Mr. Phan Van Mai: Districts in Ho Chi Minh City will not become cities before 2030

The above information was announced by Chairman of Ho Chi Minh City People's Committee Phan Van Mai when explaining the city planning report for the period 2021-2030, with a vision to 2050, at the People's Council meeting on June 22.

At the meeting, Chairman of Ho Chi Minh City Phan Van Mai said that after the City People's Council approved the "city planning for the 2021-2030 period, with a vision to 2050", the city will urgently complete the documents to submit to the Prime Minister soon.

He also said that the city will accept and study comments on the planning to complete the best planning documents, in sync with other plans such as the Southeast Region planning.

Speaking more about the implementation orientation, Mr. Mai said: "From now until 2030, we will maintain administrative units such as the existing central area, Thu Duc city, 16 districts and 5 suburban districts".

According to Mr. Mai, in this period (from now until 2030), the city will implement two key issues. That is, increasing the internal strength of all existing administrative units and clearly defining the model of a city within a city.

For the 5 suburban districts, Mr. Mai said that he will implement a project to build technical infrastructure so that these 5 districts can meet the criteria of a type 3 urban area.

“Here we are talking about whether the five suburban districts will develop into cities or not? Or districts or not? We have to continue calculating, but we have to implement so that these districts can meet the criteria of a type 3 urban area,” Mr. Mai expressed his opinion.

According to Mr. Mai, the results of the period up to 2030 will be the basis for developing city models in accordance with the general planning in the period 2030-2040. In which, the city will reorganize administrative units into urban areas.

Specifically, the first area is the central urban area; the second area is Thu Duc City; the third area is the South area including District 7 and some localities of Binh Chanh and Nha Be districts; the fourth area is the Northwest area including Cu Chi district and some related areas of Hoc Mon and Binh Chanh districts and restructured according to natural boundaries. The fifth area is the Southwest area, including Binh Chanh district, possibly part of Binh Tan district and District 12.

“As for whether Can Gio district belongs to the Southern region or not, we will continue to study. If Can Gio is separated, the city will have 6 regions,” Mr. Mai informed.

Why do 5 suburban districts want to become cities?

Previously, Ho Chi Minh City developed an investment project to develop districts into districts (or cities under Ho Chi Minh City) in the period of 2021-2030. In which, 5 districts also developed their own projects and all simultaneously wished to become cities before 2030 because it was difficult to meet the criteria to become districts.

In a report on the results of 3 years of implementing the Project to convert a number of districts into districts or cities directly under Ho Chi Minh City in the period of 2021 - 2030, issued in 2023. Ho Chi Minh City People's Committee assessed that the model of converting 5 districts into district administrative units is very difficult to achieve in the period from now to 2030.

Specifically, to become a district, the districts must meet the criteria of a special urban area, and at the same time, 100% of the communes must meet the criteria to be converted to wards. Meanwhile, most localities such as Can Gio, Cu Chi, Binh Chanh... still have a lot of agricultural land.

“Therefore, the city model under Ho Chi Minh City is the chosen option for all five districts. This will meet the goal of converting district administrative units into urban administrative units, but still retain some suburban agricultural areas of the new administrative unit,” the report analyzed.

At a workshop on this project, an expert said that even if the district is skipped to become a city directly under Ho Chi Minh City, four factors must be met. These are providing and caring for housing for people; creating good access to services and social security; people need to adapt to the urban living environment and have high awareness and compliance with the law.

While these four factors are still lacking and not strong enough in suburban districts, they need more investment and construction in the coming time.

In a discussion on this issue with VietNamNet, Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan said that, in the immediate future, it is necessary to focus on building districts into urban areas that meet the criteria of urban areas of type 1, 2, and 3. As for the transfer to districts or cities, Ho Chi Minh City will report to the National Assembly for decision.

According to him, the urgent task of the districts now is to plan, invest in some good major roads, prepare resources, and take care of people's lives in terms of culture and education, then they will naturally develop.

Ho Chi Minh City approved the plan to turn 5 districts into 5 satellite cities . Ho Chi Minh City will form 1 central urban area, 1 companion urban area, Thu Duc city, and 5 satellite cities developed from Cu Chi, Hoc Mon, Binh Chanh, Nha Be and Can Gio districts.
