Reporters from Gia Lai Newspaper, Radio and Television interviewed Ms. Siu Huong - Deputy Head of the Provincial National Assembly Delegation about the content, agenda of the session and issues of special interest to voters.

▪ Madam, at the 10th session, the 15th National Assembly will consider and decide on what important contents?

Ms. Siu Huong - Deputy Head of the National Assembly Delegation of Gia Lai province.

- According to the program announced by the National Assembly Standing Committee, the 10th session of the 15th National Assembly will last 41 days (from October 20 to December 12).

This is the final session of the 15th National Assembly, of utmost importance, considering and deciding on a large volume of work, many of which are urgent.

At the 10th session, the National Assembly will consider and decide on 66 contents and groups of contents (including 50 laws, 3 resolutions on legislative work; 13 groups of contents on socio-economics, state budget, supervision work and decide on other important issues of the country).

In addition, there are 13 groups of contents that Central agencies sent reports to delegates for study, as a basis for exercising the right to supervise and review the contents according to regulations.

▪ To prepare for the session, what key activities did the Provincial National Assembly Delegation conduct to meet voters and record opinions and recommendations?

- Before the session, the Provincial National Assembly Delegation coordinated with the Standing Committee of the Provincial People's Council, People's Committee, and the Standing Committee of the Provincial Vietnam Fatherland Front Committee to organize meetings for National Assembly Delegates with voters. The delegation met with voters in 23 communes and wards across the province.

At the meetings, voters expressed their deep trust in the Party's leadership, the effectiveness of the National Assembly, and the Government 's management of innovation in local government activities in recent times.

Voters highly appreciated the implementation of streamlining the apparatus, arranging administrative units and two-level local government, which has contributed to stabilizing the macro-economy, controlling inflation, ensuring social security, strengthening national defense and security and expanding the country's foreign relations.

However, voters suggested that it is necessary to promote administrative procedure reform, increase the application of science in life such as digital transformation in state agencies; promptly issue specific regulations on job positions, ensure the number of cadres and civil servants for the commune level; at the same time, consider the salary regime to suit the current job.

In socio-economic development, voters suggested that the National Assembly and the Government continue to have stronger and more synchronous solutions in economic management, especially in removing difficulties for production and business, promoting disbursement of public investment capital, and handling the situation of slow-progressing projects and outstanding debts in basic construction in localities.

Along with that are policies to support farmers and agricultural enterprises in coping with price fluctuations; preventing counterfeit goods; and the impact of climate change. At the same time, increasing investment in rural transport infrastructure, irrigation, electricity, and domestic water for remote areas and ethnic minority areas.

In addition, voters suggested continuing to pay attention to issuing specific mechanisms and policies to promote local potential and advantages in agriculture, renewable energy, eco-tourism, community tourism and ethnic culture, creating momentum for sustainable development, ensuring national defense and security, maintaining political and social stability in strategic areas of the Fatherland; improving the quality of health and education services, gradually improving the lives of the poor in especially difficult areas and ethnic minorities.

▪ What specific requests and wishes do voters have for the National Assembly, the Government and central ministries and branches, Madam?

- For those who participated in the resistance war and protected the Fatherland, voters highly appreciated that our State implemented this policy very well with the tradition of "remembering the source of water when drinking".

However, the reality in the locality shows that many people who participated in the resistance, although not injured, are now old, have poor health, and have difficult lives; the one-time subsidy received a long time ago is no longer enough to ensure their lives.

Therefore, voters recommend that the National Assembly study and consider adding a monthly allowance for those who participated in resistance activities, defended the Fatherland, and performed international duties and have not yet received a monthly allowance. At the same time, pay more attention to those with meritorious services.

Voters also proposed that the National Assembly continue to allow the implementation of the decentralization mechanism, authorizing the People's Councils at the commune level to decide on adjusting capital sources to implement the National Target Programs in 2025 and the 2026-2030 period to be proactive in the implementation process, speed up the capital disbursement progress; consider allowing the capital import or consolidation of some contents and projects of similar nature between the National Target Program on Sustainable Poverty Reduction and the National Target Program on New Rural Development, to avoid duplication of resources and ensure investment efficiency.

At the same time, it is recommended that the Government consider supplementing management funding and technical support expenditures for localities to implement the integration mechanism, both to ensure effective and transparent implementation and to ensure the sustainability of poverty reduction results associated with new rural construction, in line with the goal of multidimensional, comprehensive and inclusive poverty reduction.

Voters acknowledge and support the policy of modernizing tax collection and applying technology to increase transparency and efficiency. However, in the process of implementing electronic invoices and electronic taxes, a number of elderly people and small businesses are still confused and unfamiliar with technology operations.

Voters recommend that the Ministry of Finance have solutions to support electronic tax at the grassroots level, maintain flexible tax payment methods in parallel for a certain period of time, especially for special subjects in remote areas, the elderly, etc.

In the spirit of absorbing voters' opinions and recommendations, each member of the Provincial National Assembly Delegation promoted a sense of responsibility, conveying voters' thoughts and aspirations to the National Assembly, the Government and Central Ministries and branches.
