Continuing the agenda of the 28th session of the 8th Provincial People's Council, this morning, December 6th, under the chairmanship of the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, and the Vice Chairmen of the Provincial People's Council, Nguyen Chien Thang and Nguyen Tran Huy, the Provincial People's Council continued its discussion in the assembly hall on the socio-economic situation and proceeded with the closing of the session. Assessing the implementation of Resolution 167/NQ-HĐND on investment in the preservation, restoration, and promotion of the historical and cultural relic system of Quang Tri province in the period 2022-2025, Director of the Department of Culture, Sports and Tourism Le Minh Tuan said: With focused direction and decisive implementation, over 50% of the progress has been basically completed, meeting the requirements and plans set out; the scientific dossier completion rate is over 49%.

Regarding the planning of the three national special historical sites, the Hien Luong - Ben Hai Riverbanks and Dong Ha Military Port sites have completed their legal documents and submitted them to the Prime Minister for consideration and decision; as for the Quang Tri Ancient Citadel national special historical site, the Government has approved the plan, and the department is actively coordinating with the consulting unit to continue implementation.

Regarding investment, restoration, and preservation of historical sites according to the classification for 8 national historical sites in the area, to date, 5 out of 8 sites have been implemented and are progressing on schedule. For provincial-level historical sites, 11 out of 32 sites have been approved and are being expedited for implementation. Notably, local authorities are actively mobilizing social resources, with a total of over 672 million VND raised.
In the field of healthcare, the Director of the Department of Health, Do Van Hung, proposed the reorganization of the Huong Hoa District Health Center into the Huong Hoa Regional General Hospital and the Huong Hoa District Health Center within the system of public healthcare institutions in Quang Tri province for the period 2022-2026, with a vision to 2030, and the draft Resolution stipulating the prices of medical examination and treatment services for state-owned medical facilities in Quang Tri province.

To meet the urgent need for specialized medical examination and treatment for the people in the western region of the province and the people of neighboring Laos, the Department of Health believes that reorganizing the Huong Hoa District Health Center into two units, namely the Huong Hoa Regional General Hospital and the Huong Hoa District Health Center, within the system of public service units in the province during the period 2021-2026, with a vision to 2030, is absolutely necessary. Therefore, it is requested that the Provincial People's Council consider and promptly approve the resolution to meet the requirements for medical examination, treatment, care, and protection of the people's health.
Regarding the efforts to attract doctors to work at the district level, the implementation process currently faces many difficulties and obstacles that need to be addressed in order to improve the effectiveness of Quang Tri province's policies on attracting and rewarding doctors.
Regarding the implementation of Circular 32/TT/BYT of the Ministry of Health on guiding the functions, tasks, powers, and organizational structure of district, town, and city health centers under provinces and centrally-administered cities, the Director of the Department of Health stated that, under current conditions, transferring the centers to the districts would be very difficult and inadequate, creating an additional burden for the districts because the district level lacks the medical expertise to manage them. He also affirmed that implementing this model would be ineffective.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, requested the Department of Culture, Sports and Tourism to continue proposing measures to accelerate the implementation of investment projects for the preservation, restoration, and prevention of degradation of historical and cultural relics in Quang Tri province, in order to effectively prevent the neglect and deterioration of relics; and to complete the construction of commemorative plaques and signs for the remaining provincial-level relics in the province.
Combining state budget funds and maximizing the mobilization of social resources to carry out the work of preserving, restoring, and preventing the degradation of historical relics throughout the province, prioritizing relics of important historical and cultural types that have practical significance in the education of revolutionary traditions and relics that serve the development of the tourism economy; linking investment in restoration with protection, management, exploitation, and promotion of the value of historical relics.
Regarding the healthcare sector, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, suggested that the Provincial People's Committee, the Department of Health, and related sectors should evaluate and propose solutions to enhance the effectiveness of incentive policies to attract doctors to work at the district level.
Regarding the need to reorganize the Huong Hoa District Health Center to meet the future healthcare needs of the people, it is requested that the Department of Health conduct a comprehensive assessment and survey of the needs for hospital beds, facilities, and human resources to ensure that the resolution, once issued, will address the difficulties and obstacles in practice.
The Provincial People's Council agreed to amend Resolution 87/NQ-HĐND on the development of the health system, improving the quality of operation of public health facilities to meet the health care requirements of the people, and improving the quality of the population in Quang Tri province for the period 2022-2026, with a vision to 2030.
The health sector is urged to promptly propose a plan to upgrade facilities and medical equipment so that, after restructuring, Huong Hoa Regional General Hospital will become a provincial-level treatment system meeting the healthcare needs of people in western Quang Tri.

