On September 30th, the People's Committee of Cam Ranh City announced that it had received a report from the Department of Education and Training regarding the Principal of CN 2 Primary School (in Cam Nghia Ward, Cam Ranh City) allegedly soliciting contributions from parents in violation of regulations.

Previously, many parents reported that the Principal of CN 2 Primary School requested the parent committee to collect money to buy televisions for all classrooms.

According to the plan, each class will be equipped with a Samsung TV worth 8.7 million VND and homeroom teachers have notified parents to contribute. In addition, the principal of this school also proposed to collect 300,000 VND/student for socialized renovation of the school campus. Meanwhile, the renovation of the above campus was carried out in the 2022-2023 school year.

According to parents, the mobilization of the above resources is not in accordance with regulations. Although it is said to be voluntary, in reality the school had a plan in advance and parents had no other choice. In response to parents' complaints, on September 14, the Department of Education and Training of Cam Ranh City worked with CN 2 Primary School.

Verification results show that, during the 2022-2023 school year, the school principal developed plan number 11 regarding the mobilization of community resources and parents' contributions to implement projects such as creating a park, a green library corner, paving the front gate corridor, and installing four playground equipment... with a total cost of 274 million VND.

The aforementioned Plan No. 11 has been approved by the People's Committee of Cam Nghia Ward but has not yet been approved by the Department of Education and Training of Cam Ranh City. Furthermore, the plan has not been implemented within the school's teaching staff council.

For the 2023-2024 school year, the school did not develop a plan but still proceeded to raise funds from parents to pay for items from the 2022-2023 school year and purchase televisions for the classrooms, at a cost of 8.7 million VND per television.

Therefore, the Cam Ranh City Department of Education and Training has requested the Principal of CN 2 Primary School to stop collecting socialized funds and return the money to parents, and to compile a list for their signatures.

Reportedly, CN 2 Primary School has returned all the money collected from parents to buy televisions at the beginning of the school year.
