Many new regulations on standards and conditions for teacher promotion

(CPV) - The circular specifies the standards and conditions for registering to be considered for promotion to Grade II and Grade I for preschool, primary, and secondary school teachers, and pre-university teachers.


On October 30th, the Ministry of Education and Training issued Circular No. 13/2024/TT-BGDĐT stipulating the standards and conditions for promotion to higher professional ranks for public kindergarten and primary school teachers and pre-university teachers, replacing Circular No. 34/2021/TT-BGDĐT dated November 30, 2021, of the Ministry of Education and Training, which stipulated the standards and conditions for examinations or assessments for promotion; the content, form, and determination of successful candidates in the promotion assessment for professional ranks of public kindergarten and primary school teachers.

The circular includes several new regulations, including the removal of standards and conditions for promotion exams, as the government has abolished the examination format; and the omission of regulations on the content, format, and determination of successful candidates in promotion examinations, as these have been detailed in Decree No. 85/2023/ND-CP.

The circular specifies the standards and conditions for registering to be considered for promotion to Grade II and Grade I for preschool, primary, and secondary school teachers, as well as pre-university teachers.

At the request of the Government, in order to ensure the improvement of the quality of the teaching staff, in addition to the standards and conditions stipulated in Clause 1, Article 32 of Decree No. 115/2020/ND-CP, which has been amended and supplemented by Clause 16, Article 1 of Decree No. 85/2023/ND-CP, the Ministry of Education and Training stipulates the following additional standards and conditions:

Regarding the quality classification standards during the working period: During the time holding the professional title of Grade III teacher and equivalent, there are 2 years (for preschool) and 3 years (for general education, university preparation) of work immediately before the year of consideration for promotion of the professional title with quality classified at the level of "Completing tasks well" or higher. During the time holding the professional title of Grade II teacher and equivalent, there are 5 years before the year of consideration for promotion of the professional title with quality classified at the level of "Completing tasks well" or higher, of which at least 2 years are classified at the level of "Completing tasks excellently".

According to the Ministry of Interior's guidance on determining the structure of professional titles for civil servants in Official Letter No. 64/BNV-CCVC dated January 5, 2024, for public non-business units that partially self-finance their recurrent expenditures and public non-business units whose recurrent expenditures are fully covered by the state budget, the maximum percentage of professional titles of Grade I shall not exceed 10%, and the maximum percentage of professional titles of Grade II and equivalent shall not exceed 50%. Therefore, the quality classification standards in the Circular are consistent with the requirements for the structure of professional titles as guided by the Ministry of Interior, ensuring the selection of deserving teachers who have made recognized contributions and have strived for professional development during their tenure in their current rank.

Regarding the titles and awards in the professional competency standards and conditions for applying for Grade I: These are the titles and awards achieved during the period of holding Grade II. This regulation ensures that one title and award cannot be used simultaneously in two promotion applications: from Grade III to Grade II and from Grade II to Grade I; and also ensures that teachers continue to strive and improve throughout their time in the current grade.

The circular also specifies the method for determining the time spent holding an equivalent professional title, facilitating the local authorities in calculating the time spent in the next lower rank when teachers apply for promotion to a higher professional title.

The provisions of Circular No. 13/2024/TT-BGDĐT, which stipulates the standards and conditions for promotion to higher professional ranks for public kindergarten and primary school teachers and pre-university teachers, will serve as an important legal basis for localities to continue implementing professional rank promotion programs and ensuring the rights of the teaching staff.