After listening to the report on the implementation of tasks by the Director of the Department of Science and Technology, Tran Ngoc Lan, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, suggested that in the coming time, the department should focus on completing geographical indications for local agricultural products, and research the widespread application of these to products that have achieved national certifications and standards to enhance the value of each farming unit.
Regarding the proposal to increase resources for scientific research tasks in the next term, it is suggested that a balance should be struck, reducing the number of basic research projects and increasing the number of science and technology research projects, with a focus on applied research to make science and technology the foundation for development.
Focusing on 6 groups of solutions to implement tasks in 2025 , Acting Chairman of the Provincial People's Committee Ha Sy Dong affirmed at the session that, with a sense of responsibility and a willingness to learn, the Provincial People's Committee seriously studied and absorbed the heartfelt, responsible, insightful, and frank opinions of the Provincial People's Council delegates regarding the reports, presentations, and draft resolutions prepared and submitted by the Provincial People's Committee at this session.

Based on this, to finalize the report and further improve the direction, management, and organization of the successful implementation of the goals, tasks, and solutions set for 2025, the Provincial People's Committee will focus on the following groups of solutions: planning tasks; accelerating the progress of key projects; promoting economic growth and ensuring state budget revenue in the province; developing the socio-cultural sector comprehensively, paying attention to ethnic minority and mountainous issues; improving the quality and efficiency of administrative reform, improving the investment and business environment, and enhancing the provincial competitiveness index; streamlining and improving the efficiency and effectiveness of the organizational structure; ensuring national defense and security, creating a safe and favorable environment for socio-economic development.
Regarding budget revenue and expenditure issues, the Provincial People's Committee will focus on directing the effective implementation of solutions to combat budget revenue losses; and exploiting remaining revenue sources. It will proactively exploit increased revenue sources from digital business activities, resource exploitation, private construction, private transportation, hotel and guesthouse businesses, seasonal businesses, and incidental revenue generated from investment projects in the province. It will expedite procedures for land allocation and leasing for projects; accelerate land acquisition, compensation, and site clearance to create clean land funds, and utilize these funds for auction.
Regarding investment-related issues, the Provincial People's Committee will focus on directing efforts to improve the disbursement of public investment funds, emphasizing the clear assignment of responsibilities to individuals, tasks, and personnel for effective implementation. It will also ensure fair and lawful compensation policies, balancing the interests of the state and the people to foster public consensus and mobilize the entire political system for greater effectiveness.
Regarding the implementation of the amended Public Investment Law of 2024, effective from January 1, 2025, the Provincial People's Committee will plan to effectively implement the transitional provisions in accordance with regulations. At the same time, it will proactively prepare for and organize investment projects for the 2026-2030 period in accordance with the new legal regulations. It will focus on directing the implementation of non-state investment projects to resolve difficulties and obstacles, and accelerate their completion according to schedule.
Regarding sections of National Highway 15D, we will continue to leverage the guidance of the Government and the attention, support, and assistance of the Ministry of Transport to implement the project in accordance with the conclusions of General Secretary To Lam and the Government's implementation plan.
In the coming period, the Provincial People's Committee will continue to urge and strengthen leadership to effectively implement tasks related to land and forest resources, criteria and list of projects for bidding on land use rights; issues concerning regulations on the authority to decide on public finance and policies; and issues concerning organizational structure, staffing, government organization, and urban management.
