Vietnam officially entered the aging population phase in 2011 and is currently one of the fastest-aging countries in the world . The question is: what preparations are needed for population aging, when birth and death rates are decreasing while average life expectancy is increasing?

Population aging is increasing rapidly.
According to statistics from 2023, Vietnam's population reached approximately 100.3 million people, of which more than 16 million were elderly. The Ministry of Health forecasts that by 2038, Vietnam will officially enter the aging population phase, transitioning from an "aging" society to an "aged" society, with over 21 million elderly people, accounting for nearly 20% of the total population.
This is a reality, as the proportion of Vietnam's population aged 60 and over is increasing year by year, specifically from 9.3% in 2010 to 12% in 2022, and projected to reach 20.7% in 2040 and 24.8% in 2049. This marks the period when Vietnam enters an aging population phase, with one in five people over 60 years old.
The issue of population aging was also shared by Mr. Pham Chanh Trung, Head of the Population and Family Planning Department of Ho Chi Minh City, at a conference on adapting to population aging in the city. Ho Chi Minh City: Approaches from the perspective of elderly healthcare activities in the area,” organized recently by the Ho Chi Minh City Department of Health . According to Mr. Trung, Vietnam officially entered the aging population phase in 2011 and is one of the countries with the fastest aging rate in the world. This rapid aging not only poses a future labor shortage but also increases pressure on the healthcare system and the social welfare, health care, and recreation systems. Some studies show that the elderly are concerned about three things: how long they will live, where they will live, and how they will die. Therefore, policymakers must create lifestyle models that the elderly can adapt to, such as community-based healthcare models. It is also necessary to communicate how to embrace old age happily, helping them successfully navigate the aging process.
Working together to care for the elderly.
Faced with this situation, experts have proposed many solutions to build and develop nursing home models. However, both in terms of geriatric treatment facilities, care staff, and especially the number of nursing homes in Ho Chi Minh City, there are currently very limited resources in terms of both quantity and quality. According to a report by the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City, there are approximately 20 social assistance centers for the elderly, including 8 non-governmental centers that charge fees. Besides the long-standing nursing homes, from August 1st, 2024, the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City has granted an operating license to the Tam An Elderly Care Center. This is the first private nursing home that charges fees in Thu Duc City.
