Ha Tay people agree to donate land to expand road 190D

In mid-October, the atmosphere in the villages of An Liet, Hoang Lai, Phuong Dau, Luong Lai, and Ngoai Dam became bustling. Officials, party members, and local people unanimously donated land, moved structures, and trees to widen Road 190D (phase 1), the main road of Ha Tay commune.

This is not just a normal traffic project, but a project of great significance in the process of building a new, advanced, model rural area of the locality. Among them is the family of Mr. Nguyen Van Manh in Phuong Dau village, a leading party member who donated more than 23 ^square meters of residential land to widen the road. Immediately after Mr. Manh's family agreed to donate land to build the road, many households also agreed to follow suit.

Mr. Luu Cong Thi in Ngoai Dam village excitedly said: “The current road is too small, so my family hopes the commune will soon build and widen it so that people can participate in traffic more conveniently. We agree to donate land to build the road even though we will not receive compensation or support.”

Each household donating land has a contract for the right to use the land, certified by the government and kept in the project file. This not only ensures the long-term benefits of the people but also shows the government's appreciation for the community's contributions.

According to Resolution No. 53/NQ-HDND dated December 19, 2024 of the People's Council of Thanh Ha district (formerly Hai Duong province), the project to renovate and upgrade district road 190D was approved with a total investment of more than 60.5 billion VND, with the Thanh Ha area Construction Investment Project Management Board as the investor.

The project is divided into 2 phases. Phase 1 is 1.27 km long from Km5+033 to Km6+303.24 passing through the villages: Ngoai Dam, Phuong Dau, must recover land from 48 organizations, households, individuals with a total of more than 3,600 ^m2 . By October 19, 2025, only 3 households have not agreed because they want to receive compensation.

Phase 2, which is more than 2 km long from Km1+261.29 to Km3+427, will continue to mobilize and propagate people to donate land for road construction in November 2025. Phase 2 must recover land from 178 organizations, families and individuals with a total area of more than 3,900 ^m2 of land.

The entire route is 3,436 km long, designed according to the standards of a level 4 plain road, with a 7 m wide road surface, sidewalks, drainage and lighting systems, and ensuring traffic safety standards.

The effectiveness of the "Skilled Mass Mobilization" movement

Ha Tay (2) — People are supported to make land use right donation contracts, which are confirmed by the government and stored in the project records.

Route 190D passes through 5 villages with more than 227 individuals, organizations and families affected, the total area requiring site clearance is nearly 7,600 m². Right from the first days of implementation, many households were worried because the residential land area was narrowed, affecting their daily life. However, thanks to persistent advocacy and open dialogue, people gradually understood and supported.

Immediately after the two-level government came into operation, the People's Committee of Ha Tay commune issued Plan No. 01/KH-HDBT dated September 25, 2025 on site clearance for construction. The plan clearly stated the goal: "Mobilizing households and individuals affected by the project to voluntarily donate land, relocate structures and trees without requiring compensation or support from the state budget".

To accomplish this, the entire political system of the commune has joined in. The organizations were assigned in groups, "going to every alley, knocking on every door" to propagate and explain to the people the meaning of road expansion. During the implementation process, the People's Committee of Ha Tay commune paid special attention to the principles of publicity, democracy and transparency. All lists of households donating land, area and relocated assets were posted at the village cultural house and the commune People's Committee headquarters for people to monitor and supervise.

Vice Chairman of the People's Committee of Ha Tay Commune, Nguyen Dung Thanh, said: "This is a project of special importance to the development of the commune. The government has determined that propaganda and mobilization to help people understand, agree and voluntarily donate land is the key factor to determine success."

According to Ha Tay Commune Party Committee Secretary Le Minh Khoi: "Although the site clearance work has been basically completed in phase 1, the Party Committee and the Ha Tay Commune government believe that with the efforts of the entire political system, phase 2 will continue to receive the consensus of the people. When people understand and believe, any difficult task can be successful."

After handing over the site, the Thanh Ha Area Construction Investment Project Management Board will organize the construction, expected to complete the route in early 2026, ensuring progress. When completed, the route will complete the rural traffic network, promote socio -economic development and facilitate the circulation of goods, especially agricultural products of the people of Ha Tay commune and neighboring areas.
