By 2025, it is expected to achieve and exceed 15/15 socio-economic targets.

Continuing the 50th session, on October 15, the National Assembly Standing Committee gave opinions on the Government's reports on the results of implementing the 2025 socio-economic development plan, the projected 2026 socio-economic development plan; and the results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period on socio-economic development and economic restructuring.

Reporting at the meeting, Deputy Minister of Finance Nguyen Duc Chi said that the socio-economic situation in 2025 continued to achieve many important and comprehensive results in most fields, basically achieving the set general goals, expected to achieve and exceed 15/15 main targets of 2025.

Notably, GDP growth in the first 9 months reached 7.85% compared to the same period last year, and the whole year is estimated at 8%, achieving the target of the Central Government and the National Assembly, the highest in the region and among the top in the world . GDP scale is estimated at about 510 billion USD, ranking 32nd in the world and 4th in ASEAN; GDP per capita is estimated at over 5,000 USD, becoming an upper middle-income country.

In particular, the state budget revenue in the first 9 months reached 1.92 million billion VND, equal to 97.9% of the estimate, up 30.5% over the same period, while the reduction and extension of taxes, fees and charges in the first 9 months of 2025 was about 200,000 billion VND.

In addition, total registered FDI capital in the first 9 months reached over 28.5 billion USD, up 15.2% over the same period. Total import-export turnover in the first 9 months was 680.66 billion USD, up 17.3% over the same period.

Along with that, production and business growth is positive. It is estimated that in 2025, the agriculture, forestry and fishery sector will grow by about 4%, the highest in the past 10 years; the processing and manufacturing industry will increase by 10.71%.

In the 2026 plan, the Government determined to continue prioritizing promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits.

At the same time, closely, flexibly and effectively coordinate a reasonable, focused and key expansionary fiscal policy, a proactive, flexible, timely and effective monetary policy and other macroeconomic policies; strengthen financial and state budget discipline and order, striving for a 10% increase in budget revenue in 2026 compared to the estimated implementation in 2025.

The Government has determined to focus on promoting and renewing traditional growth drivers, and vigorously exploiting new growth drivers. Strongly developing the domestic market, stimulating consumption, enhancing trade promotion; diversifying export markets, expanding and effectively exploiting traditional markets; promoting negotiations and signing new FTA agreements...

Reviewing the Government's report, the Standing Committee of the National Assembly's Economic and Financial Committee said that in order to complete the 2025 target and the 2021-2025 period, it is necessary to continue to firmly stabilize the macro economy, tightly manage monetary policy, promote the leading role of focused expansionary fiscal policy, and at the same time promote institutional reform, traditional growth drivers and strongly develop new growth drivers, creating momentum for sustainable development for the 2026-2030 period.

According to the audit agency, the context of 2026 requires high proactiveness and flexibility in policy management, both stabilizing the macro economy and enhancing endogenous capacity, resilience and taking advantage of opportunities to restructure the global supply chain to increase national competitiveness; strongly developing new driving forces, such as digital transformation, green energy, innovation and high-tech industry, while promoting the private economic sector to become the real driving force of growth.

Along with that, it is necessary to create clear changes in law enforcement, improve the business environment and develop high-quality human resources, thereby building a solid foundation for rapid and sustainable development.

Appreciating the adjustment of the growth target in 2025, Vice Chairman of the National Assembly Nguyen Khac Dinh suggested that, with the results achieved in 2025, the 2021-2025 period, the Government should try to maintain the current growth momentum, because this is a very good growth momentum, helping to increase the confidence of domestic and foreign investors.

At the same time, it is necessary to pay attention to controlling inflation, public debt and credit quality, not trading off chasing high numbers to cause macroeconomic instability; pay attention to preventing risks from inflationary pressure, asset "bubbles", external shocks...

Concluding the discussion, Vice Chairman of the National Assembly Vu Hong Thanh noted that, in addition to the achieved results, the socio-economic situation of our country also has a number of difficulties and challenges that need special attention in the management work in the coming time. Therefore, the Government needs to assess the actual socio-economic situation in 2025, the 2021-2025 period, ensuring a balance between the achieved results and limitations, and clarifying the reasons for the unachieved targets.

The Vice Chairman of the National Assembly suggested that the Government should further report on the impact of adjusting the growth target for 2025 and the results achieved; analyze the impact of natural disasters, storms and floods on socio-economic development; carefully assess the impact of tax policies of our country's trade partners to have appropriate solutions in the short, medium and long term...
