On the morning of October 18th, the Hai Duong City Party Committee, People's Council, People's Committee, and Fatherland Front Committee held a ceremony to commemorate the 220th anniversary of the founding of Thanh Dong (1804 - 2024), the 70th anniversary of the liberation of Hai Duong City (October 30, 1954 - October 30, 2024), and to receive the First-Class Labor Medal.
Comrades Nguyen Thi Kim Ngan, former member of the Politburo and former Chairwoman of the National Assembly; and Nguyen Duc Kien, former member of the Central Committee of the Party and former Vice Chairman of the National Assembly, attended the ceremony.
Comrades Tran Duc Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; and Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, attended the ceremony.
Also attending were former and current leaders of several ministries, departments, and central organizations; former members of the Central Committee of the Communist Party of Vietnam: Bui Thanh Quyen, former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council, and former Head of the Provincial National Assembly Delegation; Nguyen Manh Hien, former Secretary of the Provincial Party Committee and former Chairman of the Provincial People's Council; former members of the Standing Committee of the Provincial Party Committee; members of the Provincial Party Committee; leaders of the Provincial People's Council, Provincial People's Committee, Provincial Fatherland Front Committee, and Provincial National Assembly Delegation; leaders of provincial departments, agencies, localities, and political and social organizations; representatives of pre-revolution cadres, Vietnamese Heroic Mothers, and Heroes of the People's Armed Forces; leaders of cities and towns in the Red River Delta region belonging to the Association of Vietnamese Cities; leaders of neighboring districts, towns, and cities, and Dien Bien City (sister city of Hai Duong); and a large number of representatives from all walks of life.
The speech commemorating the 220th anniversary of the founding of Thanh Dong and the 70th anniversary of the liberation of Hai Duong City, delivered by Comrade Le Dinh Long, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Hai Duong City Party Committee, affirmed that this is an opportunity to rekindle pride in the heroic struggle tradition of the people of Hai Duong City throughout its long history of formation and development. It is also an opportunity to look back on the difficult and arduous journeys and the glorious and heroic years in which generations of ancestors, the people of Thanh Dong of the past – Hai Duong City today – bravely fought and sacrificed to build and develop the city.
Reviewing the important historical milestones in the formation and development of Hai Duong City, the City Party Secretary stated that Hai Duong City has built upon the achievements made in its construction and development since its establishment. The city became a type II urban area in 2009 and was recognized as a type I urban area in 2019.
After 220 years since the founding of Thanh Dong and 70 years since its liberation, from a Thanh Dong with an area of 0.35 km2 and a population of about 1,000 people, Hai Duong City is now a Class I urban area with an area of over 111 km2, a population of over 300,000 people, and 25 administrative units. From the first Party branch with only 3 members, the City Party Committee now has over 19,000 members operating in 69 grassroots Party organizations. The cadres and Party members of the City Party Committee always lead the patriotic emulation movement.
Comrade Le Dinh Long, Secretary of the Hai Duong City Party Committee, emphasized that the Party Committee, government, and people of Hai Duong City will continue to uphold the heroic tradition, sense of responsibility, self-reliance, solidarity, dynamism, and creativity, striving to successfully implement socio-economic development tasks and build an increasingly prosperous city.
Over 70 years of struggle, construction, and development, the Party Committee, government, and people of Hai Duong City have been awarded many prestigious honors by the Party and the State. In 2024, Hai Duong City was awarded the First-Class Labor Medal by the President of Vietnam for its outstanding achievements in transforming Hai Duong City into a Class I urban area, making a positive contribution to the socio-economic development of Hai Duong province and the country.
At the ceremony, on behalf of the President of Vietnam, Comrade Tran Duc Thang, Secretary of the Hai Duong Provincial Party Committee, presented the First-Class Labor Order to the Party Committee, government, and people of Hai Duong City.
Speaking at the ceremony, Provincial Party Secretary Tran Duc Thang congratulated the Party Committee, government, and people of Hai Duong City on the achievements they have made during their glorious 70 years of construction and development, making important contributions to the socio-economic development of the province and the country.
Established in 1804, the ancient Thanh Dong – now Hai Duong City – is the heart of a land of outstanding people and rich history, a place where many famous figures were nurtured and gathered, the birthplace of heroes from the time of establishing national independence to staunch communists.
