking at the rally, Mr. Chhim Sarath, AHF Regional Representative for Asia-Pacific, called on governments, including Vietnam, to continue to promote prevention, testing and treatment activities for all people in need, ensuring that no one is left behind, moving towards the goal of ending the AIDS pandemic by 2030. AHF is committed to continuing to accompany Vietnam in general and Lang Son province in particular in the effort to end the AIDS pandemic.

During the program, delegates, union members, youth and students participated in a parade to promote and propagate HIV/AIDS prevention and control on central streets.

Leaders of the Provincial People's Committee, Department of Health, AHF Representative in Asia - Pacific and AHF Representative in Vietnam presented bicycles to children affected by HIV/AIDS.


Immediately after the rally, the provincial delegation and AHF representatives visited and presented 6 bicycles and 20 gifts to HIV-infected people undergoing ARV treatment and children affected by HIV/AIDS at Cao Loc Regional Medical Center.
