The Phu Thinh social housing apartment project, located next to Doi Duong sea park (Phan Thiet city, Binh Thuan ), is sluggish in construction and slow in handing over houses, making customers angry.
Tired of waiting for a house
The Phu Thinh social housing project in Phan Thiet City (Binh Thuan province) comprises a total of 712 apartments, including 540 social housing units and the remainder being commercial apartments. The project is invested in by Phu Thinh Real Estate Investment and Business Company Limited (Phu Thinh Company), with a total capital of over 868 billion VND. Construction began in early 2020 and is planned for completion in June 2024.

The project is located in a prime location, only about 200 meters from Doi Duong Beach Park (Hung Long Ward, Phan Thiet City). After 5 years, construction is still progressing slowly, leaving customers who have already registered to buy and paid hundreds of millions of dong in deposits feeling extremely anxious. Many families have had to pool their resources and borrow money to pay 70-80% of the contract price upfront.
According to the reporter's records on the morning of March 7, the construction site was quiet, with no construction activity. Inside the construction site, the apartment blocks had formed a rough structure, and weeds were growing wildly in the premises.
Mr. TN (name withheld), a customer residing in Phan Thiet City, said: In 2019, he saved up money to borrow money to buy an apartment with an area of over 60 square meters for nearly 1.1 billion VND. According to the contract schedule, he has paid more than 700 million VND but has not yet received the house, even though it has been many months late.
"This is a dream house for many low-income people. Many people have to borrow money to pay for it, but the project's progress is too slow and the investor keeps breaking promises," Mr. N said sadly.
According to the contract, the completed house will be handed over in June 2024, but the apartment building is still not finished. Ms. NT, a home buyer (residing in Phan Thiet City), said: "We are renting a house, thinking we will soon escape the cramped rental house, but at this rate, we don't know when it will be."
How to solve?
According to documents collected by PV, during the implementation process, the People's Committee of Binh Thuan province has repeatedly directed the investor to speed up the completion progress. Because this is a social housing project that helps low-income people buy cheap houses to create social security.
Construction site is empty of workers, customers demand accountability of the investor.
In July 2024, the Department of Planning and Investment (now the Department of Finance) coordinated with the investor, but Phu Thinh Company cited financial difficulties as the reason and could not complete construction and hand over the house to the buyer according to the contract.
After the meeting, the company committed to completing the construction of Block C by November 2024, Block B by December 2024, and Block A by May 2025. However, the progress to date is still not as committed.
The project's delay has resulted in administrative penalties imposed by the Inspectorate of the Department of Planning and Investment (now the Department of Finance). The People's Committee of Binh Thuan province continues to direct relevant departments, agencies, and the People's Committee of Phan Thiet city to review the obstacles. Simultaneously, they will closely monitor and supervise the progress. If violations continue, they will be handled according to the provisions of the Investment Law (including consideration of terminating the project).
Most recently (February 19), Mr. Phan Van Dang, Standing Vice Chairman of Binh Thuan Provincial People's Committee, requested relevant departments and branches to review and consider administrative sanctions against the company for slow project implementation according to the set schedule, and to send a specific and detailed report on the project's progress to the Provincial People's Committee.
Phu Thinh Real Estate Investment and Business Co., Ltd., located at Lot 1/3, Phan Thiet Industrial Zone, Phong Nam Commune, Phan Thiet City (Binh Thuan Province), is represented by its General Director, Mr. Tran Thanh Duc.