Hai Duong City is proud to mention the names of the renowned general Dinh Van Ta and the Confucian scholar Nguyen Trac Luan from the 17th century; and is moved to recount the names of exemplary and steadfast communist fighters who dedicated their lives and sacrificed themselves for the Fatherland and the revolution, such as: Do Ngoc Du, Hong Quang, Nguyen Thuong Man, Do Van Thanh, Le Dinh Vu, Pham Ngoc Khanh, Pham Xuan Huan, Dang Quoc Chinh, Mac Thi Buoi…
Comrade Tran Duc Thang, Secretary of the Provincial Party Committee, expressed his deep gratitude to the previous generations who wholeheartedly fought and built to create the beautiful Hai Duong of today.
Emphasizing that Hai Duong City has a strategic location, a central role, and is an important driving force for the province's development, the Provincial Party Secretary assessed that the Party Committee, government, and people of the city have united, worked together, overcome difficulties and challenges, and strived to achieve many important accomplishments.
From 1997 to 2019, Hai Duong City was upgraded to an urban status three times; its administrative boundaries were gradually expanded. From a "small, struggling town," Hai Duong City has undergone a strong transformation, becoming a dynamic and developing city with relatively synchronized infrastructure, a civilized and modern urban area, rich in cultural identity, oriented towards a knowledge-based economy and smart city, with vibrant economic activity and a high standard of living for its people.
The Provincial Party Secretary stated that Hai Duong is striving to become a modern industrial province by 2030, meeting some basic criteria of a centrally-governed city; and to become a centrally-governed city by 2050. In this context, Hai Duong City will continue to be identified as the core urban area, the central urban area, ensuring linkages and promoting development between urban areas in the province and the Hanoi Capital Region and the Red River Delta region.
To successfully achieve the set goals and tasks, the Provincial Party Secretary requested that Party committees, government agencies, the Fatherland Front, political and social organizations, and cadres, Party members, and people of Hai Duong City deeply understand the role and position of the city as the "locomotive," "nucleus," and "driving force" in the process of building and developing Hai Duong province. Emphasis should be placed on building a strong and comprehensive Party organization and political system; striving to build and develop Hai Duong City into a green, smart, and modern city with a developed urban economy, fulfilling the criteria for a Type I city. Good preparations should be made for the successful organization of the Party Congresses at all levels for the 2025-2030 term.
Hai Duong City needs to focus on implementing the city's master plan, approved by the Prime Minister, in a coordinated manner to expand urban space, technical infrastructure systems, environmental landscape, and major centers.
Review and adjust the population size, land area, and technical infrastructure development orientation to align with the goals and solutions of Resolution No. 30-NQ/TW of the Politburo on the direction of socio-economic development, ensuring national defense and security for the development of the Red River Delta region until 2030, with a vision to 2045, and other national-level plans.
Focus on mobilizing maximum resources and investing in improving urban quality, while preserving and promoting the fine, friendly cultural traditions of the people of Thanh Dong, paying attention to developing housing for the people, especially housing for low-income earners. Further accelerate administrative reforms and attract investment; build Hai Duong City into a smart, modern, livable, and friendly city.
Provincial Party Secretary Tran Duc Thang noted that Hai Duong City needs to pay attention to ensuring urban landscape and aesthetics, ecological environment; developing services, culture, and tourism, creating many attractive destinations for people and tourists. Emphasis should be placed on developing education and healthcare for the people. Social welfare policies should be implemented effectively; national defense and security and order should be maintained in the area, creating favorable conditions for expanding foreign relations and socio-economic development, for the peace and happiness of the people.
On behalf of the leaders of Hai Duong province, Provincial Party Secretary Tran Duc Thang called for the joint efforts and cooperation of businesses inside and outside the province to continue to invest and connect trade for the development of Hai Duong city and Hai Duong province.
The Provincial Party Secretary expressed confidence that, with its rich traditions and achievements, the Party Committee, government, and people of Hai Duong City will continue to unite, fulfill the set goals, further improve the material and spiritual lives of the people; and build Hai Duong City into an increasingly prosperous, civilized, modern city with a rich cultural identity.
