Agriculture sector revives production after natural disasters

(Chinhphu.vn) - The fields of cultivation and plant protection, along with the fisheries sector, have carried out production recovery activities across the country after a long period of recent storms and floods.

Supplying more than 3,400 tons of plant varieties

Mr. Nguyen Quoc Manh, Deputy Director of the Department of Crop Production and Plant Protection, said that based on Decree 09/2025/ND-CP on policies to support agricultural production recovery after natural disasters, the unit has advised the Ministry of Agriculture and Environment to provide 3,400.025 tons of seeds to damaged localities. Of which, Thua Thien - Hue received two batches of support with a total of 292.09 tons, Quang Tri 190 tons, Ha Tinh 340.06 tons and Thanh Hoa 1,601.41 tons.

The Department is currently coordinating with the Departments of Agriculture and Environment in Dak Lak, Lam Dong, Quang Ngai and Da Nang to review the types, quantities and timing of seed delivery from the national reserve, serving production recovery after storm No. 13 and the floods at the end of November in the South Central Coast and Central Highlands.

In response to the Department's open letter, many businesses and associations have proactively provided plant varieties to people in flood-affected areas. According to the Vietnam Plant Seed Trade Association, the units that registered for support include: CP Vietnam Seed Company Limited (10 tons of CP519 corn seeds for Gia Lai and Dak Lak); Viet A Agricultural Development Company Limited (tens of thousands of packages of VA.848 cucumber seeds, VA.889 hybrid Japanese squash, VA.68 sweet cabbage and VA.318 Toa Sai cabbage); Thua Thien Hue Plant and Livestock Seed Joint Stock Company (2 tons of HG12 rice seeds and 2 tons of HG244 for Gia Lai); Cuong Tan Company Limited (3 tons of AYT77 pure rice for Dak Lak).

Recently, the Department has sent official dispatches to Da Nang and Dak Lak requesting to continue reviewing and advising the Provincial People's Committee to specifically determine the need for rice and corn varieties that need support to synthesize a report for the Ministry to consider issuing from the reserve in 2025.

Mr. Nguyen Quoc Manh said that the unit is closely monitoring the production situation, updating the damage and coordinating with local authorities to deploy recovery solutions. Units are required to urgently drain water, clear the flow, and avoid prolonged flooding that can damage rice, vegetables, fruit trees and industrial crops.

At the same time, the Department is developing a production plan for the 2025-2026 Winter-Spring crop, including considering expanding the area of ​​advantageous crops to compensate for losses and meet the industry's growth target.

In the field of fisheries, Mr. Nhu Van Can, Deputy Director of the Department of Fisheries and Fisheries Control, said that the unit has sent working groups to key localities such as Khanh Hoa, Dak Lak and Gia Lai to coordinate in assessing the level of damage after natural disasters. At the same time, the Department directed the Aquaculture Research Institutes I and III and localities to monitor the environment and assess water quality as a basis for restoring and reproducing fisheries.

The key tasks focus on restoring aquaculture activities after natural disasters, including: cleaning, collecting dead aquatic products, disinfecting farming areas; calculating damage, repairing ponds, cages; assessing the need for materials and seeds to regulate supply. The Department also coordinates with the banking system to implement debt relief, debt extension, debt deferral and capital support for people to reinvest; at the same time, implementing solutions to stabilize the market, prevent speculation, and increase prices of seeds and materials. In addition, businesses are mobilized to support seeds, materials, nets, tarpaulins and veterinary drugs for aquatic products to help people stabilize production soon.

According to Mr. Nhu Van Can, in the immediate future, localities need to quickly complete the damage confirmation dossier to promptly support according to Decree 09/2025/ND-CP. Regarding technology, the industry guides people to treat the environment, determine the appropriate time to release seeds and prioritize short-cycle farming objects to meet market demand at the end of the year. The industry will also organize regional conferences to connect support resources, including banks, credit funds and businesses supplying materials, seeds and feed.

In the long term, the aquaculture industry is aiming to reorganize production towards adaptation and sustainability. Localities need to review and re-plan cage farming, control density to minimize risks; continue to prioritize infrastructure investment for key farming areas such as embankments, drainage systems and automatic monitoring stations. Environmental monitoring and warning work will be enhanced, along with piloting and expanding the application of digital technology in warning of natural disasters and the farming environment.

In terms of policy, the industry is proposing specific credit mechanisms and risk insurance for marine farming, aiming for safe and sustainable development.

Deputy Minister of Agriculture and Environment Phung Duc Tien emphasized that in the context of many difficulties, Vietnam's agricultural sector still maintains its growth momentum, approaching the export target of 65-70 billion USD by 2025. Notably, the US and Chinese markets have had a positive recovery when China accounts for more than 22% of the market share, the US reaches 20.5%, while Europe continues to grow, showing a positive shift in the market and quality of export goods.

If the growth rate of about 6 billion USD in December can be maintained, agricultural export turnover in 2025 could reach approximately 70 billion USD. Despite many challenges from trade conflicts and global fluctuations, the current results create an important foundation for the development period 2026-2030.
