On the afternoon of July 18th, in an interview with Dan Tri newspaper, a representative from the Quality Management - Information Technology Department of the Dak Lak Department of Education and Training stated that it is normal for candidate Duong Thi Lam Mai (a former student of Tran Phu High School) to have a score of 0 in English on the system but still be accepted into two universities, and similar cases occur almost every year.
Explaining this, a representative from the Quality Management and IT Department of the Dak Lak Department of Education and Training stated that, according to the Ministry of Education and Training 's guidelines, students with English, Chinese, Japanese, and other language certificates as listed by the Ministry will be exempt from the foreign language exam, and this subject will automatically receive 10 points in the graduation assessment.

However, some universities, in addition to the IELTS certificate, also require the results of a foreign language test from the high school graduation exam. Therefore, candidates have the right to choose exemption from the exam for graduation purposes because they have already scored 10 points and are entitled to take the exam to obtain results for admission to universities (that require it).
Upon investigation, it was found that Duong Thi Lam Mai had an IELTS score of 5.5, which exempted her from the exam, but she still registered to take it to get a score for university admission. However, upon entering the exam room, thinking she had already been accepted into two universities (based on her GPA and already admitted), Mai did not take the exam.
Because Mai attended the exam but did not complete it and submitted a blank paper, her English exam score on the system is 0 points. The system only displays the graduation exam score and not the score for any exempted exams.
A representative from the Quality Management and IT Department of the Dak Lak Department of Education and Training added that, according to data verification from the Ministry of Education and Training, Mai still received a perfect score of 10 in English due to the exemption from the exam as per regulations. In the 2024 high school graduation exam, 522 candidates in Dak Lak province were exempted from the foreign language exam.

"Students who register for the exam online through the system have the right not to take the exam due to exemption or to register for the exam according to their personal wishes; registration is permitted. The case of candidate Duong Thi Lam Mai is not an isolated incident," said a representative from the Quality Management and IT Department of the Dak Lak Department of Education and Training.
Student Duong Thi Lam Mai confirmed that, despite being exempt, she still participated in the English exam and did not answer any questions, submitting a blank paper. When the results were announced, the system showed a score of 0 for English, but in reality, she received a score of 10.
Mai's results in the 2024 high school graduation exam were quite high (Literature 8.75 points; Math 8; History 9.25; Geography 9.5 and Civic Education 9.75 points).
Through the selection process based on high school academic average scores, subject combinations within the chosen field, and an IELTS certificate, Mai was confirmed as admitted to the Faculty of Law, Ho Chi Minh City University of Law, and the Logistics major at Ho Chi Minh City University of Transport.
