Many roads in Quang Tri were flooded and blocked due to heavy rain.

In the past 12 hours, in Quang Tri province, there has been moderate rain, heavy rain, and very heavy rain in some places such as: Ta Rut 231mm, Ho Hooc Trau (Quang Ninh) 204.8mm; Dakrong 138mm, Kim Ngan 135mm... Heavy rain has caused many traffic routes to be flooded, isolated, and traffic jams.

Specifically, National Highway 15D, National Highway 49C, National Highway 9B were flooded from 0.3 - 0.8m, causing traffic jams. Provincial Road 565C (Km2+400 - Km5+700) through Le Ninh commune; Provincial Road 564 (Km0+00 - Km5+150) through Le Thuy commune; Provincial Road 582 through Dien Sanh and Vinh Dinh communes; Provincial Road 582b (Km3+400 ÷ Km3+750; Km4+700 ÷ Km5+290) through Dien Sanh commune; Provincial Road 584 (Km9+400 ÷ Km9+550) through Dien Sanh commune... were flooded from 0.2 - 0.7m, causing traffic jams.

At flooded roads, local authorities and units have proactively deployed guards and placed barriers and warning signs at flooded underground and spillway locations, areas at risk of landslides, dangerous areas, etc. to ensure safety for people and vehicles.

In addition, heavy rain also flooded 663 households/1,965 people in the communes of Hoan Lao, Kim Ngan, La Lay, Vinh Dinh, Ba Long, Dakrong, Ta Rut, Dien Sanh, Nam Hai Lang, Hai Lang... The entire Quang Tri province evacuated and relocated 137 households/385 people to safety.

In Quang Tri, floods have caused one missing person, Mr. Trinh Dinh Thiep (born in 1968, Tra Lien Tay village, Ai Tu commune) while collecting firewood on Thach Han river. Currently, the search work is still being urgently implemented.

To respond to the flood situation, on October 28, the People's Committee of Quang Tri province issued an urgent dispatch, requesting the People's Committees of communes, wards and special zones to closely monitor the development of floods and rains, promptly provide warnings to people; organize serious on-duty shifts, prepare forces and means to respond to emergency situations; review, warn, and evacuate people from areas at high risk of landslides, flash floods, deep flooding, and isolation; absolutely do not let people stay in dangerous places; organize guards, put up warning signs, set up barriers on flooded and landslide-prone roads, bridges, culverts, and spillways; strictly prohibit people and vehicles from passing through when safety is not yet guaranteed.

In addition, promptly visit and support people in flooded and isolated areas with food, drinking water, and essential necessities; do not let people go hungry, cold, lack clean water, or lack medical support. After the water recedes, urgently clean the environment, disinfect, restore essential infrastructure, agricultural production, and stabilize people's lives.

Quang Tri province directed the Department of Agriculture and Environment to continue closely monitoring rains and floods, the operation of irrigation dams; directed localities and Irrigation Works Management Companies to regulate water to ensure dam safety and reduce flooding downstream; inspected and assessed the safety of the dike system and reservoirs, and proactively developed a response plan when incidents were detected.

In addition, the Department of Construction needs to organize inspections and temporary repairs of flooded and landslide areas on national and provincial highways, ensuring smooth traffic when conditions permit; coordinate with localities to arrange forces to guide, direct traffic, and stand guard at dangerous points, not allowing people and vehicles to pass when it is not safe. Department of Health : Ensure medicines, chemicals, and human resources for emergency care, medical examination and treatment, and disease prevention after floods.

The Department of Education and Training will base on the specific situation to direct students to stay home from school in dangerous areas and flooded schools, ensuring absolute safety for teachers and students; and direct schools to proactively clean and disinfect classrooms before welcoming students back.
