(NLĐO) - Making rude comments and calling Quang Binh "second-class citizens," a man allegedly working at the Department of Finance of Ha Tinh province made these remarks.
On the afternoon of March 9th, in an interview with a reporter from the Nguoi Lao Dong newspaper , Mr. Pham Chi Hieu, Deputy Director of the Department of Finance of Ha Tinh province, stated that he is currently on a business trip and therefore does not yet know who made the inflammatory and inappropriate comments comparing the economic and social conditions between localities. Specifically, he questioned whether the person who called Quang Binh "second-class citizens," causing outrage on social media and leading to a wave of criticism, was an official or employee of the Department.

"Since today is Sunday and I'm also away on business, I haven't returned to work yet to find out specifically which department that person works in. I only learned about this through the press, so we will return early this week to investigate and work with the relevant parties. If it is an official or employee of the Department, then appropriate action will be taken according to regulations," Mr. Hieu said.
Previously, as reported by Nguoi Lao Dong Newspaper on March 8th, the Cyber Security and High-Tech Crime Prevention Department of the Ha Tinh Provincial Police issued a decision to impose an administrative fine of 7.5 million VND on Mr. TDT (born in 1991; residing in Van Yen Ward, Ha Tinh City).
The reason is that Mr. TDT posted comments that caused a public uproar, potentially negatively impacting unity among localities.
According to the verification results, on March 6th, while participating in a debate under a post by the account "Hieu Vu Trung" regarding the policy of rearranging provincial-level administrative units, Mr. TDT made inflammatory remarks and inappropriate comparisons about the economic and social conditions between localities. Specifically, T. criticized Quang Binh as "second-class citizens".
This comment immediately sparked outrage online, leading to a wave of criticism.
During the meeting with the authorities, Mr. TDT admitted his wrongdoing, pledged not to repeat it, and removed the offensive comments from his personal page.
TDT's actions violated the law, specifically point a, clause 1, Article 101 of Decree 15 of 2020 stipulating administrative penalties for violations in the fields of postal services, telecommunications, radio frequencies, information technology, network information security, and electronic transactions.
