Promote the effectiveness of solutions that accompany businesses

In line with the policies of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on supporting business development, in 2024, the departments, agencies, and localities in the province implemented many practical solutions to create a favorable investment and business environment for enterprises. As a result, the province attracted 3,683 newly established enterprises, ranking 7th nationwide, making a significant contribution to the local economic growth.

Impressive numbers

According to the report of the Provincial Steering Committee for Enterprise Development, in 2024, the province had 3,683 newly registered enterprises, ranking 7th nationwide (after Ho Chi Minh City, Hanoi, Binh Duong , Dong Nai, Da Nang, Bac Ninh, and Hai Phong), with a total registered charter capital of 25,533 billion VND. Notably, the average registered charter capital reached 6.93 billion VND per enterprise, reflecting the scale and potential of the newly established enterprises.

By region, the delta area accounts for the largest proportion with 2,509 businesses (68.1% of the total number of newly registered businesses), with Thanh Hoa City leading with 1,621 businesses. The coastal area has 783 businesses (21.3%), with Nghi Son town and Sam Son city being the localities with the highest number of newly established businesses. The mountainous area has 391 businesses (10.6%), with Thach Thanh, Ngoc Lac, and Cam Thuy districts having the highest number of newly registered businesses.

To date, the province has over 21,140 operating enterprises, making a significant contribution to local budget revenue. Total revenue collected for the State budget from the enterprise sector is estimated at VND 12,894.5 billion, accounting for nearly 38% of total domestic revenue, reaching 138.6% of the assigned target and increasing by 116.9% compared to the same period last year. Of this, revenue from foreign-invested enterprises reached VND 7,850 billion, reaching 163% of the assigned target and increasing by 35.1% compared to the same period last year; revenue from private sector enterprises reached VND 3,441 billion, reaching 127.4% of the assigned target and increasing by 2.3% compared to the same period last year.

Regarding export activities, the province has 304 enterprises participating in exports to 68 markets with 55 types of goods, totaling nearly 6.3 billion USD in export value. Typical export items include leather shoes, garments, seafood, handicrafts, and canned fruits. In 2024 alone, 19 new enterprises joined the export sector, contributing to the diversification of goods supply to the international market.

Creating breakthroughs through administrative reform and digital transformation.

To achieve these impressive results, the province has implemented many practical support solutions over the years. In particular, administrative reform has been given special attention. In 2024 alone, the Chairman of the Provincial People's Committee issued 137 decisions announcing the list of administrative procedures, including the announcement of 365 new procedures; the amendment and supplementation of 701 procedures; and the abolition of 331 procedures. After announcement, these administrative procedures are updated and publicly available in the national database on administrative procedures; there are no administrative procedures issued beyond the authorized scope.

All levels and sectors have focused on leading, directing, and seriously implementing the "4 increases," "2 decreases," and "3 no's" regulations in resolving administrative procedures, while strengthening the application of information technology in management and operation, and resolving work of agencies and units. As a result, the rate of business registration applications submitted electronically reached 99.5%; 98% of organizations and businesses filed and paid taxes electronically.

Regarding support for access to credit, the State Bank of Vietnam - Thanh Hoa Branch has directed credit institutions in the province to effectively implement monetary policy. In 2024, the banking sector organized 74 dialogue conferences connecting banks and businesses to promptly resolve difficulties and obstacles in accessing bank credit. By the end of October 2024, total mobilized capital reached VND 183,776 billion, an increase of 7.9% compared to the beginning of the year; total outstanding loans were estimated at VND 217,375 billion, an increase of 11.8% compared to the beginning of the year. 4,874 businesses established credit relationships with banks, with outstanding loans totaling VND 58,283 billion.

In particular, support for digital transformation has been intensified. The Department of Planning and Investment, in coordination with the Telecommunications Services Corporation under the Military Telecommunications and Industry Group, has provided free digital signatures for nearly 1,500 businesses during their first year of operation. At the same time, the province has also provided free delivery of administrative procedure results for business registration to over 1,500 businesses.

Regarding investment promotion and market expansion, in 2024, provincial leaders met and worked with many international organizations, corporations, and domestic and foreign investors; they also organized meetings and maintained relationships with international financial institutions and foreign trade promotion organizations in Vietnam. Through investment promotion activities, businesses and investors were able to survey, explore opportunities, and invest in Thanh Hoa province; at the same time, it created opportunities for businesses in the province to find partners and markets. In 2024, the province attracted 104 direct investment projects (18 FDI projects), with a total registered capital of VND 12,895 billion and USD 368 million. The province also actively organized trade promotion and supply-demand connection activities such as the Supply-Demand Connection Conference and exhibition of safe agricultural and food products, with the participation of 200 businesses in the province and 62 businesses from 29 provinces and cities nationwide. Four agricultural and food product fairs were organized in the districts of Trieu Son, Hau Loc, Thieu Hoa, and Quang Xuong, with the participation of 200 stalls...

Training and developing human resources has also been emphasized, with 88 training courses on business startup and business management for over 4,400 participants. Specifically for small and medium-sized enterprises (SMEs) owned by women or employing a large number of female workers, the province organized 12 intensive training courses for 180 participants.

In the coming period, to continue supporting businesses to develop effectively, the province will focus on several key tasks, such as: promoting administrative reform and improving the investment environment; enhancing the effectiveness of investment promotion and attracting reputable investors; strengthening guidance and support for digital transformation in the business sector; tightening administrative discipline and order, and strictly handling acts that cause inconvenience to businesses. With these comprehensive solutions and the strong determination of the entire political system, Thanh Hoa expects to continue creating a favorable environment for the business community to develop strongly, contributing to the sustainable socio-economic development of the province in the coming years.
