
On the morning of October 28, in Ninh Binh, within the framework of Vietnam International Digital Week 2025, the International Forum on Digital Human Resources Development took place, gathering representatives of the Ministry of Science and Technology, international organizations, large technology corporations and many experts, lecturers and managers in the field of training and digital transformation.
The International Forum on Digital Human Resources Development was held to propose solutions to improve the quality of digital human resources in general and digital talents in particular, through innovating education and training models, promoting technology application, enhancing cooperation between stakeholders and sharing international experiences to serve global integration.
Speaking at the opening of the forum, Mr. Hoang Huu Hanh, Deputy Director of the National Digital Transformation Agency (Ministry of Science and Technology) said: The world is witnessing the rapid progress of the Fourth Industrial Revolution, with digital technology as the main driving force.
In Vietnam, the Government has identified national digital transformation as a key strategy. This is clearly demonstrated through important directive documents such as Resolution No. 52-NQ/TW of the Politburo on a number of policies and strategies to proactively participate in the Fourth Industrial Revolution, and especially the National Digital Transformation Program to 2025, with a vision to 2030. Accordingly, digital infrastructure, artificial intelligence, and digital human resources are the pillars for rapid and sustainable national development.
Vietnam International Digital Week 2025 with six core themes has reflected this orientation. In particular, digital human resources are the decisive factor for the speed and success of the digital transformation journey. “We cannot talk about a strong digital future without a high-quality and abundant digital workforce,” said the Deputy Director of the National Digital Transformation Agency.
According to him, as the state management agency for science, technology and innovation, the Ministry of Science and Technology plays an important role in building a national innovation ecosystem, a place to incubate and develop technology talents.
Vietnam is making strong efforts to develop digital human resources, not only in quantity but also in quality, especially in attracting and nurturing digital talents - those who are capable of leading and creating new technologies and business models. With the participation of policy makers, leading education and technology experts in the world, the forum will be a place to crystallize new and practical ideas, contributing to the creation of a global and sustainable digital human resource development strategy.
Associate Professor, Dr. Tran Quang Anh, Deputy Director of the Posts and Telecommunications Institute of Technology (PTIT), said that the rapid development of technology is creating a “velocity gap” between human resource needs and current training capabilities.

Vietnam not only lacks highly qualified engineers and technology experts, but also lacks an internationally compatible training framework, making integration and participation in the global value chain difficult. “International cooperation is no longer an option, but a mandatory strategic solution for Vietnam to transfer advanced standards, technology and pedagogical knowledge. This is the only way to help shorten the gap and create a digital workforce that is globally competitive,” said Mr. Quang Anh.
Mr. Quang Anh suggested that Vietnam should quickly cooperate with large technology corporations such as Google, AWS, and NVIDIA to bring international vocational certificates into the university system. Along with that, standardizing lecturers' capacity is a core factor to ensure teaching quality and update knowledge faster with changes in technology.
According to experts, Vietnam needs to build a national strategy for digital human resource development, closely linking the State, businesses and training institutions. The focus of the strategy is to standardize programs according to international standards, invest in technology infrastructure for training, strengthen multilateral cooperation and build a culture of lifelong learning throughout society.
