To continue maintaining security and order, ensuring social stability, and absolutely protecting security and safety during the Lunar New Year of the Year of the Dragon 2024 and other major national events, creating a foundation for successfully carrying out tasks in 2024, the Ministry of Public Security launched a high-intensity campaign to attack and suppress crime and ensure security and order from the beginning of the year.

Accordingly, from December 15, 2023, the Ministry of Public Security requires police units and localities to focus on implementing a comprehensive set of professional measures; promptly deploy effective measures to combat crime, contributing to maintaining security and order, avoiding passivity and surprise in all situations; and advise local Party committees and authorities to direct departments, agencies, and organizations to participate, contributing to leveraging the combined strength of the entire political system in attacking and suppressing crime and ensuring security and order.

Implement effective solutions to ensure social security; strengthen propaganda and mobilize the public to raise awareness, proactively prevent, actively participate in reporting crimes, and rehabilitate and educate offenders and law violators within their families and communities.

Review, supplement, improve, and strengthen the implementation of national security protection plans and strategies; synchronously deploy measures and promote the effective implementation of plans and strategies for prevention and combating crime, preventing complex criminal activities that cause public outrage; focus on suppressing organized crime, crimes related to "loan sharking," crimes involving weapons and explosives, robbery, theft, and other types of crimes that frequently occur during the Tet holiday.

Strengthening the fight against and dismantling large-scale, transnational drug trafficking and transportation networks, as well as drug production, trading, organization, and use hotspots within the country; intensifying the detection and fight against economic crimes and corruption in key economic sectors; combating smuggling, trade fraud, and counterfeit goods during the Lunar New Year; preventing crimes and violations of laws related to the environment, resources, and food safety, especially concerning goods for the Lunar New Year; closely coordinating among forces in identifying, detecting, and combating crimes that exploit high technology and cyberspace, especially fraud, gambling, and prostitution…

Implement decisively the solutions for applying the national database on population and citizen identification cards, and Project 06/CP to serve social management and crime prevention; effectively manage, publicize, and mobilize efforts to recover and prevent and combat violations related to weapons, explosives, supporting tools, and fireworks, ensuring no complications arise during the Lunar New Year.

Strengthen traffic order and safety, continue to strictly handle violations according to specific themes: alcohol and drug use, overloading, passenger buses, and container trucks; develop plans to prevent and resolve traffic congestion, and prevent illegal racing; implement plans and measures to prevent and combat fires and explosions during Tet and other spring festivals, as well as political, economic, cultural, and social activities at the beginning of the year; focus on propaganda, inspection, guidance, and timely deployment of firefighting, rescue, and relief forces and equipment to minimize damage to people and property caused by fires and explosions...
