That is the General Clinic of August General Clinic Company Limited, located at 74 Cach Mang Thang Tam, Vo Thi Sau Ward, District 3.

On October 30, 2024, the Department of Health Inspectorate received a call for help from the family of a patient who was being held by a private clinic to "fake illness and extort money".

Immediately after receiving the information, the Department of Health Inspectorate immediately deployed the Rapid Response Procedure in coordination with the District 3 Health Department, the Ward People's Committee, and the Vo Thi Sau Ward Police, District 3 to conduct a surprise inspection of the General Clinic of the August General Clinic Company Limited, located at 74 Cach Mang Thang Tam, Vo Thi Sau Ward, District 3, with Mr. NHP as the General Director of the Company.

The patient's mother said that on October 29, 2024, when she brought her child to the clinic for an abortion, she was advised to pay 10 million VND.

The doctor examined and said the fetus was 18 weeks old. Then, a female doctor came in to examine and gave her medicine to “abort the fetus” (name of medicine unknown).

After that, the patient was given 2 pills by the clinic doctor to take and scheduled for a follow-up visit on October 30, 2024.

On October 30, 2024, when arriving at the clinic, the patient was examined by a female doctor, prescribed an injection and a fetal extraction. During the examination, the doctor informed her that because the fetus was large, this was a difficult case and needed a painless package for 65 million VND. Because they did not have enough money to pay, the patient's family called the Department of Health for help.

At the time of inspection, the Delegation recorded that the treatment team for the patient included: Doctor NTV, nurse LTTN. Through working and explaining to the Delegation, Doctor NTV admitted that she had examined and treated the patient and prescribed pregnancy-preserving medicine, vitamin and iron supplements, but she was not clear about the issue of consulting and giving abortion medication. When asked, nurse LTTN confirmed that she had consulted the patient on a painless abortion service package for 65 million VND, 10 million VND higher than the initial consultation price, and arbitrarily prescribed the abortion medication "Misoprostol 200mcg" 02 tablets, taken without a doctor's prescription.

The multidisciplinary clinic of August Multidisciplinary Clinic Company Limited was granted a license to operate medical examination and treatment by the Department of Health on August 25, 2022, with Dr. LNB responsible for technical expertise.

The clinic has approved the list of techniques for the Doctor of Obstetrics and Gynecology, including the technique "Medical abortion for pregnancies up to 7 weeks".

However, previously, the YHD doctor was administratively sanctioned by the Health Department Inspectorate, including the application of an additional penalty: "Revocation of the right to use the Certificate of practice of medical examination and treatment for a period of 2 months" from September 25, 2024.

To ensure patient safety, the Department of Health Inspectorate requires the facility to temporarily suspend all medical examination and treatment activities immediately upon inspection until the incident is resolved.

At the time of inspection, to ensure patient safety, the Department of Health Inspectorate coordinated with the 115 Emergency Center to support and transfer the patient to Tu Du Hospital for continued treatment.

What is condemnable is that at this address, the Department of Health Inspectorate has repeatedly imposed administrative penalties on the company and related individuals. Specifically, in 2022, the company was fined for the following violations: Operating with a signboard that does not have sufficient basic information as prescribed by law; Practitioners do not register to practice medical examination and treatment as prescribed by law;

Advertising special products, goods, and services without having the content confirmed by a competent state agency before advertising according to regulations.

In 2023, the company was fined for the following violations: Not wearing a name tag; Making a medical examination and treatment record but not recording it fully according to the provisions of law; Trading in goods of unknown origin and origin and 4 related individuals, including applying additional penalties: Suspension of the right to use the medical examination and treatment practice certificate for a limited period of time.

In 2024, the company was fined for the following violations: Advertising using the word "best" or words with similar meanings without legal documents proving it as prescribed; Advertising special products, goods, and services without the content being confirmed by a competent state agency before advertising as prescribed;

Practitioners who do not register to practice medical examination and treatment according to the provisions of law; Create medical examination and treatment books but do not fully record according to the provisions of law and 6 related individuals, including the application of additional penalties: Suspension of the right to use the certificate to practice medical examination and treatment for a period of time.

