Improving the effectiveness of mass mobilization activities contributes to realizing the province's development aspirations.

Through 94 years of construction and development, mass mobilization work has always been identified by our Party as a task of strategic significance for the entire revolutionary cause. Mass mobilization work in each period has different contents and methods, but all aim to gather, mobilize, and promote the strength of all classes of people in revolutionary movements and patriotic emulation; strengthen the great national unity bloc, the close relationship between the Party and the people, and successfully carry out the goals and tasks of the Party, the country, and each locality.

Immediately after the founding of the Communist Party of Vietnam , from October 14 to 31, 1930, in Hong Kong (China), the First Central Party Conference approved the Political Platform, Party Charter and Resolutions on Workers' Movement, Peasants' Movement, Communist Youth Movement, Army Movement and Anti-Imperialist Association Movement. These were the predecessor organizations, laying a comprehensive and complete foundation for the Party's mass mobilization work and the political system later.

After the August Revolution in 1945, President Ho Chi Minh wrote the article “Mass Mobilization” published in the Su That Newspaper on October 15, 1949. The content of the article is considered the “Platform for Mass Mobilization Work” of the Party. Therefore, in October 1999, based on the proposal of the Central Mass Mobilization Commission, the Politburo of the Central Executive Committee of the Party (VIII term) decided to take October 15 every year as the “Traditional Day of Mass Mobilization Work of the Party”.

During the development process, the Party Committee and the authorities at all levels of Thanh Hoa province have always determined that mass mobilization work is of great importance in the revolutionary cause and the need for a staff agency on mass mobilization work. On June 26, 1973, the Standing Committee of Thanh Hoa Provincial Party Committee issued Resolution No. 21-NQ/TU to establish the Provincial Party Committee's Mass Mobilization Committee. The establishment of the Mass Mobilization Committee plays an extremely important role and significance in the mass mobilization work of the Provincial Party Committee, contributing to the good implementation of political tasks in each period.

Imbued with the Party's viewpoints and President Ho Chi Minh's thoughts on mass mobilization work, throughout the 51 years of construction and development, the mass mobilization sector of Thanh Hoa province has constantly strived to inherit, promote, and flexibly and creatively apply them to local conditions. Mass mobilization work has made important contributions to the construction and protection of the Party and revolutionary government; creating consensus among the people to implement the goals and tasks of the province and each locality. From there, it has aroused the spirit of solidarity, unity, and development aspirations of the people of all ethnic groups in Thanh Hoa province, mobilized the combined strength of the entire people, brought the province and the whole country to overcome difficulties and challenges, and achieved great and quite comprehensive achievements.

The government's mass mobilization work has many innovations, bringing about practical results. Administrative reform and implementation of democracy regulations at the grassroots level continue to be promoted, creating changes in awareness. From there, the responsibility of serving the people of cadres, civil servants, and public employees, and the responsibility of setting an example of leaders, have been enhanced.

The model of "Friendly Government serving the People" has been launched and implemented from the provincial to the communal level. The Fatherland Front and socio-political organizations innovate the content and methods of operation, closely follow the grassroots, act as an important bridge between the Party and the people, promote the people's mastery; mobilize people to participate in patriotic emulation campaigns and movements, contribute to socio-economic development, maintain political security, order and social safety in the province, avoid sudden and unexpected incidents, and avoid "hot spots".

The emulation movement "Skilled Mass Mobilization" continues to receive attention from Party committees, authorities at all levels, agencies and units in conjunction with the implementation of political tasks. Up to now, the whole province has 11,459 "Skilled Mass Mobilization" models in all areas of social life. Many effective models have aroused and promoted the spirit of solidarity, positivity and proactiveness of cadres, union members, association members and people in emulation in studying, working and producing, building a cultural, prosperous and happy life.

Ethnic and religious affairs are stable. The province has paid attention to organizing meetings and praising prestigious people, village elders and village chiefs; focusing on implementing programs, projects and policies to support ethnic minorities and mountainous areas. Monitoring, guiding and mobilizing religious followers to operate in accordance with the law, actively participating in patriotic emulation movements, living a good life, and upholding religion...

From the results of emulation movements, especially the emulation of "Skilled Mass Mobilization" and "Government Mass Mobilization", the mass mobilization sector has contributed to the Party Committee, the government and the people of all ethnic groups in the province to achieve great and comprehensive achievements in all fields. In the first 9 months of 2024 alone, the province's economy has grown quite well, with the growth rate of gross regional domestic product (GRDP) estimated at 12.46%, ranking second in the country. The fields of agricultural, industrial and service production increased sharply compared to the same period. The index of industrial production (IIP) in the first 9 months increased by 20.2% over the same period. State budget revenue reached 42,615 billion VND, equal to 120% of the estimate and increased by 44.7% over the same period, continuing to lead the North Central region and being in the group of 10 localities with the highest revenue in the country.

Culture and society have made progress; national defense and security have been maintained; attention has been paid to Party building and the political system. Social security has been taken care of, and people's lives have been stable. National defense and security have been maintained, and social order and safety have been ensured. The work of Party building and rectification and the political system has achieved positive results.

With the achieved results, the Provincial Party Committee's Mass Mobilization Committee and many collectives and individuals were honored to be recognized by the Party, State, local Party committees and authorities and awarded many noble prizes.

To successfully carry out the goal of mass mobilization work in the new period, organizations in the political system must constantly strengthen, innovate and improve the quality and effectiveness of the Party's mass mobilization work. Imbued with the teachings of President Ho Chi Minh "Skilled mass mobilization, everything will be successful" and the motto "A hundred times easier without the people / A thousand times harder with the people's help", cadres in the mass mobilization sector continue to improve their professional qualifications and skills, uphold their responsibility in performing their duties, practice the ethics and style of mass mobilization cadres "Close to the people, understand the people, respect the people and be responsible to the people", successfully complete assigned tasks; mobilize the people to unite, join hands and wholeheartedly realize the aspiration for development, build Thanh Hoa to soon become a rich, beautiful, civilized and modern province, a model province as beloved Uncle Ho always wished.
