Completing expressway projects on schedule is crucial for the development of the Mekong Delta and the entire country.

These days, the atmosphere at Component Project 3 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project, Phase 1, passing through the former Hau Giang province, is bustling. Hundreds of workers and engineers are highly focused on the construction site, with machinery operating at full capacity. Everyone eats and sleeps on the site with the goal of ensuring the project's progress and quality.
Mr. Hoang Dinh Quan, an engineer at Component Project 3, said: "The workers and engineers are well aware of the importance of the project for the development of transportation infrastructure in the Mekong Delta region. Everyone is working hard, hoping the project will be completed soon, creating a modern transportation network connecting the localities."
According to a report from the Can Tho City Department of Construction, the Chau Doc - Can Tho - Soc Trang Expressway construction project, phase 1 (horizontal expressway), and components 2, 3, and 4 passing through Can Tho City have reached over 41% completion. Specifically, components 2 and 4 have reached nearly 40% completion; component 3 has reached over 46% completion. The total demand for sand for leveling in components 2, 3, and 4 is over 19 million cubic meters, of which nearly 14 million cubic meters have been identified, and over 5 million cubic meters have been extracted and delivered to the construction site. The remaining amount is still being processed in coordination with localities in An Giang , Dong Thap, and Vinh Long provinces to complete the procedures for sand extraction and supplement the project's supply. The total demand for stone materials for the three component projects alone is over 3.3 million cubic meters, of which more than 0.5 million cubic meters have been delivered to the project site and used.
Furthermore, the total demand for stone materials for the three component projects is approximately 3.317 million cubic meters, of which about 0.501 million cubic meters have been stockpiled and used. The remaining demand for stone is approximately 2.816 million cubic meters. Of this, An Giang province has committed to supporting 1.453 million cubic meters, and Dong Nai province has committed to supporting 0.2 million cubic meters. For the remaining volume of approximately 1.163 million cubic meters, the investor and contractor continue to contact and register their needs at quarries in Dong Nai province and Ho Chi Minh City (formerly Binh Duong province), essentially meeting the material requirements.
Lieutenant Colonel Duong Dinh Tuan, Director of the Truong Son 10 Project Management Board, the unit constructing the project, said: "We followed the spirit of '3 shifts, 4 teams,' 'overcoming the sun and rain,' and 'working day and night' to shorten the time and bring the project to completion on schedule. In addition, we promptly resolved any arising issues, paying special attention to quality and technical aspects in all items and ensuring absolute safety in all respects."
Striving to finish on schedule.
The Can Tho - Hau Giang and Hau Giang - Ca Mau sections of the Can Tho - Ca Mau Expressway, part of the North-South Expressway Eastern section project (2021-2025), have a total main route length of 110.85km and connecting routes of 25.85km. It is divided into two sub-projects: the Can Tho - Hau Giang section and the Hau Giang - Ca Mau section, with the My Thuan Project Management Board (Ministry of Construction) as the investor. The total investment is VND 27,523 billion, comprising four construction packages. Construction commenced on January 1, 2023, with a planned completion date of the end of 2025.
The project completed all sand embankment work for settlement preparation in March 2025. Currently, some sections have begun unloading to allow for asphalt concrete pavement construction. On the construction site, contractors are deploying 234 construction teams and 2,881 personnel, along with 926 pieces of equipment and machinery, to carry out several tasks such as unloading, constructing crushed stone base layers for the road surface, constructing transverse drainage culverts, laying asphalt concrete, and completing bridge construction.
Specifically, the construction output as of June 25, 2025, reached 12,550 billion VND, achieving 68.2%. All 95/95 bridges on the expressway have been basically completed, including girder installation and deck construction. The project has 78.97km of roadbed requiring preloading for settlement for 6-10 months; to date, 21/78.9km have stopped settling, and contractors are currently removing the preload and constructing the road surface with crushed stone aggregate and asphalt concrete. Approximately 10km of crushed stone aggregate and 3.5km of asphalt concrete have been completed. For the remaining 21km that are ready for preloading, the My Thuan Project Management Board is directing contractors to focus on completing the entire asphalt concrete section by August 2025.
For the remaining sections of road that have not yet subsided (approximately 58km), the conditions for load removal will be met in July, August, September, October, and November 2025, and contractors will organize phased construction of crushed stone base and asphalt concrete, ensuring completion of asphalt concrete before November 30, 2025.
In addition, for other items such as fences, guardrails, and signs, contractors have currently produced about 50% of the work and are organizing the construction and installation in a phased manner along the sections already paved with asphalt, ensuring that the entire project will be completed and ready for inauguration before December 19, 2025.
Regarding disbursement results, the cumulative disbursement to date is 16,969/22,210 billion VND of allocated capital, reaching 76.4%; in the first months of 2025 alone, the project has disbursed 1,711/6,936 billion VND of allocated capital this year (reaching 25%), and contractors are currently focusing on payment documents to ensure disbursement meets the plan.
According to the My Thuan Project Management Board, the remaining time for the project is limited, especially since the project area is currently in the peak of the rainy season, which will create many difficulties for construction. However, the My Thuan Project Management Board and the participating units are committed to making every effort, through various solutions, to accelerate the construction progress and bring the project to completion before December 19, 2025.
Mr. Tran Van Thi, Director of the My Thuan Project Management Board, said that the project has received close guidance from the Prime Minister and the Ministry of Construction. The Project Management Board, contractors, supervisory consultants, and related units have mobilized maximum resources, applied many solutions for continuous construction, and worked overtime with a spirit of working through holidays and Tet (Lunar New Year), striving with the highest competitive spirit to complete the goals and tasks, contributing to the project's completion on schedule, ensuring quality and absolute safety. Each unit and individual participating in the project considers this a mission and a noble responsibility, contributing to the sustainable development of the Mekong Delta region and the country.