The Department Inspectorate will transfer the case to the police agency to investigate and prosecute violations of the law that directly affect the health and rights of the people.

Administrative sanctions for 10 establishments

The Health Department Inspectorate has just announced a summary of administrative sanctions from October 14-29 with 10 sanction decisions issued, totaling 217 million VND in fines.

In the field of private medical and pharmaceutical practice, there are 3 establishments that were penalized:

That is Pharmacy 37, address Doai village, Nam Hong commune, Dong Anh district, was fined 2 million VND for not reporting to the Department of Health in case of temporary suspension of operation for 6 months or more or termination of operation.

Thang Long Medical Import-Export Company Limited, address Lot 20-BT8 Van Quan Urban Area, Van Quan Ward, Ha Dong District, was fined 15 million VND because the owner of the medical equipment circulation number did not publicly disclose the results of the medical equipment classification issued according to the provisions of law.

Thu Trang Dental Development Company Limited, located in Nhat Tien Hamlet, Nhat Tien Village, Truong Yen Commune, Chuong My District, was fined VND70 million for advertising medical examination and treatment services without a business license. The Department of Health Inspectorate also forced the company to remove and delete the advertising content on the Internet.

In the field of food safety, 7 units were fined, including Bigstar Vietnam Joint Stock Company, located at 42 Nguyen Hong Street, Lang Ha Ward, Dong Da District, which was fined 4 million VND for not having enough tools for processing, preserving and using separate equipment for fresh food and processed food.

Business owner Vu Le Hang - Beef hotpot with vinegar 555, address 138A Giang Vo ward, Ba Dinh district; Business owner Muong Hoa, address 402 HH1B Linh Dam, Hoang Liet ward, Hoang Mai district were both fined 12.5 million VND for providing food services without a certificate of food safety eligibility.

For the same mistake, Five Spices Joint Stock Company, address 374 Huyen Street, Quoc Oai Town, Quoc Oai District; Greensky International Company Limited, address 10E, Lane 145/5 Phuc Loi Street, Phuc Loi Ward, Long Bien District were fined 25 million VND.

The World of Seafood Import-Export Joint Stock Company, address 06/H1 Yen Hoa - Cau Giay New Urban Area, Yen Hoa Ward, Cau Giay District, did not comply with the provisions of the law on the 3-step food inspection regime; did not comply with the provisions of the law on food sample storage and was fined 16 million VND.

Thanh Oai Clean Water and Environment Investment Company Limited, located in Cat Dong village, Kim Bai town, Thanh Oai district, was fined 35 million VND for supplying water for domestic use without ensuring technical procedures on the quality of clean water for domestic use.

Ministry of Health announces new issuance and extension of list of 54 original pharmaceutical drugs

The Drug Administration of Vietnam, Ministry of Health has just issued a decision to announce the new issuance and extension of the list of 54 generic drugs. This is the 7th announcement in 2024 of generic drugs by the Drug Administration of Vietnam.

After 7 times of announcing the list of new and renewed generic drugs by the Drug Administration, hundreds of generic drugs have been circulated and used to serve the medical examination and treatment needs of the people, as well as the bidding and procurement of drugs by medical facilities.

Among the 54 branded drugs just announced by the Drug Administration of Vietnam this time, most of the branded drugs originate from countries with large medical and pharmaceutical production systems in the world such as the US, Switzerland, France, UK, Sweden, Greece, the Netherlands, Spain, Japan...

Previously, in October 2024, the Drug Administration of Vietnam twice announced decisions to extend and re-issue circulation registration certificates for nearly 1,300 domestically and internationally produced drugs and pharmaceutical ingredients.

This new issuance and extension aims to ensure meeting the demand for medicine use in medical examination and treatment, epidemic prevention as well as drug bidding and procurement.
