Improving the quality of trials

Over the years, the People's Courts at both levels in the province have implemented many solutions to improve the quality of trials, ensuring that the right person is punished for the right crime, in accordance with the law, making an important contribution to maintaining political stability and social order. Judge Ma Hong Thang, a mid-level judge at the Provincial People's Court, stated: “To improve the quality of trials, each judge needs to focus on comprehensively and objectively studying and evaluating evidence, especially the proceedings at the trial. Only then will judgments ensure legal correctness and accuracy, contributing to preventing violations, maintaining social order, and strengthening the people's trust in justice.”

The period from 2013 to 2025 marks a profound and comprehensive development in the organization and operation of the two-level People's Courts, with over 38,000 cases received and resolved, achieving a resolution rate of 99.8%. This includes 4,788 out of 4,793 criminal cases resolved, involving over 9,000 defendants, and 100% of administrative cases handled by the Court being resolved. Notably, mediation and dialogue in resolving civil and administrative cases have been emphasized, with a mediation rate exceeding 70%.

Immediately after the closure of district-level People's Courts in accordance with Resolution No. 60-NQ/TW dated April 12, 2025, of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam, the regional People's Courts quickly took over the work, ensuring that the process of handling and resolving cases was not interrupted. Along with consolidating the organization and the team of judges and clerks, the People's Courts at both levels in Tuyen Quang province continue to uphold a sense of responsibility, improve the quality of trials, and strengthen the application of information technology and reform judicial administrative procedures to meet the requirements of the new era.

Proactive innovation

Adhering strictly to the motto: "Serving the public, upholding the law, being just and impartial," in conjunction with studying and following the thoughts, ethics, and style of Ho Chi Minh , the Provincial People's Court has developed many emulation and innovation movements, creating a strong ripple effect throughout the entire sector. The two-level People's Courts have organized nearly 700 trial review sessions, thereby contributing to improving the quality of case resolution. Alongside this, the use of the Court's Virtual Assistant software for searching documents, receiving guidance on legal application, and exchanging professional case situations has also been promoted.

In 2025, the People's Courts of Tuyen Quang province at both levels identified one of their key tasks as strengthening political and ideological education, moral character, political acumen, and professional ethics for officials and employees. They will adhere to the motto "Unity, responsibility, discipline, integrity, innovation, overcoming difficulties, and efficiency." They will also enhance the application of information technology and effectively utilize the Virtual Assistant software to support professional work.

Comrade Nguyen Minh Hung, Chief Justice of the People's Court of Tuyen Quang province, stated: “Adhering closely to the spirit of Resolution No. 27-NQ/TW of 2022 of the Central Committee and the Resolution of the Provincial Party Congress, the two-level courts in the province have always clearly defined the principle that adjudication is the focus, and litigation is the breakthrough, ensuring all judicial activities are open, transparent, and fair. At the same time, we coordinate effectively with other prosecuting agencies to improve the quality of case resolution, promote the dissemination and education of law, and continue to effectively implement the reform revolution, contributing to the successful fulfillment of the requirements of judicial reform in the current period.”

With a glorious 80-year tradition of establishment and 35 years of construction and development, the People's Courts of Tuyen Quang province at both levels have achieved proud accomplishments in reforming and improving judicial work. This has met the requirements of judicial reform, contributing to the protection of justice and maintaining the people's trust.
